Re: [Gnso-igo-ingo-ip-irt] [Ext] Lists of Red Cross and Red Crescent identifiers currently on line
by Dennis Chang May 9, 2019

Thanks you Stéphane for the suggestion. I will add this to the agenda for our next IRT meeting. You should have received an invite from Andrea for 30 May 2019 1700 UTC. It’s good for us to discuss this now so that we understand why we have different lists for the Red Cross and why we title them the way they are. Hi Nigel, You are welcome to attend the IRT meeting. Please let Andrea know and she’ll send you the invitation. Thanks Dennis Chang From: Stephane Hankins <shankins(a)icrc.org> Date: Tuesday, May 7, 2019 at 6:18 PM To: Dennis Chang <dennis.chang(a)icann.org> Cc: Nigel Hickson <nigel.hickson(a)icann.org> Subject: [Ext] Lists of Red Cross and Red Crescent identifiers currently on line Dear Dennis, I hope this message finds you well. Many thanks once again for the opportunity to take part in the last IRT Meeting (and also for preparing the slide presentation). (1) As you requested, I have reviewed the categorizations and lists of Red Cross and Red Crescent identifiers as defined on ICANN’s website (https://www.icann.org/sites/default/files/packages/reserved-names/ReservedN… [icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_sites_de…>). These date back to the very early stages of the process and would indeed require to be replaced. It is my understanding that these lists still on-line (and the DNS labels attached thereto) will be replaced in accordance with our most recent submission and with the DNS labels’ list that you and your team are preparing. (2) Should you still wish, for the purpose of clarity, to already revise and amend the titles and lists of each of the three categories of Red Cross and Red Crescent identifiers which were included on-line several years back (and that are outdated and require to be replaced), I would suggest that: 1. The current title of Category 1 (“Specific identifiers of Red Cross and Red Crescent Movement”) be changed to “Designations protected under the 1949 Geneva Conventions and their Additional Protocols”. Category 1 includes the designations protected under the 1949 Geneva Conventions and their 3rd Additional Protocol in the 6 UN languages (“Red Cross”, “Red Crescent”, “Red Lion and Sun” and “Red Crystal”). 2. Category 2 (“International Red Cross and Red Crescent Movement - National Red Cross and Red Crescent Societies Names”) be dissolved in order v To delete the first 4 identifiers mindful that i) the names “Magen David Adom” and “Red Star of David” (in English and in Hebrew) are not internationally protected under the 1949 Geneva Conventions and their Additional Protocols (the criteria which ultimately grounds the protection and reservation of the Red Cross and Red Crescent names and identifiers). The various identifiers of the National Society of the “Magen David Adom in Israel” are on their part included in the protected National Society’s identifiers list we have submitted, and that ii) the internationally protected designation “Lion et Soleil Rouge” is already covered (albeit in the singular) under Category 1. v To incorporate the ICRC and IFRC acronyms/initials under Category 3 (which already includes the Russian acronyms/initials MKKK and MFKK). NB: This is mindful that, as we know, the acronyms/initials of the ICRC and the IFRC are not covered under the reservations recently approved by ICANN’s Board and will still require a separate consideration – this is not hence within the purview of consideration of the IRT. 3. The current title of Category 3 (“International Red Cross and Red Crescent Movement – International Committee of the Red Cross and International Federation of Red Cross and Red Crescent Societies”) be revised to “Names and identifiers of the International Red Cross and Red Crescent Movement and its components”. Category 3 includes the identifiers and names of the International Red Cross and Red Crescent Movement and of its respective components including the exact match names of - the International Red Cross and Red Crescent Movement, the International Committee of the Red Cross and the International Federation in the six United Nations languages (as well as the acronyms/initials ICRC and IFRC); and of - the National Red Cross and Red Crescent Societies. Please do let me know if this is not sufficiently clear. If this is helpful, I could also share this message with the IRT group – please let me know. I am copying this to Nigel from ICANN’s Delegation in Geneva. With thanks and kind regards, Stéphane Stéphane J.
