All: I've prepared a draft position paper on the introduction of new gTLDs in the DNS namespace. I'm hoping you may have comments on this paper. It effectively restates a position we took in April of 2005. For those of you who know my personal views, you should know that the document DOES NOT advocate the end of new proposals for new TLDs. I thought that was imposing too much of my personal view on the constituency. Looking forward to your comments. mark

It is now appropriate to review the situation in light of recent experience and to prepare ourselves for the forthcoming PDP. All: On Friday, 9 December 2005 the ISPCP completed its call for nominations for gNSO representative and ICANN NomCom representative. The ISPCP Secretariat has contacted the individuals nominated to ensure that they agree to serve if elected. There is a single opening for gNSO Council and the ISPCP has a single nomination: Tony Holmes of BT. There is a single opening for the ICANN NomCom representative and a single nomination: Tony Harris of CABASE. Consistent with the procedure used in previous ISPCP elections, the Secretariat proposes that the ISPCP affirm the election of these individuals to their nominated posts by acclamation. The ISPCP has used a 48 hour call for consensus to agree to this in the past. If you have an objection to either of the individuals representing the ISPCP, please contact the secretariat or drop a note to the ISPCP mailing list. If no objections are heard before 2200 GMT on 15 December, 2005, the Secretariat will announce the results of the election. Tony and all- It was great seeing you (Mark-you were sorely missed. I hope your mom is recovering nicely). I'm sorry I couldn't stick around longer to catch all the fireworks. Our work was certainly a team effort, and I take no greater credit than each of you. I so enjoy working within the ISPCP b/c it is so unlike the usual headaches that go along with other ICANN groups. The ICANN Bylaws (Article 7) establishes a Nominating Committee of ICANN, responsible for the selection of all ICANN Directors except the President and those Directors selected by ICANN's Supporting Organizations. Section 2, part 8 of those by-laws ensure that our constituency is allowed to have one voting delegate to the ISPCP Nominating Committee. Every member of the ISPCP may nominate one candidate for the position of ISPCP representative to the ICANN Nominating Committee. CALL FOR NOMINATIONS - GNSO COUNCIL In accordance with both the ICANN bylaws and the ISPCP bylaws, this is the official call for nominations to one open seat for the GNSO Council. According to the ISPCP Articles adopted at the Santiago meeting of the ISP and Connectivity Providers constituency (and later amended between the Melbourne and Stockholm ICANN meetings) an election of representatives to the Names Council is to take place when representative's terms expire or when vacancies for the representative positions exist. With the adoption of the most recent ICANN By-laws, the ISPCP is required to elect one member to the GNSO Council. This member will be taking the seat currently held by Tony Holmes. We are looking for a person from the constituency to fill this position. The ISPCP Articles call for a nomination period of two weeks. As has been the policy of the constituency since the Stockholm ICANN meeting we ask the person currently holding the position of representative to the gNSO Names Council to continue in that role during the election process. Accordingly, the ISPCP Secretariat has asked Tony Holmes to continue in this role until the completion of the election.
