Joint NARALO/EURALO Proposal for This Fiscal

Hi all, Please find attached a proposal that has been completed by Evan Leibovitch for consideration by the ALAC and ICANN for funding for some outreach events. This proposal was first created about 3 years ago and had regional and chair support at that time. Unfortunately, it was not approved by ICANN due to the number of other projects we were also promoting. Evan would like to see this re-submitted again for this fiscal. As the timelines do not start until January, this does not need to be fast-tracked. Therefore, we have enough time for the region to be able to have a look at it. As I said, it has already been given regional support but we have had changes and new people coming into the region in the last year or two so, in the name of transparency and open dialogue, I thought that it would be good to put this out to the region for any questions/comments/feedback. An agreement has been found and Adam and Stephane have put this to the NomCom, which is satisfied. Recruitment firm using a 2-step process to ensure that their requirements for effective recruitment efforts meet Nom Com requirements for SOIs. Chair called for committee to agree on using recruitment firm. Committee agrees. Adam and Stéphane now to continue working with recruitment firm. Agenda Item 4 Committee members giving updates on recent outreach events: WSIS+10 in Paris, ICANN event in Singapore, the Canadian Internet Forum by CIRA event in Canada, launch of ISOC Canada, event in Africa… Members report difficulties in raising interest for positions other than the Board. Suggestions that some work be done with the ICANN fellowship recipient community. Joette will follow up with Janice (ICANN fellowship staff support), that the Nom Com work with the ICANN PR agency, and that articles be written to highlight the need for global representation in ICANN. NomCom table will feature in the ICANN Village with banner, brochures and slideshow. NomCom has 3 time slots from Monday to Thursday, at 10:30, 12:30 and 15:00. Doodle poll open to solicit NomCom volunteers to man these slots. Agenda Item 5 Results of Survey initiated by Ron Andruff on the wiki page. Good guide for the committee to use in outreach efforts. In addition, and unfortunately difficult to measure and capture, is an extraordinary amount of time spent by the WG's Drafting Teams (DTs) leadership and section pen-holders (noting each DT was in itself, like the RoP Review WG as a whole, a deliberately regionally balanced group) and even more hours and effort again contributed by several current and previously serving ALAC Members during the final stages of integration and editing of the version you are presented with here. The majority of the ALAC has been directly involved with the Rules of Procedure WG and DTs activities and in several cases served as Leads and/or Pen-Holders for the discussion and drafting, and therefore it is unexpected and doubtful that any significant or substantial omissions or edits will be proposed for discussion either at or before the conference call. Also it is recognised that the ALAC has at its regular meetings been continually appraised of the progress of this Rules Review and also that all business of the Review WG/DTs has been done in an open and transparent manner with archives and records being held and publicly available on the relevant ALAC wiki pages. It must also be noted by the ALAC as a whole and by the wider At-Large Community in general, that virtually every concept and issue relating to these proposed new ALAC RoPs was discussed extensively, prior to any drafting, and often reviewed line by line, mostly over several visits / revisits at several meetings. Anything that was even slightly controversial or where people had differing views was debated and in virtually all cases, what has ended up in these Rules has a strong consensus of those working on the original drafting team and the final reviewers. It is also important to note that several of the 'Adjunct Documents' referred to in these new Rules are not as yet completely finalised nor have they been reviewed (as such) by the ALAC. However, they are all to be drawn from existing ALAC policy and practices and will be shortly available. The vote for the adoption of these new ALAC RoPs does not need to be delayed until they are prepared and circulated, but rather the new RoPs will not come into effect until those Adjunct Documents are all approved by the ALAC. Specific details on the ALAC vote plans and procedures relating to these new ALAC Rules will be discussed during this special ALAC meeting on 19 March 2013, but it is our hope that the vote can commence shortly after the ALAC monthly call on 26 March 2013. When completing your templates, please remember to include deliverables and the rationale why ICANN should fund the activity. (and please make sure you show how the proposal ties up with the ICANN strategy) General Assemblies (GAs) As you know, the ALAC is going to submit a proposal for a second At-Large Summit (ATLAS2) to take place in FY14. The