Dear IRT, At the IRT meeting on the 25th, we reviewed the Protected Identifier Lists and the draft consensus policy per the agenda. During the review, Crystal brought up a scenario we hadn’t considered. 1. Policy goes effective 2. Name is registered (was not on the protected list) 3. The same name is added to the protected list. How is this handled? As a result, we’ve revised section 3.2. You’ll note that it’s considerably simpler yet covers both cases of registered name before and after the policy effective date. Requested is your review and comment. At the meeting, we’ve also agreed to hold one more IRT meeting before going to public comment. We’ll meet next week on the same day same time. You should be receiving an invite from our colleague Aysegul early next week. We are continuing our effort to receive a list we can directly use from UNDESA but we’ve decided not to hold up the public comment waiting for this. This was a lot of work by ICANN staff but we believed it was important to make progress on this project. IGO/INGO Turn around time for change implementation

Hello IRT, Section 7.3 discusses the process and timeline for how quickly we need to make the changes. The process is as follows per the Draft CP 1. Changes SHALL be implemented by all affected parties within 45 days from the date that ICANN’s Global Domains Division (GDD) receives the formal notification in the form of 1) GAC advice approved by board or 2) for INGOs, the UNDESA list to GDD. 2. Upon receipt of the changes, GDD SHALL notify all affected parties with a Change Effective Date. 3. ICANN SHALL provide the affected parties with the updated Protected Identifier List along with corresponding DNS labels at least 20 days prior to the Change Effective Date and in advance of the publication of the updated Protected Identifier List. 4. ICANN SHALL update the Protected Identifier List on the Change Effective Date. 5. Affected parties SHALL be operational with the update list on the Change Effective Date. In this process, I think the important cycle time for Registries, Registrars, Claims System Supplier are the 20 day timeline. Can we all commit to make the require changes to our system in 20 days? IGO/INGO changes as GAC Advice?

Dear IRT, Originally, we were thinking that changes for IGO/IOC/RCRC could come to ICANN staff directly. But then we thought it should come as GAC Advice for reasons Mary has already mentioned. We want to make sure that any addition or deletion to the lists require consensus of the GAC. To leave it as GAC to ICANN CEO or GDD President to open question as to who at GAC and such. The second is the INGO list workbook. This is intended for IRT review only. Not intended for public comment. This workbook has been put together to show you the what ICANN staff has done to arrive at the INGO Identifier Protected List from the original list we received from UNDESA. We are continuing our effort to receive a list we can directly use from UNDESA but we’ve decided not to hold up the public comment waiting for this. This was a lot of work by ICANN staff but we believed it was important to make progress on this project. Next IRT meeting will be an important meeting as we’ll go over these as a team prior to public comment start. IGO/INGO Policy Implementation project status

Dear IRT, As we head toward our first key milestone of Public Comment Start, I wanted provide you with a project status. As a reminder we had identified the follow items as deliverables for our first milestone. ¤ Implementation Plan Release for Public Comment (target August 2016) 1. INGO: 90-day claims solution defined 2. List update process defined 3. Draft consensus policy language document 4. Sample Protected Identifier Lists page on IRT wiki page Status 1. ICANN has received an initial proposal from the TMCH vendor which indicates their willingness to support the project; next step is to evaluate the proposal and discuss the design. This next step can be done after the public comment starts. So we consider this item complete. 2. After our discussion at our last meeting, we’ve selected the on-demand model for updates. We are proposing 45-day turn-around time from the date ICANN receives the changes to the dates the change is effective. This should allow ample time for all affected parties to do their part to update their system. We will seek your agreement on details of this process. 3. The content of the document hasn’t changed much but we have reformatted the document in preparation for web posting. The policy implementation teams at ICANN is attempting define a consistent format for Consensus Policy. I’ll provide this document soon for your review. 4. We’ve created a page in the IRT wiki called “Protected Identifier Lists - Draft Page for Test Purposes Only - Not for Official Use<https://community.icann.org/display/IIPIRT/Protected+Identifier+Lists+-+Dra…>” This page is being used for us to view what the eventual page on the web may look. As you’ll note, it’s in construction phase. Please let me know if you’d like further information on the status of the project. Our goal here is that we will use the IRT time for team review of critical items only as this will be our last IRT meeting prior to the public comment start.
