Dear Judith, ICANN's At-Large Advisory Committee (ALAC) is pleased to inform you that (188) Capital Area Globetrotters been certified as an At-Large Structure (ALS). The ALAC greatly appreciates your group's interest in involving individual users in ICANN and looks forward to working with you and your colleagues. The purpose of ALS certification is to recognize that your organization meets the necessary criteria to involve individual Internet users at the local or issue level in ICANN activities, and that your organization will support its individual members' informed participation in ICANN efforts that affect end-users. The ALAC is eager to promote a productive working relationship between your organization, other ALS, and the ALAC (and ICANN in general), and your input on how we can make this a success would be greatly appreciated. We would like to offer some initial tools to help your organization keep its members informed (about significant news from ICANN and information on ICANN policy-development efforts) and engaged in activities of interest: - Point of Contact for your Organisation: Please send an email to <mailto:staff@atlarge.icann.org> staff(a)atlarge.icann.org<mailto:staff@atlarge.icann.org> identifying the names and email addresses of one or two individuals who will be the point of contact for information and correspondence regarding ICANN At-Large. The points of contact you identify will automatically be added to your region's list just for accredited ALSes to discuss regional issues and to the mailing list for Staff announcements (only Staff can post messages to that list); you are invited to join others as you wish. - ALS information. Information about your organization will be shared with the At-Large community to enable individuals interested in your group's activities to contact you, and to encourage cooperation with other groups interested in ICANN activities in your geographic region. Finance and Budget Subcommittee Call Report

Hi all, These are just some of the things that I noticed from today's call that may be of interest to you: 1. Again this year, ICANN will not have set its budget priorities until AFTER we are expected to have put in our budget requests. So, again, we will be moving in the blind, shooting at a moving target. 2. This next year there will be no short track as the powers that be thought that we all found that too confusing. Everything will be short tracked. 3. When doing budget requests, DO NOT put in any requests for travel to outreach events. This will now be handled by the new CROPP program. More information will be coming out from CROPP as to the exact parameters and procedures to be used. 4. The CROPP Review Team is to be comprised of volunteers from each RALO's Outreach Group and Finance Board Sub Committee Group (one from each, totaling 10). Eduardo is on the Outreach Group but as he is part of the CROPP Team, he cannot serve. This left me serving on both groups but with the happy addition of Allan Skuce on the FBSC so, between the two of us, we can have these positions covered. Darlene

Announcement: At-Large Board Director Slate of Candidates Selected by the BCEC and Next Steps

Dear All, On behalf of the At-Large Board Candidate Evaluation Committee (BCEC), and in accordance with the agreed schedule for the At-Large Board Member Selection Timeline, we are pleased to announce the names of the slate of candidates to fill Seat #15 of the ICANN Board. These candidates have passed the initial BCEC evaluation and were approved on their call of Tuesday, 21 January 2014. Their names were announced to the ALAC by Olivier Crépin-Leblond on 28 January 2014. The candidates, listed in alphabetical order of their family name are: * Rinalia Abdul Rahim * Sebastien Bachollet * Alan Greenberg * Evan Leibovitch * Jean-Jacques Subrenat The other applicants who submitted Expressions of Interest (EOIs), listed in alphabetical order of their family name are: · David Allnutt · Bobbie Lloyd · Varol Senel One applicant withdrew their EOI during the BCEC evaluation period. The RALOs are now asked to consider whether any of the applicants who submitted EOIs but were not selected by the BCEC should be added to the final slate of candidates. In order to be added to the final slate, an applicant must be supported by three RALOs. The deadline for support from other RALOs for additional candidates is Friday, 21 February 2014. Please see the relevant text of the ALAC ROPs below: 19.9 Final Candidate List 19.9.1 -Following the publication of the BCEC slate of candidates, RALOs have an opportunity to suggest adding candidates to that list. The timetable should allow for consultations and outreach both within and among RALO's. 19.9.2 - RALOs can only suggest candidates who had previously submitted an EoI to the BCEC during the current selection process. 19.9.3 - Candidates will be added only if they receive support through a formal vote of at least three of the five RALOs, each RALO voting according to its respective rules. The final slate will be announced on Sunday, 23 February 2014. NARLO Outreach Efforts

Hello NARALOers(-ites?), We have started our 2014 Outreach efforts in earnest. One of the areas for which we have gained considerable interest is in recruitment of groups representing disabled Internet users. This topic has taken off globally within the At-Large community and we will have positive engagement on it over the next three ICANN meetings. But this is just one effort! In the last month we have on-boarded to new NARALO ALSes due to our outreach and more are on the way. I have asked Murray McKercher to probe your brains for suggestions. No suggestion is a bad suggestion! Murray will contact you one at time and ask for a list of 10 potential groups for contact. There are huge voids within At-Large that need to be filled and you can help! Reminder for RALOs to submit At-Large Travel Requests for ICANN's Community Regional Outreach Pilot Program (CROPP)

Dear All, ICANN has launched a Community Regional Outreach Pilot Program (CROPP) in which each of the 5 RALOs can apply for funding up to 5 "regional" outreach trips (up to three days, two nights) before the end of June 30 2014 (the end of Fiscal Year 2014). Similar to how RALO budget requests were reviewed by the ALAC Finance & Budget SubCommittee (FBSC) before submitting to ICANN Finance, an At-Large CROPP Review Team (CROPP RT) was established by the ALAC to: * review and approve RALO travel requests to the CROPP to ensure that the objectives of the travel requests are in line with ICANN’s strategic and regional engagement strategies as well as At-Large outreach strategies. * confirm with the relevant regional Stakeholder Engagement Vice Presidents that the purpose/goals of the travel request are consistent with ICANN’s strategic and regional engagement strategy. * submit the travel requests to ICANN once approved by the CROPP RT. RALOs should note the following terms and obligations as established by the ICANN's CROPP and those by the ALAC at https://community.icann.org/x/zC6fAg RALO leaders in coordination with their RALO's members of the Outreach SubCommittee (https://community.icann.org/x/cqfbAQ) wanting to submit travel requests are expected to complete the travel request form at https://community.icann.org/x/_S6fAg 8 weeks before any such travel to an event takes place.
