Dear All, We would like to ensure that everyone is aware that the refreshed ICANN Remote Hub Terms and Online Application has gone live on ICANN's Meeting Webpage<https://meetings.icann.org/en> as well as on the Dublin Schedule Page <https://meetings.icann.org/en/dublin54/schedule-full> . The application form will close on October 14th, in time for decisions to be made on entities that will ultimately host and Tech team preparation. This refreshed version of the ICANN Meeting Remote Hubs is a very deliberate attempt to prioritize engagement around groups of interested participants from developing nations who might not otherwise have the ICANN Meeting experience though (not excluding anyone who has the right motivations to bring ICANN community and stakeholders together in all ICANN regions). We want to focus on simulating the physical room experience, promoting lively and topical discussion between the remote participants as would happen in a face to face environment...and see positive outcomes related to more engagement and participation both regionally and within the ICANN communities. Group Dynamics and Real Content

All too often, Internet Governance and Grants are about collectig, sorting and distributing data via the media or internally within an organization, but without any real content to speak about, the IG space tends to devolve into a "what can we do with data that is collected about how many apps collect data", like a discussion about discussions rather than having something to talk about such as solving actual problems within an organization or within a space. Also too often, people are afraid yo raise their pen and ask, "What are we trying to solve here? We spend all our time organizing tools to solve problems, but no one ever identifies an actual thing to solve!". Group Dynamics as understood via the lens of Stanley Milgram's 65/35 ratio of participants in the experiment of an authority, teaches that real progress is made not by those within the ratio, but those outside of the ratio, who are more keen to identifying problems than "assumed authorities", interested only in maintaining power (and therefore never resolved to solving or identifying the neccessary tasks). ICANN, IGF and the Internet Society have conferences, meetings and work groups, where anyone can read through the minutes. Ask yourself while reading through the minutes, how much time was spent identifying an actual task, problem or issue, and how much time was wasted talking about what "could or should be done to be able to make the process more efficient in the future". More often than not, time is spent on refining the process but never using the process to solve an actual task or issu for civil society, leading to an overall group atmosphere of boring "collation". The main challenges facing the world today are oligarchy and poverty, and until intellectual challenges are made to the process by leaders in the internet space, the lack of actual problem solving will persist in that space, ironically while those tasked and paid to perform a civic duty hold all the refined and re-refined tools necessary to solve and distribute their solutions, except the most important tool of all...the courage to challenge the system that exploits the poor via ownership and manipulation of the very media internet-space leaders claim to have expertise in. The NomCom is charged with recruiting and selecting a portion of ICANN's leadership. The NomCom is mandated to ensure that ICANN's overall leadership is diverse in geography, culture, skills, experience and perspective. The basic criteria is that selectees are people of integrity, objectivity, sound judgment, support decision-making within groups, work effectively in English, understand ICANN's mission and operation, are committed to its success, have experience in world affairs, contribute to cultural, professional and geographic expertise, and can work long and hard, generally as volunteers, for the global public trust. An independent body at the community's service Discussing the 2015 Nominating Committee results, Stephane Van Gelder, the Chair of the 2015 NomCom, shared the following: "As Chair, it is my honor, pleasure and duty to report that the 2015 Nominating Committee has completed the task assigned to it by the ICANN Community and made the selections shown above. By the close of the application period on 15 March 2015, the 2015 Nominating Committee had received 81 applications for the nine positions it was tasked with filling. Once this work was completed, the 2015 Nominating Committee was then called upon to select a replacement for the position of North American ALAC representative, following the resignation of its previous selectee to that position and received nine applications for that position. I want to thank the Nominating Committee members for working diligently through these two separate processes. It is rare that a NomCom gets called back to reselect for another position once its main slate for the cycle has been decided. This year's members had to withstand the added pressure of this late selection, whilst continuing to work as a group fully independent of ICANN's SOs, ACs and the Board. They rose to this challenge and completed their assigned tasks with aplomb and integrity. Throughout the year, the Committee has reported on its processes through Report Cards, video updates and documents published on its webpage (https://www.icann.org/nomcom2015) During this year's Annual General Meeting in Dublin in October, the Committee will present the ICANN Community with a Final Report detailing its work and providing in-depth data on the applications received." Regional Breakdown As noted above, the 2015 NomCom received 81 Statements of Interest from candidates all over the world (12 female and 69 male) during its open nomination period from 8 December 2014 to 15 March 2015.
