Dear Empowered Community Administration representatives, I am writing to confirm that, in accordance with the timelines and procedures set out in Annex D of the ICANN Bylaws, the 21-day Rejection Action Petition Periods pertaining to the (1) Standard Bylaws Amendment<https://www.icann.org/en/ec/standard-bylaws-amendment-re-transition-article…>, (2) IANA FY27 Operating Plan and Budget<https://www.icann.org/en/ec/fy27-iana-operating-plan-and-budget>, (3) ICANN FY27 Operating Plan and Budget<https://www.icann.org/en/ec/fy27-icann-operating-plan-and-budget>, and (4) ICANN FY27-31 Operating and Financial Plan<https://www.icann.org/en/ec/fy27-31-icann-operating-and-financial-plan> expired at 06:59 UTC. Rejection Action Petition Support Period One Rejection Action Petition Notice was received from the At-Large Advisory Committee (ALAC) yesterday regarding the Standard Bylaws Amendment<https://www.icann.org/en/ec/standard-bylaws-amendment-re-transition-article…>. In accordance with Annex D, Section 2.2(d)(i), this initiates a “Rejection Action Petition Support Period” which will expire at 23:59 PDT on Monday, 8 June 2026 (06:59 UTC, 9 June 2026). During the Rejection Action Petition Support Period, any other EC Decisional Participants may provide their support for the Rejection Action Petition by contacting ALAC at alac(a)icann.org<mailto:alac@icann.org>. Within 24 hours of providing their support for the Rejection Action Petition, the Supporting Decisional Participant must also provide written notice to the EC Administration and the Secretary. If the Petitioning Decisional Participant is unable to obtain support for its Rejection Action Petition from at least one other EC Decisional Participant during the Rejection Action Petition Support Period, then the Rejection Process will be automatically terminated per Annex D, Section 2.2(d)(ii). Rejection Process Termination No other Rejection Action Petition Notices were received within the prescribed timeframe. Therefore, under Annex D, Section 2.2(c)(ii), the Rejection Processes for the (1) IANA FY27 Operating Plan and Budget<https://www.icann.org/en/ec/fy27-iana-operating-plan-and-budget>, (2) ICANN FY27 Operating Plan and Budget<https://www.icann.org/en/ec/fy27-icann-operating-plan-and-budget>, and (3) ICANN FY27-31 Operating and Financial Plan<https://www.icann.org/en/ec/fy27-31-icann-operating-and-financial-plan> are thus automatically terminated. The next step is for the Empowered Community Administration to deliver notices to the ICANN Secretary certifying that the Rejection Processes have been terminated with respect to these three Rejection Actions. ICANN will then post the Rejection Process Termination Notices on the ICANN website. As is customary, support staff have prepared Rejection Process Termination Notices for your review (see attached). We note that the Bylaws require that the Empowered Community Administration’s notices be delivered within twenty-four (24) hours of the expiration of the Rejection Action Petition Period. As such, staff will be happy to forward the notices to the Secretary on your behalf at end of day today unless you have any comments or concerns. ICANN86 Approval Action Community Forum Logistics

Dear Empowered Community Administration representatives, As noted in our previous email, having received the Secretary’s Notice of Board Approval of Fundamental Bylaws Amendments<https://itp.cdn.icann.org/en/files/correspondence/jeffrey-to-eca-11-05-2026…> and informed of ECA representatives’ support, the Empowered Community will be hosting an Approval Action Community Forum on Thursday, 11 June 2026 at 08:00 - 09:15 UTC (10:00 - 11:15 Seville time). The Community Forum is typically facilitated an Empowered Community Administration representative. ECA support staff therefore asks which of you (or your alternates) would like to volunteer to facilitate this Community Forum session on Thursday? The facilitator will be responsible for introducing the session and managing the queue of questions/comments from the community. Like previous Approval Action Community Forums, a Board member (likely Tripti Sinha) and ICANN staff member (likely Sam Eisner) will also be present during the session to speak to the Board’s resolution, Bylaws amendments, and answer questions. Dear Empowered Community Administration representatives, Under the ICANN Bylaws, delivery of the Secretary’s Notice on 08 May: (1) requires Decisional Participants to “promptly inform their constituents” of the delivery of such notice; and (2) triggers an Approval Action Community Forum, regarding the Fundamental Bylaws Amendments relating to the Customer Standing Committee and IANA Naming Function Review, to be convened and concluded during the period beginning upon the Approval Action Board Notification Date (11 May 2026) and ending at 11:59 pm (PDT) on the 30th day after the Approval Action Board Notification Date (09 June 2026); or during the next scheduled ICANN public meeting (ICANN86). The Approval Action Community Forum is convened at the direction of the EC Administration.
