Notice of Expiration of Community Reconsideration Petition Support Period

Dear Empowered Community Administration representatives, I am writing to confirm that, in accordance with the timelines and procedures set out in Annex D of the ICANN Bylaws, the 21-day Community Reconsideration Petition Support Period pertaining to the Community Reconsideration Petition on the postponement of ATRT4 expired at 06:59 UTC. No support for the Community Reconsideration Petition was received from any other Decisional Participants by the Empowered Community Administration within the prescribed timeframe. Therefore, under Annex D, Section 4.3(b)(ii), the Community Reconsideration Initiation Process is thus automatically terminated. The next step is for the Empowered Community Administration to deliver a notice to the ICANN Secretary certifying that the Community Reconsideration Initiation Process has been terminated with respect to the Reconsideration Request included in the Community Reconsideration Petition. ICANN will then post the Community Reconsideration Termination Notice on the ICANN website. As is customary, support staff have prepared a draft Community Reconsideration Termination Notice for your review (see attached). We note that the Bylaws (Annex D) require that the Empowered Community Administration’s notice be delivered within twenty-four (24) hours of the expiration of the Community Reconsideration Petition Support Period. As such, staff will be happy to forward this notice on your behalf at end of day today (23:59 PDT) unless you have any comments or concerns. ASO’s Response to ALAC's Community Reconsideration Petition

Dear Empowered Community Administration (ECA), The NRO, acting as the ASO, values the ALAC's utilization of the Community Reconsideration mechanism within the Empowered Community framework as a way of raising this important issue of ICANN’s adherence to its bylaws regarding its accountability and transparency obligations. Following the principles of the ASO procedures for the ICANN Empowered Community, we disseminated information to the RIRs members and broader numbering community about the Community Reconsideration Petition. Upon deliberation and review by the NRO Executive Council, we have determined that the ASO aligns with the concerns articulated by the ccNSO in their July 9th letter to the ECA and therefore not support ALAC’s Community Reconsideration Request. We concur that the ongoing cycle of bylaw-mandated reviews has become unsustainable, with overlapping initiatives impeding efficient implementation. We acknowledge ALAC’s reasonable concern with the atypical approach taken by the ICANN Board in this matter but are of the view that it is a good way forward for the community to pause the present reviews as suggested and undertake a comprehensive assessment of the review system prior to embarking on additional reviews, including ATRT4.
