The Operations Steering Committee developed recommendations on a global outreach program and submitted them to the Generic Names Supporting Organization (GNSO) Council. (See http://gnso.icann.org/drafts/global-outreach-recommendations-21jan11-en.pdf.) On 24 February 2011 the GNSO Council acknowledged receipt of the recommendations by the Operations Steering Committee and directed staff to post the document for forty-five (45) days in the ICANN Public Comment Forum. On 28 April the GNSO Council directed the Operations Steering Committee to review the Summary and Analysis document as well as the comments and make any changes to the proposed recommendations as are deemed appropriate, or to make those changes directly as it sees fit. The Operations Steering Committee determined that no changes were ! necessary. Thus, on 19 May the GNSO Council directed ICANN staff to begin the process of seeking volunteers from the GNSO Council to form a Charter Drafting Team for the Outreach Task Force described in the recommendations as follows: "The GNSO Council should manage the development of the OTF [Outreach Task Force] through the creation of a Drafting Team to develop the OTF's [Outreach Task Force] Charter. The Charter shall include procedures for member recruitment, application, selection, terms and term limits. The Charter should also set goals for the completion of the membership selection process, establishment of a meeting schedule, and participation guidelines. The Charter should establish an initial term for the OTF [Outreach Task Force] of two years. After this period a review should be conducted to review the success of the OTF's [Outreach Task Force] initiatives and, if deemed successful, the OTF's charter could be extended annually." This invitation is extended to all members of the GNSO Community. We urge you to forward to this to all members of the community who may be interested in participating. This is complimented by an annual Operating Plan and Budget. The 2011-2014 Strategic Plan <http://www.icann.org/en/announcements/announcement-28mar11-en.htm> evolved substantially from previous versions with collaborative input from the Community, and introduced strategic metrics to facilitate and communicate progress. To kick off the annual Strategic Planning process, a 2012-2015 Strategic Plan Timeline has been established. This high-level timeline commits to an organized, efficient process that will run from June 2011 to December 2011. The timeline includes the following next steps: * The process will begin in June during the Singapore Meeting, where we will have initial meetings with ICANN’s Supporting Organizations and Advisory Committees to obtain input on accomplishments, long term planning, ICANN’s Strategic Focus Areas and strategic metrics. * In July, ICANN will identify strategic positions and solicit community input through a public comment forum. * In late September, a Draft 2012-2015 Strategic Plan will be posted for public comment prior to the Dakar meeting. * Several consultations will occur with stakeholder groups to further refine the plan. * In November, we will incorporate Community, Staff and Board feedback and present the proposed plan to the Board for consideration and adoption. The development cycle for this year’s Strategic Plan recognizes ICANN’s ongoing commitment to the bottom-up, decision-making model and contained extensive engagement with the multi-stakeholder community, the Board, and with the ICANN Staff. Effective June 1st 2011 the ICANN Socialtext wiki is being retired. All of the original data has been successfully migrated to the new Community Wiki, which is located at http://community.icann.org. Please be sure to update all of your Bookmarks or Favorites to reflect the new Community Wiki! ICANN will continue to maintain the system online till 30th June 2011, after which time a backup will be retained in case of an emergency. In order to ensure that this has been a smooth transition, we have been working closely with the various SO/AC groups and Policy Staff in strategizing a rollout plan. This involved setting up the new workspaces, migrating the data and any attendant clean-up required of the data or structure within a given workspace. (We thank these teams for all of their time and support on this effort!) In addition to the individual SO/AC workspaces, there are: 1. Board Resolutions Tab 2. Projects Tab - (Project workspaces can be created on request) 3. The goal of the Drafting Team would be to assist staff in developing the format, questions, response scale and scope of the survey. In May 2009 by the GNSO Council requested that staff prepare a compilation of potential future requirements for WHOIS service, based on current requirements and a review of previous GNSO WHOIS policy discussions. This resolution reflected increasing community concerns that the current WHOIS service is deficient in a number of ways, including data accuracy and reliability, as well as in other technical areas noted in recent SSAC reports, such as accessibility and readability of WHOIS contact information in an international environment. The report is a compendium of potential technical requirements and makes no policy recommendations. Some of the potential technical requirements included in the report are the following: a mechanism to find authoritative WHOIS servers; structured queries; a standardized set of query capabilities; a well-defined schema for replies; standardized error messages; improved quality of domain registration data; internationalization; security elements; thick vs. thin WHOIS; and a Registrar abuse point of contact. Staff published a first draft of the report 26 March 2010, solicited input from SOs and ACs, and posted a draft final report reflecting SO and AC input on 31 May. Thus, on 19 May the GNSO Council asked ICANN staff to begin the process of seeking community volunteers Drafting Team for the purpose of developing a survey of views. This invitation is extended to all members of the ICANN community. We urge you to forward to this to all members of the community who may be interested in participating. Expertise in the technical aspects of gTLD Whois, and background on the history of gTLD Whois policy development, would be particularly useful to this group. (The previous version can be found here: http://www.icann.org/en/announcements/announcement-23oct09-en.htm ) As explained in the Rationale, which is also attached, major changes were made to the text of the Terms of Reference, so we are not providing a redline, instead there is a summary, also attached, of the key changes that were made. While the text of the Study Terms of Reference changed significantly to recast the framing of the study, the cost of the study will likely increase only slightly, and no more than 20% at the outside, which will be confirmed if the Council decides to proceed. The volunteer group recommends that Council members forward the documents to your respective groups right away for review and action in the June 9 Council meeting. Dear colleagues, Just a short summary of the meeting yesterday: * Staff informed that the Board "Structural Improvements Committee (SIC)" is going to develop objective criteria for future constituency reviews. The process for developing those criteria will include public participation. Timing of further SO/AC reviews is still under discussion. It is expected that "a new timetable shouldn't start before the present has been finished". * A motion for a GNSO statement regarding the 2nd JAS report was deferred. BTW, the report was already forwarded to the board through ALAC. * A working team on future Cross Community Working Groups (Jaime is a member of) is expected to present a first report about the GNSO related inputs (scope, working method e.e.) at the Singapore meeting * Whois: A "Drafting Team to develop a survey to estimate the level of agreement that the conclusions and assumptions in the Inventory of Whois Service Requirements Report of 29 July 2010 have in the ICANN community" is to be established (see extra call for volunteers) * Volunteers are requested to form a Charter Drafting Team for the Outreach Task Force (see extra call) * From Sep 11 the council schedule shall turn to a 4-weekly call (instead of 3-weekly so far) * A GNSO schedule for Singapore has been drafted (see attached).
