Transportation from the airport to the hotels in New Delhi

There will be an ICANN help desk just outside the arrivals area and there will be complementary shuttles to the hotels. This service begins at 20:00 on the 7th and runs until 14:00 on the 11th. ICANN has identified registry operator certification as an area that may improve the application process for new gTLDs and improve security and stability by creating a pool of available and pre-qualified registry operators in the event of registry failure. ICANN is an internationally organized non-profit public benefit organization that administers certain features of the Internet's unique identifiers. As a private-public partnership, ICANN is dedicated to preserving the operational stability of the Internet; to promoting competition; to achieving broad representation of global Internet communities; and to developing policy appropriate to its mission through bottom-up, consensus-based processes. A general description of ICANN is available at http://icann.org/tr/english.html <http://www.icann.org/tr/english.html>. *Background* The idea of creating a certified registry operations provider program is not new. In March 2003, ICANN released criteria for stable registry operation to be used in the selection of new sponsored TLDs: http://www.icann.org/riodejaneiro/stld-rfp-topic.htm#D1. Since the March 2003 ICANN meeting in Rio de Janeiro, Brazil, a wide range of community members (registrars, ccTLD registry operators, Non-Commercial Constituency members, among others) have encouraged ICANN to move forward with the creation of an Accredited Registry Services Provider program (or similar program). As an example, the 15 March 2006 GNSO Issues Report on Technical Criteria for new gTLDs referenced the idea of creating an accredited registry operator's system (see http://gnso.icann.org/issues/new-gtlds/tech-criteria-15mar06.htm) The topic was also raised in the GNSO Public Forum in Lisbon, Portugal in March 2007 and during the November 2007 ICANN meeting in Los Angeles, California. Additional research and discussion on this potential initiative is anticipated as staff moves toward the introduction of new gTLDs and implementation of the gTLD registry failover plan in the near future. It is published for comment and input from the ICANN community. This document has not been signed-off on by the IDNC Working Group whose members will continue to provide their own comments and input during this consultation period. The IDNC WG was charted by ICANN's Board to develop and report on feasible methods, if any, that would enable the introduction, in a timely manner and in a manner that ensures the continued security and stability of the Internet, of a limited number of non-contentious IDN ccTLDs, associated with the ISO 3166-1 two-letter codes (both the official code list of ISO 3166-1 and the list of reserved ISO 3166-1 code elements), while the overall IDN ccTLD policy is being developed. The scope of the IDNC WG is limited to developing feasible methods (for the introduction of a limited number of IDN ccTLDs) that do not pre-empt the policy outcomes of the IDN cc Policy Development Process (ccPDP) for which an Issue Report is currently being prepared. In preparing the ccPDP Issue Report, the Issue Manager will identify policies, procedures, and/or by-laws that need to be reviewed and, if necessary revised, in connection with the development and implementation of any IDN ccTLD policy. Further, the Issue Manager will take into account the joint ccNSO GAC Issues Paper, input from other ICANN Supporting Organisations and Advisory Committees, public comments, technical limitations and requirements including the IDNA Guidelines, and any other matters that the Issue Manager considers to be of relevance. Under the IDNC WG charter, in considering feasible fast track methods, the IDNC WG must take into account and be guided by: * The overarching requirement to preserve the security and stability of the DNS; * Compliance with the IDNA protocols; * Input and advice from the technical community in respect to the implementation of IDNs; * Current practices for the delegation of ccTLDs. The fast track approach requires two specific mechanisms which are addressed in this report: 1. A mechanism for the selection of the IDN ccTLD string (See Section 3 of the report); and 2. A mechanism to designate an IDN ccTLD manager (See Section 4 of the report). The purpose of this report is to inform and report to the community on the topics and issues as identified by the IDNC WG that need to be considered in developing each of the two mechanisms, and to seek input and comments on them. This report, and the comments received, will be used to structure and propose potential mechanisms in the next phase of the fast track (See Section 5 of the report for the Interim Report Schedule). As stated above, the outcome of the fast track cannot pre-empt the outcome of the ccPDP. All of the issues/topics raised regarding the fast track mechanisms also are being raised under the ccPDP. Thus, the solutions reached for the purposes of the fast track, out of necessity, have to be as limited as possible. http://www.icann.org/announcements/announcement-29jan08.htm ICANN Board Recommends Action on Domain Tasting Suggested fee change would effectively eliminate tasting 29 January 2008 MARINA DEL REY, Calif.: The Internet Corporation for Assigned Names and Numbers is looking to effectively end domain tasting with a proposal to start charging the annual ICANN fee on registrar domain registrations. Domain tasting is the use of the Add Grace Period to test the profitability of a domain name registration. The AGP is a five-day period following the initial registration of a domain name when the registration may be deleted and a credit can be issued to a registrar. "Domain tasting has been an issue for the Internet community and ICANN is offering this proposal as a way to stop tasting," said Dr Paul Twomey, ICANN's President and CEO. "Charging the ICANN fee as soon as a domain name is registered would close the loophole used by tasters to test a domain name's profitability for free." AGP was originally introduced by registries so registrars could avoid costs if a domain name was mistyped or misspelled during the registration process. It is part of the .com, .net, .org, .info, .name, ..pro, and .biz registry contracts. Tasting has been a serious challenge for the Internet community and has grown exponentially since 2004. In January 2007 the top 10 domain tasters accounted for 95% of all deleted .com and .net domain names - or 45,450,897 domain names out of 47,824,131 total deletes. The proposal will be part of the ICANN budget process for the fiscal year starting 1 July 2008. The early draft version of that budget will be released for and discussed at ICANN's New Delhi meeting later this month. After public discussions of this proposal and other budget issues, the proposed budget will be released for addition discussions by 17 May 2008 and be voted on at the board meeting to be held during the ICANN meeting in Paris in June. ICANN accredited registrars representing two-thirds of fees collected will be asked to approve the proposal. "This idea came from the ICANN community and we think it is a viable solution the Internet community has been seeking," Dr Twomey added. Extension for input to the Issues Report IDN ccPDP

Please note that the public comment period has been extended to 22 February 2008 for input to the Issues Report IDN ccPDP http://ccnso.icann.org/announcements/announcement-22jan08.htm Dear all, At its meeting on 2 October 2007 the ccNSO Council requested the creation of an Issue Report as a first step in launching a ccPDP. To identify matters that are potentially relevant to the Issues Report, a comment period was opened on 19 December 2007 and would remain open until 25 January 2008. In the Issue Report the following needs to be considered: 1. Whether Article IX of the ICANN bylaws applies to IDN ccTLDs associated with the ISO 3166-1 two letter codes, and if it does not then to establish if Article IX should apply. 2. Whether the ccNSO should launch a PDP to develop the policy for the selection and delegation of IDN ccTLDs associated with the ISO 3166-1 two-letter codes. As you may have noted both the GNSO Council and ccNSO Council have send a letter to the ICANN Board relating to core elements of the IDN ccPDP. It is anticipated the ccNSO and GNSO Council will meet during the ICANN meeting in New Delhi to explain and discuss the background of the views expressed in the letters. It is my view as Issue Manager of the ccPDP that the outcome of such a meeting, if it will be convened, is significant as input for the Issues Report. Therefore the period to provide input into the Issues Report is extended from 25 January until 22 February 2008. According to the ICANN by laws the creation of the Issue Report is the second step in launching the IDN ccPDP. The first step was the request of the ccNSO Council on 2 October 2007 to create an Issue Report. The final step is the decision of the ccNSO Council to initiate the ccPDP (see ICANN by laws Annex B, section 2).
