The ALAC greatly appreciates your group's interest in involving individual users in ICANN and looks forward to working with you and your colleagues. The purpose of ALS certification is to recognize that your organization meets the necessary criteria to involve individual Internet users at the local or issue level in ICANN activities, and that your organization will support its individual members' informed participation in ICANN efforts that affect end-users. The ALAC is eager to promote a productive working relationship between your organization, other ALS, and the ALAC (and ICANN in general), and your input on how we can make this a success would be greatly appreciated. Narrowing Candidate List for special voting

Hello all, Sorry to make this more complex, but I have been informed that having all ALS reps on an actual ballot is too cumbersome, so we need to narrow the ballot through a brief and informal nomination process. So, I would like to have nominations of up to four (4) names to go on the ballot for alternate board seat voters (this is for the VOTE casters only and not the actual board seat). Only names which are SECONDED will go on the ballot. You may nominate yourself, but the following people CANNOT be among the nominations: Alan Greenberg, Evan Leibovitch, Eduard Diaz, and Garth Bruen - these names either already have a vote or are excluded because they are candidates. I realize the discussion and issue is very confusing so I will hope to sort it out here for everyone. IF I HAVE MADE ANY FACTUAL ERRORS IN THE PROCESS PLEASE TELL ME. The ICANN Board of Directors has one seat for an At-Large representative ("Seat #15"). The term of our current Board member ends this year. This person is voted on by leadership in the At-Large Advisory Council (ALAC) and the five (5) RALO chairs under rule #27.7. Current Board is here: http://www.icann.org/en/groups/board ALAC members running for the Board may NOT vote in the election. This means a proxy voter must be selected and affirmed by a vote under rule # 19.10.1. The vote is a requirement, but how the alternate voters are selected is not defined. Two of our ALAC members: Alan Greenberg and Evan Leibovitch, are both running for seat #15 so we need TWO replacement voters from NARALO. Since I am the Chair and I am already voting. I cannot have second vote. These are some of my sugestions for selecting alternative voters: 1. Assign the votes to our two other leadership positions: Louis Houle (NOMCOM) and Glenn McKnight (Secretary) 2. Select two (2) alternate voting candidates though a VOTE from ALL of the NARALO ALS operators, excluding the ALAC reps and NARALO Chair - affirm two alternates by vote. 3. Select two (2) alternate voting candidates RANDOMLY from ALL of the NARALO ALS operators, excluding the ALAC reps and NARALO Chair - affirm two alternates by vote. I will entertain other suggestions. To be clear, there are several "votes" involved here: A) Potential vote for method of selecting alternative seat #15 voters (vote not required, can be done through consensus) B) An official vote for two (2) alternate seat #15 voters (ALL ALS representatives vote in this process) C) A vote for the Board seat #15 representative (Voting by Eduardo Diaz - ALAC, Garth Bruen - Chair, Alternate #1, Alternate #2) There are many who would prefer that we select a Board representative through a vote by ALL ALSes or ALL At-Large particiapants, but that is a separate discussion. At-Large Summit London (ATLAS) Preparation

Hello NARALO'ers (-ites?), The list of ALSes who have completed the ATLAS II Survey for London has been sorted out and I believe any lingering issues were sorted out, if not let me know. The June ICANN meeting in London will come soon and we have much work to do. To get things moving along we are going to have to assign At-Large Summit attendees to some tasks and get some things done. I will be contacting you all individually so this is all clear, but the following are part of these expectations: 1. Assignments to ATLAS II Working Groups: We need all ALS representatives attending the London meeting to join a Working Group preparing for an aspect of the Summit. There are five (5) different working groups to choose from. If you are ALREADY in an ATLAS working group please tell me so I can keep track. If you are not in a working group yet, please consider the list and sign up (you can join more than one). The working groups are Survey, Events, Sponsors, Logistics, and Public Relations. 2. YOUR Topics: I want to make sure all of you get the most out of At-Large participation and make use of being at the ICANN meeting. To further this I ask you to come up with an issue which is critical to your ALS or something you want discussed and addressed. For example I have already received a request from Tom Lowenhaupt to develop a group of municipal-based new gTLD applicants and Konstantin Kalaitzidis wants to discuss fixing the digital divide through space-based Internet access. For myself, I have been pushing for disabled awareness within ICANN, introducing Tor within ICANN and addressing the ongoing problem of domain hijacking. I want every ALS representative to bring a problem or a recommended solution to the London meeting. Let's highlight what you are concerned about. 3. Ensuring Access to the Confluence Wiki: By holding a webinar on confluence, encouraging all ALSes to submit monthly briefs, and getting all ALSes to update their ALS page within the website we should have everyone with tested access to the Wiki by London. 4. Assisting with Outreach: Recruitment has become an important part of NARALO activities. Somebody recruited me, and somebody recruited you. We need to continue this cycle by finding more potential ALSes in our own communities. There are many groups out there that can benefit from being part of At-Large and we can benefit from the needed help they can provide. I will be in touch about all these items directly, but take some time to think about them. Dear All, After nearly three years helping to support the At-Large community, Matt Ashtiani will be moving to the Strategic Initiatives division to take up his new role as Strategic Initiatives Manager. He will be transitioning out of his current position over the next several weeks. The At-Large staff support team thanks Matt for his great work and wish him all the best in his new position! We’ll miss you, Matt! At the same time, we are very happy to be able to welcome Xinyue (Ariel) Liang<http://www.icann.org/en/about/staff/liang-ariel.htm> in her new role as At-Large Policy Coordinator. Ariel has a perfect skill set for supporting the At-Large community, including strong communication, creative and language skills as well as international experience. Prior to joining ICANN, Ariel interned at the United Nations Secretariat in New York to assist the marketing communications efforts of the Department of Public Information. She also worked at the Washington D.C. office of Mitsui & Co., where she researched, analyzed, and reported on U.S. policy issues significant to Mitsui’s business in the Asia-Pacific region. Ariel completed a Master’s Degree in Communications at Columbia University and received her Bachelor’s Degree in Global and Transnational History from Vanderbilt University. In addition to her native Mandarin Chinese, she is fluent in English and proficient in Japanese. She will be based in the Washington, D.C. Engagement Office. With Ariel’s arrival, the At-Large staff has expanded its global reach in terms of international experience, cultural background and language skills. Welcome, Ariel!
