Hi all, We are getting geared up for the San Francisco meeting and the NARALO showcase there and I am on the organiing committee. In LACRALO they had lovely "factsheets" on display for all of the ALSs in the region. Dev Anand Teelucksingh from LACRALO has been kind enough to share their method with me and has done up the forms and such for NARALO. Its done by a Google tool that helps us to gather the information and then insert it into standardized sheets. Also, Workteam B has been working on ways of better sharing information between the ALSs in each region. The information that we gather for the fact sheets could easily provide a basis for these wiki pages for each ALS. Take this as a "hitting two birds with one stone" type of solution that I've come up with. I can do a cut and past from the one response (from each ALS) to be able to generate both outputs. (unless you tell me that you choose not to participate for some reason) Also, I think we should have a factsheet prepared for the Unaffiliated ALS (our affiliation of individuals). I think this is really important in order to showcase this North American "take" on individuals. Who amongst our individuals would like to put forward wording in for this? Its not for me to say, on this matter, as it is up to the indiviuals in our group and I am unsure who would like to step forward to do this. Thanks! D Darlene A. OK, let's put something on paper and vote on it. I don't have time today to draft something, but could probably do so tomorrow morning, unless someone else wants to take a stab in the meantime. Since I have not personally heard anything from ALAC members on this issue (except for Evan), I'm guessing we are intending to make a general NA statement that could be adapted by the at-large, and encourage the at-large to do so? I fully support Olivier's mail and this proposed action (I played a role in its development), which has been supported unanimously by representatives from all regions. I will not myself support any other action (including Eric's letter), for reasons stated by Olivier in his email and by myself in the NARALO list yesterday. I have personally monitored the discussion and members of the ALAC ExCom have held daily discussions about the matter. I have also discussed the possibility of a statement with other constituency Chairs and some Board members. Rod Beckstrom has published a Blog post on: http://blog.icann.org/2011/01/status-report-on-the-dns-in-egypt/ He has steered away from making any kind of political statement, and I suspect that this was for a reason. Egypt's GAC representative is Ms. Manal Ismail. She works for the Telecom Regulation Authority (TRA) - but their Internet is cut too. The ccNSO representative is EGregistry.eg - and they are cut from the Internet as well. The ICANN manager for relations in the Middle East, Mr. Baher Esmat, is also based in Cairo - and he's also off-line. Many more participants in ICANN Supporting Organisations and Advisory Committees, including ICANN fellows are also based in Egypt. I have managed to speak to a couple of my own friends in Cairo. They explained that, like all Egyptians, they are worried about the security situation, their own personal security included. This is particularly important. Whilst I understand that the current action by Egypt breaks ICANN's Core Value #1, it is my firm view that any statement might bring more harm that good to ICANN and its friends at the present moment, if it is not crafted with caution. This is a complex political situation which surpasses ICANN's sphere of influence, and I should seriously recommend that ALAC keeps a low profile about this because of the political implications for our friends on the ground. That said, the Internet Society has released a Q&A document focussing primarily on the technical implications of the shut-down of Internet services in Egypt. It is very useful, and I propose that for the time being, we support this Q&A and point our members to it. I am therefore asking the ALAC to endorse the following statement in an accelerated vote and procedure: --- cut here --- Statement of the ALAC regarding current situation in Egypt The ALAC is concerned by the impact of developments in Egypt on the ordinary Internet user. via Dmitry Burkov. We are following the current events in Egypt with concern as it appears that all incoming and outgoing Internet traffic has been disrupted. The Internet Society believes that the Internet is a global medium that fundamentally supports opportunity, empowerment, knowledge, growth, and freedom and that these values should never be taken away from individuals. The Internet Society considers this recent action by the Egyptian government to block Internet traffic to be an inappropriate response to a political crisis. It is a very serious decision for a government to block all Internet access in its country, and a serious intrusion into its citizens’ basic rights to communicate. If the blockage continues, it will have a very detrimental impact on Egypt’s economy and society. Ultimately, the Egyptian people and nation are the ones that will suffer, while the rest of the world will be worse off with the loss of Egyptian voices on the net. However we are most concerned about the safety and security of the Egyptian people. Alongside the rest of the world, we share the hope for a positive and lasting solution to the problems that have risen to the surface there. In the longer term, we are sure that the world will learn a lesson from this very unfortunate example, and come to understand that cutting off a nation’s access to the Internet only serves to fuel dissent and does not address the underlying causes of dissatisfaction. Text Ends. This is something that matters. The government of Nepal shut down network access in 2005. The government of Burma significantly reduced network access in 2005, and again in 2007. I attended the November 2008 ICANN meeting in Cairo, as did some other participants in NARALO. About 25 million people live in Cairo alone. When we were there two years ago a plurality, if not a majority of people I observed in domestic class hotels and malls had cell phones. WiFi hot spots were available all around the ICANN venue area, and more importantly, in central Cairo, the area that is shown on CNN and Al Jazeera today. Internet access is a big part of Egyptian urban society. As my friend Barry Shein, who also attended the Cairo meeting, writes: "I was curious about [Press Secretary Robert Gibb's characterization of the demonstrators as having middle class aspirations] having wandered around Cairo. The protesters looked to me like middle-class Egyptians as opposed to galabeah (sp?) wearing working class." I suggest that the NARALO leadership draft a statement on the public interest value of public network access, free of interruption, and also free of deep packet inspection, by governments. Eric
