ICANN NEWS Elizabeth "Jake" Feinler: The Original DNS Woman [For International Women's Day, ICANN is celebrating and recognizing Elizabeth “Jake” Feinler.][nj88a9rab.cc.rs6.net]<https://urldefense.com/v3/__https:/nj88a9rab.cc.rs6.net/tn.jsp?f=001xUPuZr6…> In honor of International Women’s Day, ICANN is celebrating and recognizing Elizabeth “Jake” Feinler, principal investigator of the Network Information Center (NIC) for the Advanced Research Projects Agency Network (ARPANET) from 1974 to 1991. Jake was a contributor to the foundational concepts of how the ‘net’ is organized and had a major impact on its development. Some of these contributions have particular relevance to ICANN. Among her achievements, Jake led a team that provided reference services to ARPANET users by mail and phone, maintaining a directory of people, a resource handbook, and a protocol handbook, which included ensuring there were two contacts at each site. For this work, she is widely recognized as the “mother” of Whois. The NIC ultimately provided the registration of domain names as the designated host name registry for ARPANET. This led to Jake running the first Internet Naming Authority, the precursor to IANA. There, she oversaw the transition from numerical addresses to the Domain Name System (DNS), even participating in selecting some of the first top-level domain names – .com, .org, and .net. Jake is recognized not only as a pioneer and advocate for women in technology but also a champion of inclusivity for all. She has inspired her colleagues to believe in themselves and embrace opportunities — and to take chances. ICANN is thrilled to welcome Jake to the DNS Women session at ICANN82, which she will join remotely on Tuesday, 11 March at 16:30 PDT. On different days throughout the Southern Hemisphere, many similarly wind back their clocks to brace for the winter months ahead. While this annual ritual is standard for many, some locations this year won't adopt daylight saving time as they previously did, and other places will do it differently than before. One of the most fascinating aspects of these time changes is that for many people they are fully automatic. Billions of devices around the world will automatically change without their users lifting a finger. Airline schedules will instantly adapt, calendar invites will silently adjust. The sleep-deprived will probably see "01:59" one minute, and "03:00" the next. How is it possible for all these changes to happen seamlessly? [ICANN82 was the first meeting of the Latin Script Diacritics (LD) Policy Development Process (PDP) Working Group (WG), and at the meeting, the WG established its project plan and discussed the adopted WG Charter and scope of the work.][nj88a9rab.cc.rs6.net]<https://urldefense.com/v3/__https:/nj88a9rab.cc.rs6.net/tn.jsp?f=001xUPuZr6…> Agenda ICANN82 was the first meeting of the Latin Script Diacritics (LD) Policy Development Process [nj88a9rab.cc.rs6.net]<https://urldefense.com/v3/__https:/nj88a9rab.cc.rs6.net/tn.jsp?f=001xUPuZr6…> (PDP) Working Group (WG). After introductions of its members, the WG established its project plan, and discussed the adopted WG Charter [nj88a9rab.cc.rs6.net]<https://urldefense.com/v3/__https:/nj88a9rab.cc.rs6.net/tn.jsp?f=001xUPuZr6…> and scope of the work. ICANN staff introduced the WG to the recommendations from the Global Public Interest and the Human Rights Framework to aid in keeping them in mind as discussion and work progress. The WG kicked off the meeting by finalizing the language in the document seeking early input from the community. Highlights This kick-off meeting of the LD PDP WG was an opportunity to confirm the leadership team: Michael Bauland as Chair, Mark Datysgeld as Vice Chair, and Prudence Malinki as the Generic Names Supporting Organization (GNSO) Council liaison to the WG. There was a robust discussion of the technical details related to the work scope concerning core elements of diacritics, which was deferred to future meetings, and indicates the high level of enthusiasm from the WG members. Ultimately, the WG was able to finalize its project plan and timeline for work to commence in its regular weekly meetings following ICANN82. Next Steps As the LD PDP commences, the group will submit its project plan to the GNSO Council for approval during its 10 April meeting. Additionally, the WG will be sending out an early input request to Supporting Organizations, Advisory Committees, and Stakeholder Groups and Constituencies soliciting feedback on the topic. The leadership team is excited to commence its work and thanks WG members for their passion and commitment to the important work that lies ahead. A few years ago, ICANN decided to enhance its local presence across the world by bringing ICANN’s key focus areas, policy discussions, capacity development, and other initiatives to different countries. As part of these efforts in the LAC region, the LAC-i-Roadshow was introduced and has played a key role in ICANN’s internationalization efforts. Now, after more than a decade of implementation work, our regional team is looking to take engagement one step further — transitioning from an event-based initiative to a more tailored, country-focused experience. Under the new title ICANN Near You: Local Action, Global Impact, the LAC engagement team, along with global subject matter experts, will visit five different countries in the region each year. Spending several days in-country will enable the team to address the specific needs of the local community — from technical capacity development to enhancing participation in ICANN’s multistakeholder model. We will engage with a range of stakeholders in each location, including governments, the technical community, the private sector, academia, and civil society. This shift reflects ICANN’s deepening commitment to engaging with local communities while maintaining a global perspective. The new name underscores the importance of understanding regional priorities within the broader context of the global Internet ecosystem. These events will continue to provide a platform for discussing ICANN’s role in shaping the future of the Internet, with a focus on local engagement and action within the LAC region. ICANN is committed to being more accessible and responsive to regional needs, and this new initiative strengthens our ongoing efforts to foster stronger, more meaningful connections with stakeholders across the LAC region.
