Bottom Up Action Procedure - Last Time?

Hi all, I have now incorporated Eduardo’s suggestion into the wording. I hope that we have got this nailed down now! 1. NARALO has a discussion on its mailing list and/or telephone conferences about a policy position it wishes the ALAC to advance. 2. Once consensus is achieved according to the NARALO Operating Procedures, the NARALO Chair sends a request to the Chair of the ALAC clearly stating our intentions and a specific request for action as per the group decision. 3. A person or people from NARALO will be designated as the ALAC liaison for the specific issue and it will be their responsibility to request that the matter be given a place on the ALAC agenda. This person or people will then present the matter to the ALAC during their regularly scheduled conference call. 4. The liaison will then report back to the group. If ALAC rejects the request, the region will be so informed and the reasons for rejection given. At that time, the region will decide to move or not to move forward with the issue at hand. If the decision is to move forward, the Chair will contact other regions directly to gain support. If there is enough interest from two or more regions then the Chair should refer the issue back to ALAC. It may also be decided that the NARALO will advance the issue by itself without ALAC support. Hi all, Eric Brunner-Williams has stepped down as one of North America's reps on the DSSA working group (https://community.icann.org/display/atlarge/DSSA+WG+-+At-Large+Members) We had two reps on this working group - the other is John Levine who is now our ONLY rep. Therefore, we are looking for SOIs from someone else from North America to participate in this working group along with John. Please see the e-mail thread below for qualifications for same. If you are interested in joining this group, please send your SOI to the NARALO list for consideration. Please note that even if you receive NARALO's backing to become a member of this group, NARALO can only nominate you. It is up to the ALAC to accept (or not) any nomination we forward to them. My apologies for not participating in this discussion as it was evolving the last couple of days. We now mercifully have our electric power back. This procedural outline looks good to me as well. I thank everyone who participated in getting it down in writing. In my opinion for this pre-registration issue we pretty much complied with 1, 2 and 3. We should have designated an issue liaison or advocate to represent the issue to the ALAC. Also I would like to thank Olivier for supporting the evolution of this process, we were able to accomplish the "liaising" with the ALAC chair because of his welcome presence on our NA-RALO monthly call. I wanted to share with the NA RALO this chain (below) that illustrates some inspiring co-operation among RALO, ALAC and ICANN staff on communications about the pre-registration issue. There may have been a fair amount of to-ing and fro-ing with e-mails and what not, but positive things emerged: 1. Results. 2. Opening up or strengthening issue communication to Scott Pinzon. 3. Stepping back and setting down some actual procedures for "bottom up" policy communications. Thanks Evan, Darlene, Scott, Olivier et al for a semi-grueling procecural slog that hopefully will cut the work in half the next time around. As long as this discussion remains cordial and informative, it's useful to all of us. May it continue as such. As NA RALO chair and admin of the list, however, I want to remind everyone that the NA-discuss list is just that, a discussion list for members of the NA-RALO (North American at-large regional organization). Those who are, by employment or ownership, a member of a contracted party to ICANN, should not use this list to attempt to silence or harass the volunteer members of NA-RALO in the process of carrying on reasonable discussions. (I am not saying anyone involved in this discussion has done this, but it has occurred in the past.) In other words, we need oxygen in this room.
