Dear Stéphane,
Good to hear from you.
I see the confusion and can explain here.
I think the page you are looking at is the old version we did for the first implementation in 2017.
I’ve not set up the draft page for the new list yet.
As of today, the IRT is reviewing the raw data with names and labels in the excel form to see if the labels are coming out as expected.
You can find this in the wiki too under documentation.
https://community.icann.org/display/IIPIRT/Documentation
It’s the first document on the list.
I will be setting up the Draft pages later but I’ve not done so yet.
The sheer size of the list is of a concern and approaching this cautiously.
Thanks
Dennis Chang

Dear Dennis,
Many thanks for your last message.
I have just opened the list of labels you sent and appreciate the considerable work that has gone into this preparation. All our gratitude to you and to your teams for putting this together.
This is not a matter of great concern of course, but I note that the titles and categories of “IGO and INGO identifier lists” for reservation at second level (as accessible on the “Draft page for IRT Use only”) appear to remain unchanged. For instance, the title of the category “Specific identifiers of Red Cross and Red Crescent Movement” is somewhat problematic, as the names listed thereunder are actually the designations of the respective distinctive emblems (“red cross”, “red crescent”, “red lion and sun” and “red crystal”) and do not correspond to the names of the respective components of the International Red Cross and Red Crescent Movement. They would hence require to best appear under a different title and categorisation. But I do realize that the intricacies of the file are very complicated…
Did I understand correctly that a new meeting of the IRT was planned to be set in July?
Else, I hope and trust that you will be taking a well-deserved Summer break.
Best wishes to you and to Nigel,
Stéphane

Dear Stéphane,
Understood of course.
Perfectly ok since we do not have an official IRT meeting here.
Nigel and I will see if there are other IRT members and convene an informal meeting if possible but otherwise, we’ll continue our progress as planned.
Please do review the DNS Labels provided via the IRT wiki when you get a chance.

I’ve attached it for your convenience.
Thanks

Dear Dennis,
Thank you for your message. We have a meeting of all legal advisers of National Red Cross and Red Crescent Societies next week and I’m afraid that I will not been able to plan a presence at the Marrakesh Meeting as I had hoped.
I trust that ICANN 65 will be a great success.
I am available to assist the IRT as would be required.
Kind regards,
Stéphane

Dear IRT,
I received the following message from Stéphane today.
“Dear Dennis, I apologise for last week, but I was on a mission to the Caucasus and Andrea’s messages were somehow not reaching my messaging system (first time this happens, but it is, as I understand, related to ICRC’s security systems). I do realise that I was expected to be on line and hope this was not too disturbing for the group. There is a chance that I could combine another mission with the Marrakesh ICANN meeting dates and we might in this case be able to meet in person with members of the IRT. Do let me know in any case if any questions were raised during the call or if any issues are emerging in the process of implementation of the Board’s decision on the Red Cross and Red Crescent identifiers – and which we might be able to assist with.”
I let him know that we discussed his proposed title changes with slight modification and asked him to review the meeting material on the IRT wiki.
I remind the IRT to review the DNS Label conversion file on the IRT wiki.
Please provide your feed back by 26 June 2019.
As for the June IRT meeting, we’ll cancel it for now due to the ICANN65 Meeting.
Please let me know if you will be in Marrakech and we’ll see if we can pull together a in-person meeting there.
Thanks
Dennis Chang

Thanks you Stéphane for the suggestion.
I will add this to the agenda for our next IRT meeting.
You should have received an invite from Andrea for 30 May 2019 1700 UTC.
It’s good for us to discuss this now so that we understand why we have different lists for the Red Cross and why we title them the way they are.
Hi Nigel,
You are welcome to attend the IRT meeting.
Please let Andrea know and she’ll send you the invitation.
Thanks

Subject: [Ext] Lists of Red Cross and Red Crescent identifiers currently on line
Dear Dennis,
I hope this message finds you well. Many thanks once again for the opportunity to take part in the last IRT Meeting (and also for preparing the slide presentation).
(1) As you requested, I have reviewed the categorizations and lists of Red Cross and Red Crescent identifiers as defined on ICANN’s website (https://www.icann.org/sites/default/files/packages/reserved-names/ReservedN… [icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_sites_de…>). These date back to the very early stages of the process and would indeed require to be replaced.
It is my understanding that these lists still on-line (and the DNS labels attached thereto) will be replaced in accordance with our most recent submission and with the DNS labels’ list that you and your team are preparing.
(2) Should you still wish, for the purpose of clarity, to already revise and amend the titles and lists of each of the three categories of Red Cross and Red Crescent identifiers which were included on-line several years back (and that are outdated and require to be replaced), I would suggest that:
1. The current title of Category 1 (“Specific identifiers of Red Cross and Red Crescent Movement”) be changed to “Designations protected under the 1949 Geneva Conventions and their Additional Protocols”.
Category 1 includes the designations protected under the 1949 Geneva Conventions and their 3rd Additional Protocol in the 6 UN languages (“Red Cross”, “Red Crescent”, “Red Lion and Sun” and “Red Crystal”).
2. Category 2 (“International Red Cross and Red Crescent Movement - National Red Cross and Red Crescent Societies Names”) be dissolved in order
v To delete the first 4 identifiers mindful that
i) the names “Magen David Adom” and “Red Star of David” (in English and in Hebrew) are not internationally protected under the 1949 Geneva Conventions and their Additional Protocols (the criteria which ultimately grounds the protection and reservation of the Red Cross and
Red Crescent names and identifiers). The various identifiers of the National Society of the “Magen David Adom in Israel” are on their part included in the protected National Society’s identifiers list we have submitted,
and that
ii) the internationally protected designation “Lion et Soleil Rouge” is already covered (albeit in the singular) under Category 1.
v To incorporate the ICRC and IFRC acronyms/initials under Category 3 (which already includes the Russian acronyms/initials MKKK and MFKK).
NB: This is mindful that, as we know, the acronyms/initials of the ICRC and the IFRC are not covered under the reservations recently approved by ICANN’s Board and will still require a separate consideration – this is not hence within the purview of consideration of the IRT.
3. The current title of Category 3 (“International Red Cross and Red Crescent Movement – International Committee of the Red Cross and International Federation of Red Cross and Red Crescent Societies”) be revised to “Names and identifiers of the International Red Cross and Red Crescent Movement and its components”.
Category 3 includes the identifiers and names of the International Red Cross and Red Crescent Movement and of its respective components including the exact match names of
- the International Red Cross and Red Crescent Movement, the International Committee of the Red Cross and the International Federation in the six United Nations languages (as well as the acronyms/initials ICRC and IFRC); and of
- the National Red Cross and Red Crescent Societies.
Please do let me know if this is not sufficiently clear. If this is helpful, I could also share this message with the IRT group – please let me know.
I am copying this to Nigel from ICANN’s Delegation in Geneva.
With thanks and kind regards,
Stéphane