At-Large Summit would include a General Assembly for each of the RALOs. At this point in time, it is therefore redundant for RALOs to ask for a General Assembly this Financial Year. Internet Governance Forum (IGF) workshops Requests for workshops at the IGF will be dependent on the workshops being accepted by the MAG/IGF so make sure that you submit the requests for workshops in time for the IGF schedule, which shows a deadline for the preliminary call for workshop proposals on 22 March 2013. ExCom meeting Due to the shortening of the ICANN meeting week with the Board meeting now on Thursday, the ALAC will be submitting a request to support the ExCom and Liaisons for an extra night at the end of the ICANN Meetings in FY14 (Friday night) so that they may discuss follow-up items and plan strategy for the time between meetings, as it has customarily done on Friday afternoons when the Board meeting was on Friday morning. On behalf of Olivier Crepin-Leblond, Chair of the ALAC, and Cheryl Langdon-Orr, Chair of the At-Large Rules of Procedure Working Group, please see the important note below regarding an upcoming ALAC Meeting to review the revised ALAC Rules of Procedure (RoPs): ** Dear All, As per a previous discussion and agreement of the ALAC on 22 January 2013, the ALAC will be holding a single purpose teleconference call to discuss the proposed version of their NEW Rules of Procedure (RoPs) before a Call to Vote to Ratify and Adopt these (or not) which is to be conducted online and prior to the 46th ICANN Meeting to be held in Beijing 7-11 April 2013. This special meeting of the ALAC, which is open to all members of the At-Large Community, especially RALO Leadership and ALS members, is now announced. This call will be held on Tuesday, 19 March 2013 at 2100 UTC (2100 UTC =1400 PDT, 1700 EDT, 2200 CET, 5am Hong Kong (+1 Day) and 8am Sydney (+1 Day). These volunteers have, in face-to-face and teleconference meetings of the Working Group (WG) as a whole and of the new Rules section Drafting Teams (DTs), committed well over 500 person-hours in review of the current RoPs and support material including previous versions, discussion of all rules merits, and in drafting of and editing this new Rules proposed text. In addition, and unfortunately difficult to measure and capture, is an extraordinary amount of time spent by the WG's Drafting Teams (DTs) leadership and section pen-holders (noting each DT was in itself, like the RoP Review WG as a whole, a deliberately regionally balanced group) and even more hours and effort again contributed by several current and previously serving ALAC Members during the final stages of integration and editing of the version you are presented with here. The majority of the ALAC has been directly involved with the Rules of Procedure WG and DTs' activities and in several cases served as Leads and/or Pen-Holders for the discussion and drafting, and therefore it is unexpected and doubtful that any significant or substantial omissions or edits will be proposed for discussion either at or before the conference call. Also it is recognised that the ALAC has at its regular meetings been continually appraised of the progress of this Rules Review and also that all business of the Review WG/DTs has been done in an open and transparent manner with archives and records being held and publicly available on the relevant ALAC wiki pages. It must also be noted by the ALAC as a whole and by the wider At-Large Community in general, that virtually every concept and issue relating to these proposed new ALAC RoPs was discussed extensively, prior to any drafting, and often reviewed line by line, mostly over several visits / revisits at several meetings. Anything that was even slightly controversial or where people had differing views was debated and in virtually all cases, what has ended up in these Rules has a strong consensus of those working on the original drafting team and the final reviewers. It is also important to note that several of the 'Adjunct Documents' referred to in these new Rules are not as yet completely finalised nor have they been reviewed (as such) by the ALAC. However, they are all to be drawn from existing ALAC policy and practices and will be shortly available. The vote for the adoption of these new ALAC RoPs does not need to be delayed until they are prepared and circulated, but rather the new RoPs will not come into effect until those Adjunct Documents are all approved by the ALAC. Specific details on the ALAC vote plans and procedures relating to these new ALAC Rules will be discussed during this special ALAC meeting on 19 March 2013, but it is our hope that the vote can commence shortly after the ALAC monthly call on 26 March 2013. Regarding the .health applications

