Revised Operating Procedures

Attached please find the revised NARALO Operating Principle. They are identical to the version discussed on the NARALO call on Monday, August 12, 2013 with two changes: Spanish added with the "as appropriate", as decided during the meeting, and paragraph 21 replaced with text that no longer makes reference to the MOU. 4. The NARALO will be multilingual from its inception. Public documents will be produced in English, French and Spanish as appropriate. 21. Where these Operating Principles may conflict with the other documents governing NARALO operating rules, procedures and practices, these Operating Principles shall prevail. RALO Leadership Meeting Report

Hi all, I just wanted to let you in on some interesting things that were discussed during our inter-regional Leadership Meeting today. 1. RALO/RIR Joint Support - Some regions have actually entered into MOUs with their RIRs. So far, NARALO has not done this nor have we actually tried anything in this way to ARIN. ARIN has shown positive overtures to us in that they sent me the notice for their fellowship program and asked me to forward it to our list (which I did). I think that this is an area that we really need to work on. EURALO has actually received funding support from their RIR for additional ALSs to go to ICANN meetings. Basically, what can be hoped for in the short term would be the idea of long term cooperation and idea sharing. Benefits to NARALO: idea sharing/cooperation, sharing of learning materials, possible funding. Benefits to ARIN: idea sharing/cooperation, utilizing NARALO in order to promote outreach for ARIN programs such as IPv6 deployment (as just one example). I truly think that this would be a win-win situation on the part of both parties and I will be exploring this more and then reporting back to the group as to what might be possible in order for us to continue discussions. ANY ideas in this area would most certainly be appreciated! 2. ALS Application Forms - Garth has been attempting to get ICANN to move away from using Word documents for ALS Applications and to move to an on-line form. This is still being discussed but most seem to agree that Word forms are just the wrong way to go. We also discussed confidentiality issues and a better wiki page that organizes the information for possible incoming ALSs in a more structured and easy-to-read manner. 3. ATLAS II - An excellent question was raised as to what are the RALO's doing to prepare the ALSs for the ATLAS II meeting. So far as I can see, NARALO has done nothing in this regard. As I am on both the ATLAS II and the Leadership committees, I will be following up on this and making suggestions to the group for further consideration/discussion. Dear All, Please see below an announcement on the call for volunteers for the Competition, Consumer Trust and Consumer Choice Review Team: ** Affirmation of Commitment Reviews Competition, Consumer Trust and Consumer Choice Review Team (CCT-RT) | Call for Volunteer Members: Representing ICANN Advisory Committees and Supporting Organizations; and Serving as Independent Experts 16 August 2013 Volunteer applications due by 1 October 2013 Overview In line with the Affirmation of Commitments<https://www.icann.org/en/about/agreements/aoc/affirmation-of-commitments-30…> (AoC) requirements, and as directed<https://www.icann.org/en/groups/board/documents/resolutions-18jul13-en.htm#…> by the ICANN Board, ICANN invites interested individuals to apply for volunteer Review Team Member positions - either in representation of a Supporting Organization or Advisory Committee, or as an Independent Expert - to serve on the Competition, Consumer Trust and Consumer Choice Review Team (CCT-RT). The Review Team will work in two phases: * Phase One will occur as soon as the Review Team is appointed, and involves evaluating various metrics to be collected by ICANN as proposed by the GNSO Council, ALAC, and others, as appropriate, and developing recommendations for the set of metrics to be collected by ICANN in preparation for the upcoming review of the New gTLDs, as described in Phase Two. * Phase Two will occur after new gTLDs have been in operation for one year, and involves examining data to assess the extent to which the introduction or expansion of gTLDs has promoted competition, consumer trust, and consumer choice. Additionally, the Review Team will evaluate the effectiveness of the application and evaluation process, as well as the safeguards put in place by ICANN to mitigate issues involved in the introduction or expansion of new gTLDs. * Once the proposed metrics are delivered to the Board at the conclusion of Phase One, the Review Team's work will be suspended until the new gTLDs have been in operation for one year. In the interim, ICANN will develop the systems and collect the metrics approved through this process. * The composition of the Review Team will be confirmed at the start of Phase Two, but is expected to comprise the same members from Phase One. Because of the phased approach and the extended duration of the work for this review, Review Team members may be replaced as appropriate.
