Finance and Budget Subcommittee Call Report

Hi all, These are just some of the things that I noticed from today's call that may be of interest to you: 1. Again this year, ICANN will not have set its budget priorities until AFTER we are expected to have put in our budget requests. So, again, we will be moving in the blind, shooting at a moving target. 2. This next year there will be no short track as the powers that be thought that we all found that too confusing. Everything will be short tracked. 3. When doing budget requests, DO NOT put in any requests for travel to outreach events. This will now be handled by the new CROPP program. More information will be coming out from CROPP as to the exact parameters and procedures to be used. 4. The CROPP Review Team is to be comprised of volunteers from each RALO's Outreach Group and Finance Board Sub Committee Group (one from each, totaling 10). Eduardo is on the Outreach Group but as he is part of the CROPP Team, he cannot serve. This left me serving on both groups but with the happy addition of Allan Skuce on the FBSC so, between the two of us, we can have these positions covered. Darlene

Dear members, staff, and friends, as we near the end of the calendar year, the traditional holiday season allows us to take a week where we can reflect on this year's past challenges and the ones we have ahead of us. Looking back at the year, I am really delighted with the advances this community has made. We now have active working groups with a very diverse membership. Some people take part in one or two working groups, or take part in regional activities, and they bring in the valuable diversity of input that is needed in a geographically balanced, bottom-up multi-stakeholder system. Others promote this community by performing outreach in fora outside of ICANN. Others work behind the scenes designing courses and capacity building for newcomers and for those members who are not yet taking an active part in this community. Some are very active in enhancing their RALO's capability at helping their members with understanding and taking part in ICANN processes. Some people are active in GNSO working groups. I could go on for a long time to explain all of the activities of this community. As ALAC Chair, I try to keep aware of all of the work that our members do for this community, but occasionally I am surprised by people who are taking part in an ICANN process but have not directly "advertised it" - such is the humbleness of some people in our community. When interacting with the Board and in other fora, I often receive congratulations from people who tell me that they are so pleased that At-Large has matured over the years. They are so pleased with the quality of the Statements that we draft and send to them. I tell them that this would not be possible without the great Team that I have on the ALAC and in the RALOs. So I wanted to thank you for the work you are doing as volunteers. It is truly inspirational to a lot of people in ICANN. Next year is about to arrive and there are a lot more challenges coming up. Our work in Policy Development will continue to grow as we now need to expand our competencies beyond commenting on ICANN processes but also in Internet Governance as a whole and the defense of the multi-stakeholder model as practised in ICANN. I have concerns that a few people have done the majority of the work in "holding the pen" when drafting Statements - so I look forward to new volunteers adding to the list of writers. Remember, you could co-draft Statements and you do not need to be an ALAC member to be a pen-holder. Policy work is very important to improve ICANN as a whole and I am thankful that many in our community care enough to take the time to propose constructive comments to improve ICANN's processes. On Organisation building, there is a lot of ongoing work in Capacity Building. This is an integral part of building our community. Outreach brings more people and organisations in At-Large to share the workload among more people and to reach more parts of the world and more diverse communities. In-reach makes sure that our At-Large Structures are more actively involved. However, after three years as ALAC Chair, I am still not satisfied that we have done enough to help engage our At-Large Structures. Thankfully this year we will have the second ever At-Large Summit (ATLAS II) which will take place in London in June 2014. This is an opportunity for every At-Large Structure named delegate to experience an ICANN meeting but also to learn about the bottom-up multi-stakeholder process of governance. It is the opportunity for participants to meet face to face and discuss the challenges facing ICANN and this community. Hi All I have enclosed the November report for NOMCOM. Please note the NOMCOM 2014 team will start accepting nominations starting in December . Which is NOW. It's a four month recruitment window. As history has shown people are slow at submitting their SOI's. I encourage all the prospective candidates to serious consider their applications and avoid submitting a generic resume but take the time to analyze the ICANN board composition and it's mandate. The extra effort to research and make your personal achievements be relevant will help the evaluators. My replacement is Louis Houle and I am confident he will do a great job. It was my pleasure working for two years with a great team and it gave me a wonderful opportunity to met the diverse communities in the ICANN ecosystem. Dear Yubelkys, ICANN's At-Large Advisory Committee (ALAC) is pleased to inform you that (185) Hispanic Educational Technology Services (HETS) been certified as an At-Large Structure (ALS). The ALAC greatly appreciates your group's interest in involving individual users in ICANN and looks forward to working with you and your colleagues. The purpose of ALS certification is to recognize that your organization meets the necessary criteria to involve individual Internet users at the local or issue level in ICANN activities, and that your organization will support its individual members' informed participation in ICANN efforts that affect end-users. The ALAC is eager to promote a productive working relationship between your organization, other ALS, and the ALAC (and ICANN in general), and your input on how we can make this a success would be greatly appreciated. We would like to offer some initial tools to help your organization keep its members informed (about significant news from ICANN and information on ICANN policy-development efforts) and engaged in activities of interest: - Point of Contact for your Organisation: Please send an email to <mailto:staff@atlarge.icann.org> staff(a)atlarge.icann.org identifying the names and email addresses of one or two individuals who will be the point of contact for information and correspondence regarding ICANN At-Large. Submitting At-Large Travel Requests for ICANN's Community Regional Outreach Pilot Program (CROPP)

Dear All, ICANN has launched a Community Regional Outreach Pilot Program (CROPP) in which each of the 5 RALOs can apply for funding up to 5 "regional" outreach trips (up to three days, two nights) before the end of June 30 2014 (the end of Fiscal Year 2014). Similar to how RALO budget requests were reviewed by the ALAC Finance & Budget SubCommittee (FBSC) before submitting to ICANN Finance, an At-Large CROPP Review Team (CROPP RT) was established by the ALAC to: * review and approve RALO travel requests to the CROPP to ensure that the objectives of the travel requests are in line with ICANN’s strategic and regional engagement strategies as well as At-Large outreach strategies. * confirm with the relevant regional Stakeholder Engagement Vice Presidents that the purpose/goals of the travel request are consistent with ICANN’s strategic and regional engagement strategy. * submit the travel requests to ICANN once approved by the CROPP RT. RALOs should note the following terms and obligations as established by the ICANN's CROPP and those by the ALAC at https://community.icann.org/x/zC6fAg RALO leaders in coordination with their RALO's members of the Outreach SubCommittee (https://community.icann.org/x/cqfbAQ) wanting to submit travel requests are expected to complete the travel request form at https://community.icann.org/x/_S6fAg There will be an At-Large Briefing Session to discuss the CROPP and the process by which At-Large Travel Requests are sent to the At-Large CROPP Review Team.
