It was intended that this would be explored through a focus group culminating with a meeting in London at ICANN 50; however, given the time constraints on all staff at this time, we are postponing the start of this project until after the London meeting so that ICANN staff and community members have time to engage fully with this initiative. This project working group will now commence work on July 15th, with findings to be shared and discussed at ICANN 51 in Los Angeles. This working group will hold regular calls with volunteered staff and with key community members whom we will be engaging in London. We will also be highlighting this initiative in London at different sessions that week. Thank you to those who have already nominated participants. My team and I will be reaching out to you all in London to discuss this project further and connect with community members and staff who would enhance this work. In the meantime, I would appreciate if you could send through any names of potential participants whom you think would be able to be part of this extremely important focus group. We require participants who are familiar with translation services and are able to represent the linguistic diversity of the community. The volunteers will share their thoughts and discuss with our Language Experts their views and desired outcome regarding the best way to approach translation of all the different materials (e.g. crowd sourcing translation, machine translation, preferred and third-party vendors). Please review the final Panel on the Framework's Report at: https://www.icann.org/en/system/files/files/prf-report-15may14-en.pdf. The Panel's report outlined how ICANN can better address the global public interest through an approach that reviews ICANN's current activities, and identifying opportunities and key targets that should be addressed to strengthen ICANN's commitment. In its conclusion, the Report listed top line recommendations for ICANN's public responsibility framework moving forward. Recommendations included: the streamlining of current ICANN public responsibility activities under a formal Development and Public Responsibility Department (DPRD); strengthening ICANN Regional Engagement Strategies; commissioning research to enhance understanding of links between Internet Governance and Development; and exploring the establishment of an external foundation to operate in the philanthropic space. Building on the recommendations from the Panel's report, ICANN is exploring the potential of creating a Development and Public Responsibility Department (DPRD), which will aim to implement the Panel's recommendations and formalize ICANN's public responsibility framework. If established, this department will aim to: 1. Streamline and formalize existing, and future, public responsibility activities, which will eliminate the need to grow dramatically in FY15, as it focuses primarily on strategy enhancement and efficiency. This could include: ensuring that the public interest is cohesively and cross-cuttingly served throughout the organization's activities and operations; commissioning research how ICANN can best act with other entities and members in the Internet ecosystem; enhancing the understanding of the links between Internet, Internet governance, development, and policymaking, particularly in developing and emerging countries and regions; strengthening Regional Engagement Strategies so they can continue to identify, assess, and meet local needs; and ensuring that all ICANN departments incorporate public responsibility as a core component of their work. 2. Organize its development and public responsibility efforts into four following strategic priority areas, as recommended by the Panel Report: · Education · Localization and Language Services · Next Generation Projects · Participation in Global Cooperation and Development This organizational structure will further strengthen ICANN's commitment to the global public interest. Projects within each area could be carried out by ICANN independently, in collaboration with International and Intergovernmental Organizations, in partnership with foundations, or with regional and local capacity building and training organizations. As mentioned above, our goal at this meeting is to socialize the Community with the idea of creating the DPRD. This goal can be effected by discussing the proposed DPRD with the attending Community and various ICANN departments, and implementing recommended changes for best practices. To do so, we have scheduled the following two sessions for the ICANN 50 Meeting: 1. "NextGen@ICANN with University of Greenwich<http://london50.icann.org/en/schedule/mon-nextgen-uog>" (Monday, June 23rd from 15:15 to 16:45 BST in Thames) - Building on the success at ICANN49, this session will review the work by Post Graduate students at the University of Greenwich on the potential economic social and political costs of a fragmentation of the DNS, generating an interesting dialogue including potential areas for further work.. 3. "Exploring ICANN's Development and Public Responsibility Programs<http://london50.icann.org/en/schedule/wed-development-prf>" (Wednesday, 25th June from 13:00 to 14:30 BST in the Windsor Suite) - This session will incorporate, and elaborate upon, the DPRD information mentioned above, and provide a discussion session for the Community to participate, give feedback, and recommend changes for the department proposition and strategy. Nii Quaynor, who served on the Strategy Panel on the Public Responsibility Framework, will attend this session, and I will be moderating. In addition, I am hoping to meet with you while in London to gather your input and expertise in this area. I anticipate that this upcoming meeting will help our team, and ICANN, further demonstrate its commitment to international participation, and help to develop a streamlined approach to fulfilling ICANN's public responsibility. Pursuant to this end, and as an extension of Fadi's recent call covering plans for the DPRD, I would like to arrange individual follow-up calls with each of you to discuss these plans further. IANA transition: new document posted by ICANN

Hello, Following the NTIA announcement, ICANN has launched a process to gather community input on the transition process. A call for public input was posted on 8 April. In response to the comments received, a new document has been posted on 6 June: https://www.icann.org/resources/pages/process-next-steps-2014-06-06-en There were a lot of critics about the role and composition of the Steering Committee, proposed in the first document, responsible for preparing a transition proposal respective of the differing needs of the various affected parties of the IANA functions. In my perspective, this new document contains some improvements in the composition and role of the Steering Committee, now called Coordination Committee: 1) the GNSO (non registry part) has now 3 representatives and there are 2 gTLD Registries representatives, instead of 2 for the whole; 2) one seat to ICC/Basis reinforces the representation of the business interests, 3) no more role for the Chair of the ICANN Board and Chair of the GAC to select group members, 4) the document does not prescribe the roles and responsibilities for the Coordination Group. The Coordination Group will work toward defining its modes of operation and working methods, 5) the Coordination Group may be supported by an independent Secretariat funded by ICANN. One should however regret the over-representation of the "technical" community: ASO, IAB, IETF, NRO, RSSAC, RSSAC. two seats each, one for ASO. The introduction of a IANA staff member, as a liaison, is positive. Names of selectees should be provided no later than 2 July 2014 through a submission form and will be made publicly available. Communities are encouraged to make their final selections by the end of the ICANN meeting in London. Dear colleagues, we just had a CSG call with Dan Reed as a potential nominee for this election which is to be done by the Non Contracted Parties House (NCPH) within the GNSO. Tony Holmes and myself participated in the call. Attendance and mp3 recording see attached. As you know Dan at the time being is one of the NomCom appointees (NCA) to the GNSO Council. I’d like to share with you my impressions from this call. Questions to Dan were raised regarding - strengthening the communication to the entire NCPH - accountability of ICANN - his experience in an international environment and his so far engagement and contributions related to the ICANN “business” - his vision re the future internet “control” Dan mentioned that he had already applied for the board through the NomCom process. My personal impression of how he took the questions and of his understanding of the complex ICANN issues is very positive. I’m sure he’s a reliable and open-minded person where we can build trust with. I’ll keep you updated with the follow-up steps within the CSG and the House.
