Please note that the request for Comments on ICANN Board Review Draft Terms of Reference is open until October 11, 2007 http://www.icann.org/announcements/announcement-2-20sep07.htm 20 September 2007 As part of the 2002-03 Evolution and Reform process, the ICANN community and Board established a principle of ongoing review of ICANN's structures to ensure their continuing relevance and effectiveness. This principle was embedded in the ICANN bylaws - making it a rare example in an international entity of constitutionally-required ongoing reform. In accordance with this requirement, and as part of ICANNs ongoing commitment to evolution and improvement, the Board approved at ICANN's December 2006 meeting in Sao Paulo a comprehensive schedule for independent review of ICANNs structures. The Board, on the recommendation of the Board Governance Committee, subsequently expanded this list to include the Board itself. The schedule is as follows: * Nominating Committee estimated launch - December 2006 * At-Large Advisory Committee estimated launch - February 2007 * DNS Root Server System Advisory Committee estimated launch - July 2007 * Board estimated launch - October 2007 * Security and Stability Advisory Committee estimated launch - January 2008 * ccNSO Supporting Organisation estimated launch - July 2008 * Address Supporting Organisation (ASO) estimated launch - December 2008 The reviews are intended to ensure an independent examination of the role and operation of key elements of ICANN. As with the first two independent reviews, which were completed for the GNSO Council and the GNSO , these reviews will be conducted in an objective manner by independent reviewers, under guidance from the Board on each reviews terms of reference, and with the opportunity for public comment on the results of the reviews. As specified in Article IV, Section 4 of ICANNs Bylaws, the goal of the review, to be undertaken pursuant to such criteria and standards as the Board shall direct, shall be to determine (i) whether that organization has a continuing purpose in the ICANN structure, and (ii) if so, whether any change in structure or operations is desirable to improve its effectiveness. The results of these reviews shall be posted for public review and comment, and shall be considered by the Board not later than its second scheduled meeting after being posted for 30 days. Consideration by the Board includes the ability to revise the structure or operation of the Nominating Committee by a two-thirds vote of all members. "ICANN, TWNIC, and the global Internet community are tackling some of the most important issues impacting the Internet since its creation," said Dr Paul Twomey, ICANN's President and CEO. "This meeting is an opportunity for technical communities, Internet businesses, and policy makers from the Asia-Pacific to come together and share thoughts and ideas on how we can move forward together." Some of the meeting highlights include: * Internet security and the challenges it presents to governments, service providers, and end-users * The need for a migration to IPv6, with its 340 trillion trillion trillion Internet Protocol addresses, because of the depletion of the widely-used IPv4 space * One of the last official ICANN functions for Board Chair Vint Cerf, whose term ends at the Los Angeles International Public Meeting at the end of October. * ICANN's progress on implementing internationalized domain names (IDNs), which have the goal of adding to the 37 characters presently available for domain names to tens of thousands of characters from many of the languages of the world. "IDNs are going to change the face of the Internet when they arrive - it will give people the chance to register domain names with their names in their languages," Dr Twomey added. "ICANN is about to launch a technical evaluation of the impact IDNs will have, and if all goes well internationalized domain names could be available sometime in 2008." All: Note that the public comment period on the GNSO Council's WHOIS reports and recommendations is now open until 00:00 UTC (17:00 PDT) on 30 October 2007. The gNSO provided this helpful piece of background information: Background In March, 2007, a WHOIS Task Force convened by the GNSO Council in June, 2005 completed its final report. The Task Force was asked to address important questions related to WHOIS. Key questions included the purpose of WHOIS service, which information should be available to the public, how to improve WHOIS accuracy and how to deal with conflicts between WHOIS requirements and relevant privacy laws. In the final report, a simple majority of members of the WHOIS Task Force endorsed a proposal called the "Operational Point of Contact" (OPOC). Under OPOC, every registrant would identify a new operational contact and the technical and administrative contact details would no longer be displayed. The final WHOIS Task Force Report of 12 March, 2007 is posted at http://gnso.icann.org/issues/whois-privacy/whois-services-final-tf-report-12 mar07.htm. Following completion of the Task Force Report and public comment period, on 28 March the GNSO Council issued a resolution creating a WHOIS Working Group to examine three issues and to make recommendations concerning how current policies may be improved to address these issues: 1. to examine the roles, responsibilities and requirements of the OPOC, and what happens if they are not fulfilled; 2. to examine how legitimate interests will access unpublished registration data; and 3. to examine whether publication of registration contact information should be based on the type of registered name holder (legal vs. natural persons) or the registrant's use of a domain name. The Whois Outcomes Working Group Report was finalized on 20 August, 2007. It is posted at http://gnso.icann.org/drafts/icann-whois-wg-report-final-1-9.pdf [PDF, 213K]. On 6 September 2007, the GNSO Council approved a resolution which, among other things, establishes a schedule for consideration of the WHOIS Task Force Report and the WHOIS Working Group Report. This schedule includes solicitation of further public comments and culminates in a public Council discussion and vote on 31 October 2007 during the Los Angeles ICANN. In addition, the resolution calls for ICANN staff to prepare a type of "draft final report" that references the Task Force Report, the Working Group Charter and the Working Group Report and which includes an overall description of the process. The following document, entitled, Staff Overview of Recent GNSO WHOIS Activity [PDF, 77K], has been prepared in response to the Council Resolution. It contains the full text of the GNSO resolution and the schedule for GNSO Council consideration of the reports. NOTICE: Call with ICANN Senior Management on ISPCP Input to Strategic Plan ICANN has begun consultation for the July 2008 - June 2011 Strategic Plan, see http://www.icann.org/announcements/announcement-2-28jun07.htm . At this stage ICANN is seeking the views of the community on the challenges and opportunities that ICANN is likely to face over the next three to five years. This is the first part of a multi-phase consultation on the development of the strategic plan. During the next phase ICANN will be seeking comments on the issues paper that is developed from the comments received during this initial consultation. In September ICANN will be seeking comments on the draft plan. Consultation sessions will also be conducted at the next ICANN meeting in Los Angeles in late October. The timeframe is fairly tight as ICANN needs to ensure that they have a plan developed for approval by the Board in December, in accordance with the ICANN planning calendar. During this initial stage ICANN does not need a consensus view from the ISPCP (although they would welcome one if we could manage it); individual comments are welcome. THE ISPCP HAS ARRANGED A CONFERENCE CALL TO DISCUSS THE ICANN STRATEGIC PLAN WITH ICANN SENIOR MANAGEMENT. The call is set for Wednesday, 19 September, at 16.00 UTC (6 PM/18.00 CEST). To enable a more in-depth understanding of issues facing each constituency, the Board would like to experiment with the format for constituency day (Tuesday) at the Los Angeles meeting. Two or more board members will visit each constituency spending as much time during the morning (or as little) as the constituency requests. It would be helpful if the interaction was structured. To that end, Board Members will need specific agendas/questions/materials in advance if at all possible. Could you please indicate to Diane Schroeder by Oct 10 how much time you would like to have the Board Members present (and at what time during the morning - "10 to 11am," for example) and the main issues for discussion. All, There is still time (till Sept 20) to register your opinions in the Domain Name Tasting poll at https://www.bigpulse.com/872i So far only about 150 people have responded - such a small sample is apt to produce somewhat skewed results. Your input is needed! Most of the questions are multiple choice (e.g. "do you believe domain tasting has harmed you?") and those that are not may be skipped if one likes. Unfortunately, one must set up an "account" to enter the questionnaire, but this only requires a couple of email exchanges (the site walks you through it) and some delay.
