STAFF ANNOUNCEMENT: Goodbye to Matt and Welcome to Xinyue (Ariel) Liang

Dear All, After nearly three years helping to support the At-Large community, Matt Ashtiani will be moving to the Strategic Initiatives division to take up his new role as Strategic Initiatives Manager. He will be transitioning out of his current position over the next several weeks. The At-Large staff support team thanks Matt for his great work and wish him all the best in his new position! We’ll miss you, Matt! At the same time, we are very happy to be able to welcome Xinyue (Ariel) Liang<http://www.icann.org/en/about/staff/liang-ariel.htm> in her new role as At-Large Policy Coordinator. Ariel has a perfect skill set for supporting the At-Large community, including strong communication, creative and language skills as well as international experience. Prior to joining ICANN, Ariel interned at the United Nations Secretariat in New York to assist the marketing communications efforts of the Department of Public Information. She also worked at the Washington D.C. office of Mitsui & Co., where she researched, analyzed, and reported on U.S. policy issues significant to Mitsui’s business in the Asia-Pacific region. Ariel completed a Master’s Degree in Communications at Columbia University and received her Bachelor’s Degree in Global and Transnational History from Vanderbilt University. In addition to her native Mandarin Chinese, she is fluent in English and proficient in Japanese. She will be based in the Washington, D.C. Engagement Office. With Ariel’s arrival, the At-Large staff has expanded its global reach in terms of international experience, cultural background and language skills. Welcome, Ariel! On special election for the election of our board seat

Hello NARALO'ers (-ites?), There was a brief discussion on Monday's call about a pending election. I realize the discussion and issue is very confusing so I will hope to sort it out here for everyone. IF I HAVE MADE ANY FACTUAL ERRORS IN THE PROCESS PLEASE TELL ME. The ICANN Board of Directors has one seat for an At-Large representative ("Seat #15"). The term of our current Board member ends this year. This person is voted on by leadership in the At-Large Advisory Council (ALAC) and the five (5) RALO chairs under rule #27.7. Current Board is here: http://www.icann.org/en/groups/board ALAC members running for the Board may NOT vote in the election. This means a proxy voter must be selected and affirmed by a vote under rule # 19.10.1. The vote is a requirement, but how the alternate voters are selected is not defined. Two of our ALAC members: Alan Greenberg and Evan Leibovitch, are both running for seat #15 so we need TWO replacement voters from NARALO. Since I am the Chair and I am already voting. I cannot have second vote. These are some of my sugestions for selecting alternative voters: 1. Assign the votes to our two other leadership positions: Louis Houle (NOMCOM) and Glenn McKnight (Secretary) 2. Select two (2) alternate voting candidates though a VOTE from ALL of the NARALO ALS operators, excluding the ALAC reps and NARALO Chair - affirm two alternates by vote. 3. Select two (2) alternate voting candidates RANDOMLY from ALL of the NARALO ALS operators, excluding the ALAC reps and NARALO Chair - affirm two alternates by vote. I will entertain other suggestions. To be clear, there are several "votes" involved here: A) Potential vote for method of selecting alternative seat #15 voters (vote not required, can be done through consensus) B) An official vote for two (2) alternate seat #15 voters (ALL ALS representatives vote in this process) C) A vote for the Board seat #15 representative (Voting by Eduardo Diaz - ALAC, Garth Bruen - Chair, Alternate #1, Alternate #2) There are many who would prefer that we select a Board representative through a vote by ALL ALSes or ALL At-Large particiapants, but that is a separate discussion. A Note on NARALO Monthly Reports

Hello NARALOers (-ites), A comment was made on last Monday's call that the monthly reports do not reflect all the work the region does. This is something I am aggressively trying to correct! The reports are for everyone, it is how we inform the ICANN community about what we are doing and I invite you all to submit reports or edit the report page directly. Everyone in NARALO should have access to edit the report page, if not tell me or At-Large staff. The current year is located here: https://community.icann.org/display/NARALO/NARALO+Monthly+Reports+2014 Reports are posted monthly, you will note that there is an outline for the current month and no content. Scroll down to January to see how the previous month was filled-in. I have restructured the report format to reflect the format of our call agenda - this will help us track our goals and success of our efforts over time. There are four areas where you can add reports: * Meetings and Events Reports: If you have attended ANY Internet policy meetings in person or through teleconference (other than standard NARALO calls) enter it here. Provide a link to the event if possible. * Outreach Activities: Note any outreach/recruitment activities here or updates to activities. In general the status of these efforts will also be included here: https://community.icann.org/display/NARALO/NARALO+ALS+Outreach+and+Recruitme nt+Efforts, but be sure to highlight important actions you want everyone to be aware of. * Community Activities: This is work in your OWN area or ALS. If your ALS already publishes reports, just put the link in here. If the report location is the same month after month, just note that and I will keep copying the link in successive months. * Committee/Working Group Reports: This is chartered work within ICANN. Many of these groups require reporting. Are you a member or chair of a group? Put the link to their reports here or comment on notable events. To update the page use the "Edit" button at the top. Do your edits quickly as others may try to be editing too. Put your initials next to anything you have added and click "Save" at the bottom to close it. If you leave it open too long it will probably time out and disconnect you and you will lose any changes. If you need help with editing the Confluence Wiki pages contact me, Glenn or At-Large staff. Motion to replace voters for Board Seat election

Garth, here is a motion that I bleeive will be useful for replacing the ALAC members who are not allowed to vote for them selves according to the ICANN Bylaws and the ALAC Rules of Procedure. For reference, the ICANN Bylaws can be found at http://www.icann.org/en/about/governance/bylaws#VI and the ALAC Rules of Procedure at are linked to at https://community.icann.org/display/atlarge/Rules+of+Procedure. The following motion references the required rules and also allows for the Board seat candidate to withdraw prior to the election and not lose his/her franchise. Whereas XXX is currently a Member of the ALAC from the North American Region; Whereas XXX is a candidate for the ICANN Board seat 15 in the 2014 selection; Whereas the ALAC Rules of Procedure specify that under normal conditions, ALAC members constitute part of the Board Seat electorate; Whereas the ICANN Bylaws Article VI, Section 4.2 forbid a candidate to participate in the Board Seat selection process; Whereas the ALAC Rules of Procedure section 19.10.1 specify that in such a situation, the RALO will name a replacement for the purposes of the vote; Whereas YYY has been identified as a suitable replacement voter and is willing to serve; Therefore, in the event that XXX is a candidate for Board Seat 15 at the start of the formal voting process as detailed in the ALAC Rules of Procedure section 19.11, YYY is appointed to act as a replacement for XXX in this vote. If your vote is to select among several alternatives, the last Whereas and the Therefore would need to be suitably modified. Alan
