Budget for Toronto meeting IMPORTANT/Call for volunteers

Here is some clearer information on the budget for Toronto. Some issues of note: * It appears we will have $25K approved. * However, it appears the money is for "inreach," not outreach. Note the text of the original budget request: ---------------------------------------------------------------------------- ------------------------------------------------------------------ It is proposed that NARALO hold a participation and engagement event concurrent with the Toronto ICANN meeting that will bring in all (or as many as possible) ALSs from the North American region in order to bring in and move up the existing ALSs in the region. We have noted a drop off input from the ALSs since Mexico and an event such as this one can stimulate excitement as well as education in order to encourage those at the edges to take progressive steps to leadership roles. 2. Type of Activity: This is an âin-reachâ event to bring the existing North American ALSs together for education and to encourage a sense of camaraderie. We will be scheduling four, two hour educational sessions to run before each day of the ICANN meeting in order to bring people up to speed on ICANN Policy, hear from the chairs of each AC and SO, develop a Communication Strategy and to plan for the future of the RALO. All ALSs will also be expected to attend all ICANN meetings being held at the venue. Finally, a NARALO General Assembly will be held where more strategic planning can take place. This will encourage those that are less active to move up and take on greater roles. We are asking for travel support and meeting space. The total amount that we are requesting is $25,000. We do not want to be allocated a specific number of travel spots but would like to make this money stretch as far as we can. Toronto is a centrally located city and some have expressed willingness to drive there or to take the bus or train there. We would also like to explore less expensive hotel options. This will allow us to bring the maximum number of ALSs to the event that is possible on a small budget such as this. ---------------------------------------------------------------------------- ---------------------------------------------------------------------- * This request would, in essence, allow the region to hold a general assembly in Toronto. * Note that the budget may not be voted on and approved until Prague. I would guess more likely after. * This will leave tight deadlines for actual logistics. * Note that we have lost the participation, as far as I can determine, of two members of the NARALO budget committee. I would like to request a call for volunteers for an organizing committee. It would be best if we do the planning ahead of time, even though funds may not be available, in which case, we can match planning items appropriately to funds. Please indicate any interest you may have in forming an organizing committee. Glenn has already stepped forward to some degree in this role, however, I would like to hear from other members of the region, because we are going to need your help to make this event successful. This will be the key topic for the next NARALO call. Quoting Olivier by "ALAC is ramping up" is perfectly right but just one side of the coin whereas on the regional level we have to face and deal with bleeding and burnout effects endangering our organizational substance! What is partly ignored, veiled or bypassed by other "urgent" or business-as-usual questions. As I teased before, collecting ALSes like stamps cannot be our top priority or RALO purpose, as long as we cannot keep the old ones or all better involved and improve current participation conditions. I don't share your general or political/ideological views on the IGF (as far as I know them at least ;-) but I share your *strategic* reflections that "convincing the convinced" at the IGF level cannot be our top priority in terms of outreach while leaving aside plenty of other spheres, white spots, opportunities and challenges we could deal with. NARALO EVENT: Who is attending?

Hi In my email last week on the NARALO Booth and Wine and Cheese get together I definitely got alot of opinions on the Grape Juice and Soya Cheese, I promise to avoid humour at all costs[?] We promise that the planned food and drink items will be more intoxicating to go with the stimulating conversations. In order to help the planning process of attendees. Please email if you will be attending the event and your preference for the event. Note that the Gala is on Wednesday and the event wraps up on Thursday. It looks like Monday or Tuesday is the most viable. A good suggestion is renting space for our event at the STEAM WHISTLE ROUNDHOUSE which is a few blocks away and they also cater and provide brewery tour. As we saw from Dev's note, there are a bunch of things that appear to be rolled into the overall "controversial" sum, including an SSAC workshop and other meetings. So I was hammering on a straw man. And of course I am glad to see the regional funding for Toronto allocated, though I am not sure if it's final, or when and how the region is authorized to spend it. Unfortunately, at least one NARALO representative on the ALAC budget committee, possibly two, have had to or chosen to scale back their participation. I have a couple of questions/observations -- my apologies for not attending the conference call and making them there. 1. What is the status of the NARALO budget request for the Toronto meeting? As chairman of the region, I would like to be made aware of this (apologies if I have missed the note) before I agree to discuss the possibility of spending $90K on an IGF meeting in Azerbaijan. As of today, I am told NARALO has been directed to approach CIRA for a $1,000 handout to hold a small outreach event in Toronto. That leads me to believe that the NARALO budget request for Toronto has been denied. Is this the case? In my opinion, the at-large community should be funding outreach at its own events, or planning another at-large summit, rather than spending a sizable amount of money attending a meeting among a group that have been, traditionally, somewhat hostile to the at-large. Could the interested participants be compelled to write papers to be presented at the IGF on major, serious policy issues affecting end-users, such as the URS problem, WHOIS, questions raised by the execution of the new gTLD program or some other such topic? I'm afraid that although I have some problems with the proposed vision statement, I do not think that these changes go in the right direction. Two main reasons: - To say that the At-Large Community (and not the upper case C as per the ICANN Bylaw definition) is there to strenghten the RALOs is a largely circular definition as the RALOs are a core integral part of the ALC. - Listing that we exist to select a Board member sends a VERY wrong message in my mind. It is a perk of participating in the ICANN ecosystem, but is certainly not our raison d'être. The issue of ALAC over At-Large can be addressed by simply reversing their order. Regarding the original statement, I find "catalyzes" the perfect word here, from a point of view of meaning, but do question whether it will be as good in translation.
