Dear Colleagues: As part of the "hot topics and short Webinar strategy" we will have *Mark Buell,* *ISOC Regional Bureau Director, North America as a guest speaker in our January 8, NARALO meeting. *Mr. Buell will speak on the repeal by FCC of Net Neutrality. He will present a historical background on how the Internet ecosystem was managed: before, during and after the Net Neutrality mandate or regulation by FCC. What can we expect from now on? and, if ICANN's mission is affected? He will have approximately 15 minutes to present and 15 minutes for Q&A from the participants. You are all invited to participate. @All An open call to the region was sent December 13, 2017 for participating in the upcoming ICANN61 meeting as follows: *"Description: One slot to travel to ICANN 61 in Puerto Rico. The travel slot is for airfare ONLY, in other words, it does NOT include hotel and per diem.* *Call: Any NARALO member interested in participating in ICANN61 is invited to submit a brief statement indicating the reason(s) for wanting to attend and its willingness to participate in the meeting during its entire duration and cover hotel/per diem expenses.* *Selection process: In case that we get one or more submissions, the NARALO Chair and Secretary will decide to which applicant the slot will be awarded. We’ll take into consideration monthly meeting attendance and previous face-to-face participations in other ICANN meetings, i.e the less meetings you have been to, the better chance to be selected for this one. Note that in the case that we do not get any submissions, the slot will be made available to ALAC for its disposition within the At-Large community. * *Deadline: Monday, December 18, 2017 @ 14:00 UTC"* No statements of interests were received. FY19 Additional Budget Requests - Timeline and Criteria

Dear All, This note is to announce that the FY19 Additional Budget Request process has started. This process pertains to a dedicated part of the overall ICANN annual budget that is set aside to fund specific requests from the community for activities that are not already included in the recurring ICANN budget. FY19 Additional Budget Requests cover the period 1 July 2018 through 30 June 2019. The relevant information is available on the At-Large FY19 Additional Budget Request Workspace<https://community.icann.org/display/atlarge/At-Large+FY19+Additional+Budget…>, including the key deadlines, details of the process, principles and the request template. The ALAC Subcommittee on Finance and Budget<https://community.icann.org/display/atlarge/ALAC+Subcommittee+on+Finance+an…> (FBSC) plays a key role in reviewing all At-Large FY19 Additional Budget Requests for submission to ICANN. IMPORTANT: In 2016, the members of the FBSC agreed to the following criteria for At-Large proposals: * Outreach should not be a major focus. Activities to improve engagement with existing members is encouraged. * If any request is made on outreach, it should probably go through the CROP program and not this special request process. * Proposals should include ways in which will make the ALAC and/or the At-Large community more effective and develop the At-Large community. * RALO requests must go through a bottom up process within their RALO prior to being submitted for consideration by the FBSC. * They must be explicitly supported by the RALO representative on the FBSC. * Staff is currently expecting that basic resources for community communications/printing will be supported through the core ICANN budget, but that community proposals for printing , etc. will be accepted as a back-up in case expectations change. Specific proposals for communications resources beyond simple printing and editing functions should be prepared and submitted. IMPORTANT: Between now and 12 January 2018 the RALOs are asked to review any ALS request or complete a template on behalf of the RALO and send requests to At-Large Staff<mailto:staff@atlarge.icann.org>.
