Dear colleagues, The following press clipping, unfortunately in Spanish, is reporting that Obama "wants governments to have power of veto in the creation of domains in the Internet". It also correctly summarizes the history of attempted takeovers of ICANN, and how this opens the door for governments to seriously intervene in ICANN decisions and encumber the processes the community tries to move forward. Also it mentions China and censorship of the Internet as another threat. Has anyone heard anything along these lines? La propuesta de su administración consistiría en dar derecho de veto. La iniciativa alteraría el funcionamiento de la agencia que regula este tema, la ICANN. Se trata de una organización sin ánimo de lucro, sometida al derecho de California y cuya actividad está supervisada por el departamento de Comercio. La administración Obama argumenta que si los Gobiernos pueden frenar la introducción de un dominio al que se oponen se evitará que, luego, cuando se haya activado determinados países bloqueen el acceso al mismo provocando la fragmentación de Internet. ICANN tiene en cartera la aprobación de varios centenares de nuevos dominios. Está, por ejemplo, el dedicado a sitios pornográficos (.xxx) que lleva siete años de discusiones. Otro domonio polémico es .gay porque hay dos organizaciones que se postulan para ser sus administradores y es difícil evaluar los méritos de cada una para conseguirlo. Además hay países que se oponen expresamente a su existencia. Pero la propuesta de Obama, no verbalizada, tiene otra derivada. Desde hace años, varios países, como India o China, promueven quitar a ICANN el gobierno de Internet y dárselo a una organización de Naciones Unidas. Esta propuesta se justifica porque de esta manera se anularía la influencia de Estados Unidos sobre ICANN. Una influencia que tiene su origen en el inicio de Internet, cuando era la propia administración estadounidense la que lo administraba. Pero esta propuesta preocupa a expertos en esta manteria porque consideran que si entra la diplomacia en la gestión diaria de Internet ésta perderá agilidad y preocupa dar voz a países, como China, que practican la censura sistemática de la Red. Con respecto a la ampliación de dominios, ICANN mantiene que fomentará la innovación en Internet. No todos lo comparten. "No está nada claro qué valor se añade a la Red. Sí parece obvio que generará negocio para algunos porque muchas empresas se verán en la necesidad de comprar los nuevos dominios de sus marcas para protegerse", explica Joao Damas, experto en el Sistema de Nombre de Dominio (DNS, por sus siglas en inglés).

When ICANN's IANA Department needs to perform an action, a single policy is developed and ratified by ICANN's Board of Directors. These policies are termed Global Policies. The RIR communities followed this process during 2008 and 2009 to develop such a policy for the allocation of the last unicast IPv4 blocks to the RIRs: the Global Policy for the Allocation of the Remaining IPv4 Address Space. The ICANN Board of Directors ratified the policy on 6 March 2009. This triggered the implementation of the Exhaustion Phase set out in the Global Policy for the Allocation of the Remaining IPv4 Address Space, which occurred yesterday. Please respond no later than COB 9 February 2011. As you may recall, the GNSO Council has adopted the charter of the Joint DNS Security and Stability Analysis Working Group (DSSA WG). The objective of this working group is to: .examine the level, frequency and severity of threats to the DNS; .the current efforts and activities to mitigate these threats; and .identify possible gaps in the current security response to DNS issues. The Charter is available at http://www.ccnso.icann.org/announcements/announcement-15nov10-en.htm As this charter was also adopted by the ALAC and ccNSO and is in the process of being adopted by the NRO, we are now calling for volunteers from the GNSO community to join the DSSA WG. If you would like to become a member of the DSSA WG, please note that following membership criteria apply: 1) You should have knowledge or expertise of the objectives of the DSSA Working Group as referenced in the charter. 2) You should be prepared to actively participate in the activities of the working group on an ongoing and long-term basis. 