ASO Announcement on ALAC rejection petition

Dear Empowered Community Representatives, On behalf of the Address Supporting Organization, I am writing to inform you of the ASO’s position regarding the ALAC Rejection Action Petition concerning the ICANN Board-approved Standard Bylaws Amendment to add Section 27.6, “Timing for Specific Reviews,” to the ICANN Bylaws. Following receipt of a request for the ASO to consider supporting the ALAC Rejection Action Petition, the NRO Executive Council reached out to the RIR communities to seek input on whether the ASO should support the petition. No input in support of the petition was received from the RIR communities through this process. As a result, and in accordance with the ASO’s consideration of Empowered Community matters, the ASO is not of support the Rejection Action Petition. ICANN Board Seat 9 Vacancy – Information and Considerations for the ASO AC

Dear Hervé, I know your community is deeply impacted by the Alan Barrett’s passing, noting the strong relationships he held across the numbering community. I pass along ICANN’s sympathies to you and your colleagues. Please let us know how ICANN can support the ASO AC when it is prepared to proceed with its selection process. A few items we note for the ASO AC’s consideration when filling the vacancy: 1. The current term for Seat 9 expires at the end of ICANN’s AGM in 2027. 2. Appointment to fill a vacancy does not count as service of that term for the purpose of the three consecutive-term limit under Article 7, Section 7.8(e). 3. Each Supporting Organization shall ensure that no two directors nominated by it are citizens from the same country or of countries located in the same Geographic Region. No notices of support from other Decisional Participants or Rejection Action Supported Petitions were received within the prescribed timeframe. Dear Members of the ECA, The At-Large Advisory Committee (ALAC) hereby submits the attached Rejection Action Petition received during the applicable Rejection Action Petition Period. Pursuant to Section 2.2(c) Annex D<https://www.icann.org/en/governance/bylaws#annexD> of the ICANN Bylaws, ALAC submits this Rejection Action Petition Notice to the Empowered Community Administration in respect of the ICANN Board Approval<https://www.icann.org/en/board-activities-and-meetings/materials/approved-r…> of a Standard Bylaws Amendment to Article 27- Transition Article to Address Specific Reviews, which would suspend ICANN's obligations to conduct Specific Reviews while the community’s Review of Reviews process remains ongoing. In the ALAC’s view, the proposed amendment would result in an unacceptable erosion of ICANN’s accountability mechanisms and warrants consideration by the Empowered Community under the procedures set out in the ICANN Bylaws.
