Hi everyone Thanks for your work on the call this morning, and sorry about my audio again. I've made a preliminary start on questions for more info, based on the scope of our work in the WS1 report. Information to Obtain/Questions to Ask The subgroup working on Staff Accountability as part of CCWG WorkStream 2 is developing questions to ask to obtain more information about current Staff Accountability arrangements at ICANN. The following questions are a WORKING DRAFT, and once finalised will be given to ICANN with a request for a response. It seems likely that some of this information will already be published, and some may be documented internally. Some may not be documented or may not be available for release for a range of reasons. These questions may at the minimum inspire discussion with ICANN and among ICANN staff. - Where is there documentation that concisely and authoritatively sets out ICANN’s view of the respective roles and responsibilities of ICANN’s Board, staff and community of participants in the organisation’s work? - What powers have been delegated by the ICANN Board to the Chief Executive and/or to staff more broadly, either with a need for an approval/consent/information check with the Board or for staff implementation? - What elements of the following document/s (or similar documents/systems) are in place regarding staff interaction with the community: - Code of Conduct - Transparency obligations or criteria - Induction - Training - Key performance indicators - How is staff accountability to the community, broadly expressed, audited or monitored or reviewed? - What feedback does ICANN seek from the community on matters related to staff accountability, and how does it solicit and consider that feedback? - What processes are in place to respond to any community concerns regarding staff accountability, including appropriate escalation processes? - What role does ICANN see the Ombudsman function as playing in helping to assure appropriate staff accountability? Note from Jordan: it is worth acknowledging this is a sensitive area, since staff are accountable in the first instance (and by law) to the Chief Executive. “Accountability to the community” is an overlay that adds complexity and needs to be negotiated carefully. In conducting its work, I recommend that this sub-group take an approach that is open, respectful and about shaping future frameworks. Review Action Items from previous meeting o Chair’s letter to ICANN CEO Reviewed reply from Goran to the request to have staff participant. Request to meet with Co-Chairs in Hyderabad and to possibility invite Goran to attend a subgroup meeting before Hyderabad. However the Co-Chair's may not be able to arrange such a call and will meet with Goran and provide an update to the group and then schedule a call with him and the group after Hyderabad 2. Staff paper on staff accountability Overview of the staff paper and review of what materials might be needed for follow up to address the two WS1 items noted in the scope section. Noted: Obligations to the bylaws, accountability, non discrimination, transparency. What are the expectations the panel held for staff accountability and transparency. Noted that the Board may have discussed the issue at its recent Board retreat as there were issue raised on transparency and staff accountability. 4. Next steps - work plan o Timeline Discussion - formulate questions to staff of existence and content of various policies, other questions that come from staff paper, third set of questions from the dot registry example. Jordan to provide first draft of questions. o Hyderabad or Copenhagen draft timeframe Discussion - timing of work, more on the longer timeframe and anticipate having draft report for Copenhagen. Will use this to schedule meetings going back to manage the work 5. AOB o Open & Safe staff participation in the group Letter to Goran included the ask to have staff participate openly in the group discussion. Raised question - aren't staff stakeholders too? The topic area for our work is one that we think will be of interest to you as the incoming CEO, and we wondered if it would be possible to organise a meeting of the group with you? As Chief Executive, your significant role in setting the culture of the staff side of ICANN’s work in important. As you are relatively new in the role, you have the opportunity to assess current approaches and shape them. Further Postponement - Staff Accountability

Dear all, Avri and I have been conferring and have noted that the staff paper on this matter is still not available. As such, we propose to postpone this meeting until the paper is available. We are discussing the delays with the staff and we hope the paper is available soon. About the canceled meeting

Hi, Apologies to anyone for whom the cancellation came late. As we discussed at the last meeting, the plan had been to start with discussing the Staff report on staff accountability. As that report was not yet available decided that cancelling the meeting made the most sense.