3) You should be prepared, if required, to sign a a Formal Affirmation of Confidentiality and Non-Disclosure paper (see Annex B of Charter) and/or a Non-Disclosure Agreement. The WG might want to set up a sub-working group to access confidential or proprietary information. If you want to participate in such a sub-working group you will most likely be be required to sign one or both of the aforementioned agreements in order to ensure access to and protection of confidential information. If you are interested in joining this Working Group, we also need a Statement of Interest, containing the following information: .Current vocation, employer and position .Type of work performed .Identify any financial ownership or senior management/leadership interest in that are interested parties in DSSA related topics. .Identify any type of commercial or non-commercial interest in DSSA related topics. Are you representing other parties? Describe any arrangements/agreements between you and any other group, constituency or person(s) regarding your nomination/selection as a work team member. .DSSA Working Group members are expected to demonstrate knowledge or expertise aspects of the objectives of the DSSA Working Group. The following note record the main issues discussed during the call. Changes to ISPCP Charter An updated copy of the ISPCP Charter had been circulated which attempted to align the document with relevant requirements set out within the CSG Charter. Comments should be submitted to the Secretariat within the next 7 days. If no comments are received this version (v4) will be considered the final approved version of the ISPCP Constituency Charter. Arrangements for the March San Francisco meeting - Proposed meeting between SO reps and ICANN ICANN have proposed an additional meeting between the chairs of the SOs and ACs and ICANNs CEO. Originally the proposal was for a 2-day meeting but has since been reduced to a half-day session followed by dinner. No agenda for the meeting has been posted. ISPCP councillors will offer support for attendance by the GNSO Chair and in addition will call for an agenda to be posted in good time, and for the outcome to be publicly posted to ensure full transparency. - GNSO arrangements No information is currently available on the agenda for the GNSO sessions that will be held on the Saturday and Sunday prior to the meeting. This issue will be discussed once that happens. - Constituency and SG arrangements It has yet to be confirmed whether the CSG breakfast with the Board will take place in San Francisco. Concern exist within the ISPCP that the ability to have adequate dialogue with ICANN Board members will be reduced. If this meeting does not go ahead the ISPCP will discuss with other CSG representatives how best to increase the level dialogue with Board members, the GAC and other key stakeholders - Early agenda items for the ISPCP Constituency meetings No final decisions were taken with regard to the ISPCP Constituency meeting, but members were asked to flag important issues for the agenda, particularly after the GAC, Board meeting in Brussels. - Travel support ICANN travel support, allocated via the ISPCP Constituency for the San Francisco meeting will be assigned to Wolf-Ulrich Knoben (GNSO Councillor) and Tony Harris (ISPCP CSG executive). The Secretariat will advise the GNSO secretary. GNSO Council issues Attention was drawn to the status of the report on CWG Rec 6. The GNSO council have been requested to endorse the report which was sent to the Board via ALAC. Concern exist that the CWG did not refer back to the SO's prior to submitting their report to the Board. ISPCP members are invited to send comments on the report to the list within the next 7-days in order to ensure ISPCP council members can represent their views when this is discussed at the next GNSO Council meeting. ATRT report Olivier Muron gave a short overview of the status of the ATRT report which is now open for public comment. It was noted that the ISPCP have already raised issues over the ASO, which whilst raised within the report, were not covered by the recommendations. This remains a major issue for the ISPCP but no further action was proposed. GNSO Working Group Guidelines Public comments on the WG Guidelines are now invited. ISPCP members who wish to express any views were invited to contact Wolf-Ulrich Knoben who has led on this issue for the Constituency. ISPCP website Noting the ISPCP website urgently requires updating and that currently this cannot be achieved through the GNSO toolkit, it was agreed that minimum changes must be made to reflect the current organisation of the ISPCP, its charter and position statement. Once this can be handled as part of the GNSO toolkit the Constituency will appoint a contact person for the website. The Secretariat was requested to pursue this in conjunction with the GNSO Secretariat. Date of next conference call To be advised.

He would also be glad to attend any Stakeholder Group or Constituency meetings if that would be of interest. Prior to considering the proposed GNSO Working Group Guidelines, the GNSO Council is seeking your input. Following the public comment period, the GNSO Council will review the comments received and determine whether additional modifications need to be made to the document or whether the document is ready for adoption following which it will be incorporated in the GNSO's Operating Procedures and become applicable to all new GNSO Working Groups. Background In the past, the GNSO decided policy mainly through small legislative bodies called "Task Forces."