Hello fellow NARALOers, I have given a great deal of thought about this issue. Having been a former chair of the ALAC gTLD working group and still an active member of that group, I have a deep interest in this area. If only there was as much debate about other ICANN policies. This one attracts so much attention because of the money potentially involved. But I personally don't think it's that big a deal in the grand scheme of things. These applications and subsequent objections are but a blip in a gTLD expansion that, on the whole, is harmful to the public interest IMO. As a result, I find myself as one of the few who have no strong feelings about this particular vote. binary choice of supporting the objections or not, to me, is a choice between lesser evils. And I have promised not to abstain. So for the sake of transparency I will outline the thought process behind my thinking, indicate my current leaning, and invite any discussion intended to either confirm my judgement or change my mind. The actions of the WHO and other IGOs, elsewhere in ICANN policy making activities, clearly demonstrate that they really do not care about the public interest in domain name matters. So I have zero trust in the position of the WHO or its surrogates, especially since they have refused to put forward an application of their own, outlining positively in this round what their vision of the .health TLD should be. Then there are the applicants. While I reject their for-profit status used as a reason for objection, let’s not have any misconceptions that they have any interest at heart besides their own. They will have no hesitation to sell sub-domains to quacks and snake oil sellers, to the vaccinations-are-evil crowd, or to approaches to "health" that could very well be lethal. At least one sees use beyond medicine, believing that the TLD will be really appealing to those wanting to promote financial, automotive, or all kinds of other forms of "health". While some applications refer to public interest in either original or subsequent submissions, they cannot be trusted either without concrete enforcement regimes with explicit penalties. Given ICANN's existing compliance track record I take as a given that any "commitments" currently on offer will be broken with few negative consequences. So I have no delusions that any of the applications will be forces for public good. But then, I would doubt that even in an application from the WHO unless it was heavily policed. What remains, then, is whether the current set of applications, if successful, will cause harm. Will an un-curated .health threaten either the community of people interested in health (that is, everybody) or the miniscule subset of that community which submitted the original objection. Specifically, will it compound the harm already inflicted by the rest of the TLD expansion, or for that matter by the current pre-expansion state of the domain name system? It is here, for the most critical question, that so little real evidence exists to back up the claim. There is, for instance, no public damage done by having a superficial fitness magazine run health.com. The existence of a new cohort of new, untrustworthy names neither improves nor impedes access to quality health information that already exists. This is, after all about the phone books and not the phones. So, in conclusion, I am impressed with neither the applications nor the quality of the objections. But, on the balance, given the lack of logic or evidence to prove harm to the entire health interested community (which includes myself) my inclination is to vote against the objections. I am willing and ready to change my PoV and eager to hear why. So far what I have seen has been unconvincing. - Evan

Monday's NARALO Call (3PM EST/12PM PST)

NARALO'ers (-ites?), Ahead of Monday's call there are a few issues I want to remind everyone of and items I would like to confirm. First, the call is at 3:00PM(1500)EST/12:00PM(1200)PST in observance of Daylight Savings Time (which starts TODAY). This changes the UTC time of the call BACK one hour from 2000 UTC to 1900 UTC. This will be the case until the end of the summer. Second, this has been a VERY busy month in several areas, because of this there is a long list of various discussion items especially under #9 ALAC issues. We obviously cannot discuss them all, so I would ask that the group highlight any item which REQUIRE review or discussion and let me know. I will move them to the top of the list and place them in BOLD type. Third, we will have an ALS spotlight from Darlene. This is a monthly event and we will be looking for a volunteer for the May call. Fourth, there are a number of issues surrounding the new gTLD objection to .HEALTH, they all deserve attention, but in the interest of time we should be particular about what we discuss on the call. There are three items which have been separated in different section of the agenda: One, is the objection itself for which we do not have the time on this call to rehash the entire history; two is the handling of the NARALO discussion and polling on the objection which will be covered under "4.3 Conduct and Procedure within NARALO"; three, the pending ALAC vote on the community objection to .HEALTH until ALAC business. Since the ALAC vote on the objection is the most current and important piece, all discussion about the objection should occur here.
