Dear Phillippe, Martin, all, Thank you for the comments received to date. Included updated version, which also includes comments and suggestion from Trang. There is one major point that I want to draw to your attention with respect to the inclusion of the table of Measures. The table refers to language in the charter, in particular IFO. However, as this effectiveness review is about the current situation, and for clarity, it is suggested to replace IFO with PTI or ICANN & PTI where appropriate. See Slide 5,6, and 7. The suggested changes are: Slide 5 – Second row, “IANA Functions Operator” should be changed to “PTI” for clarity: Slide 5 – Third row, “IANA Functions Operator” should be changed to “PTI and ICANN” to more accurately reflect the RAPs Slide 7 – Second row, “IFO” should be changed to “PTI and ICANN” for clarity Slide 7 – Third row, “IFO” should change to “PTI and ICANN” for clarity and for consistency with the SLA change process being drafted. Slide 7 row 1 , the requirement to meet annually is not in charter, only a requirement for “as needs demand”? You should have already received a placeholder in your calendars for Monday, 22 October from 9:30-10:30 am (just after the Welcome Ceremony and right before the CSC Public Session). Hi Donna, The CSC Charter review showed that impact of the proposed changes and distinction between Final Report and amended charter were unclear. Ensuring timely and structured involvement mitigates interpretation and/or implementation risks in phase when RT is no longer around. Hope this clarifies the need. The GNSO meets on 27 September. ----------- Resolution Background The ICANN Bylaws and CSC Charter require that the “… effectiveness of the CSC will initially be reviewed two years after the first meeting of the CSC; and then every three years thereafter. The method ofreview will be determined by the ccNSO and GNSO. The CSC was established in accordance with Article 17.3 (b) of the ICANN Bylaws and conducted its first meeting on 6 October 2016. In order to meet the timeline for the first review of the CSC Effectiveness Review, the ccNSO and GNSO Councils will need to determine the method for conducting the review before 1 October 2018. The first CSC effectiveness review is intended to consider the Effectiveness of the CSC in carrying out its mission as defined in its charter.
