Mary Wong:On the question of GAC members in this Working Group - there are several observers who identify as from the GAC. From the members' list, currently only Tom Dale - GAC Secretariat - is listed. Tom presumably follows the Group's discussions and reports to the GAC in his capacity as Secretariat lead for them (especially since neither he nor indeed any GAC member can represent the GAC formally or offiicially). Mary Wong:To follow on Avri's last point, another new development in the GNSO is the use of Implementation Review Teams, comprising community members (volunteers) working with ICANN staff (primarily operational staff from the Global Domains Division and others) to try to ensure that implementation matches the intent of the GNSO policy. This was recently recommended (by the Policy & Implementation Working Group) to be mandatory for all PDPs going forward, save for exceptional circumstances. Dear PDP WG members, Please see below the notes and actions captured by staff from today’s meeting and let us know if you have comments, changes, or questions. Kind regards, Julie Julie Hedlund, Policy Director Notes/Actions: New gTLD Subsequent Procedures PDP WG Meeting, 29 February 2016 1. Leadership Team: Leadership Team members may take up a point on a particular item, but will do it in coordination with the Leadership Team. Leadership Team members will make clear what "hat" the member is wearing to avoid lack of clarity on positions. Action Items: None. 2. Schedule of Meetings: Mondays are preferred. Do a 1/1 rotation between 1600 UTC and 2200 UTC. Next meeting is in Marrakech on 10 March at 0900 to 1030 UTC: https://meetings.icann.org/en/marrakech55/schedule/thu-new-gtld-subsequent-…. After Marrakech resume meeting on Monday, 21 March at 2200 UTC. Begin with weekly meetings for 90 minutes each. Action Items: The GNSO Secretariat will schedule the meeting after Marrakech for Monday, 21 March at 2200 UTC for 90 minutes. 4. Organization of Work: Front load the questions with high-level questions -- such as should there be new gTLD subsequent procedures -- with downstream impacts and high-level principles. Work on the foundational questions as a larger group and then break into sub teams. Look at other work in the community (Nielson and Analysis Studies, CCT Review Team, SSAC, GAC, CWG Use of Country/Territory Names, PDP on RPMs, ALAC?). Action items: Agree on a work organization approach (done) Staff in coordination with the Co-Chairs will assign subjects to work organizational framework Staff in coordination with the Co-Chairs will develop work plan and with milestones for intial and final report(s). Sent on behalf of Avri Doria, Stephen Coates and Jeff Neuman All, Thank you for all of the great discussion on the mailing list and during yesterday's call regarding the leadership structure of this working group moving forward. The three of us agree with all of the comments that have been made about the large workload that is ahead of us and that the Working Group would in fact benefit from having co-chairs. Therefore, our proposal is that the three of us share in the Chairing responsibilities going forward. As we each come from diverse backgrounds and skill sets, we believe that we can each add our own unique expertise to the group and at the same time split the work load. If that is acceptable to the Working Group, the three of us would then lead the efforts through Marrakech and the finalization of the work plan. Though this is in no way dictating the path forward, as discussed on the call and on the list, we believe that once the work plan is finalized, there will likely be a need for sub-teams and additional members to the leadership team to help coordinate and guide those discussions. I know that there are a couple of other people that have volunteered to serve as "Vice Chairs" and we fully expect that they will be the first ones to come forward to help lead those sub teams. To be consistent with those guidelines, I tend to prefer that we adopt the following leadership positions : - A Chair (1) : duties defined in point 2.2.1 of the WG Guidelines - A Vice-Chair (s) : duties defined in point 2.2.2 of the same guidelines. The question will be how many Vice-Chair we will elect ? In the presentation that Steve made tonight, I understood that 38 issues were identified and grouped in 5 groups. I think it will be good to have 5 Vice-Chairs who in the same time can be each one of them the Chair of one Sub-Groups that will be covering one of those 5 group of issues. Dear WG Members, While there have already been some emails exchanged, I wanted to take the opportunity to welcome you all and thank you for volunteering for the New gTLD Subsequent Procedures Policy Development Process Working Group (PDP WG). In addition to the information already shared in the call for volunteers, I wanted to provide you with some further details concerning next steps. First meeting Monday 22 February at 22:00 UTC Statements of Interest The majority of Members have already completed this task, but as requested by the GNSO Secretariat in the confirmation email that you received after signing up for this WG, please provide a Statement of Interest by going to: https://community.icann.org/x/cYLg if you have not done so already. Also, after reviewing the chat room transcript there seemed to be support for holding the call at that day and time. Ditto. As I said on the call today, we should not underestimate that conflicting positions that will come out during this process and a pair of really experienced co-chairs who can consult with each other will be key to getting through this. I supported Jeff and Avri, not because I was denigrating anyone else, but because I have seen them both in action. I have often disagreed with both of them on substantive issues, but have no doubt about their ability to lead us fairly through this challenging PDP. Hi All, Apologies for my silence to date. It appears that this list-serv emails were not reaching me. I recently adopted an "ICANN matters" email address (policy(a)paulmcgrady.com - feel free to use it!) so that might have aggravated the problem. I've asked Staff to send around a Doodle poll to pick a time for our first call. No time will be perfect for everyone, given the time zone differences; but we will do our very best to be as inclusive as possible. I look forward to working with all of you on this important PDP. All, Just writing to see if we were working on setting up an initial call or meeting schedule? It would be great to meet a couple of times prior to ICANN 55 (which is less than a month away)? There is a lot of work for us to do in this group. I know Paul McGrady is the interim chair and as one of the former Discussion Group co-chairs, I would be happy to volunteer to assist Paul.
