Dear Colleagues, To follow-up my earlier note in which I published what I could discover from the published public records of three ALSes I'm sharing a more complete attempt at discovery. I examine the application made, which of course is historic, and attempt to locate the current membership, the means for its members to direct the ALS, through the published governance and decision-making processes, and engage in informed participation in ICANN. I suggest that where there are errors in the method, or in the information discovered, that the interested ALS, or others, provide correction. The current set of ALSes is published at: https://community.icann.org/display/NARALO/NARALO+ALSes In presentation order: America@Large In its 25 May 2004 application it named a number of individuals in leadership positions, an anticipated chapter organization without current members. The legal form of the organization is stated as a non-profit corporation. The website http://AmericaAtLarge.org redirects to http://www.linkedin.com/groups/America-Large-America-Large-4163664 The members and governance process do not appear on the public portion of this website. What information there is appears to confirm that there may be as many as 12 persons in this linked in group, two of whom joined March 4th and 11, the others joining prior to 17 January, 2012, and six (6) instances of communication in the past 12 months, all of which appear to be third-party originating texts, few of which refer to ICANN directly, with no recorded response from the other eleven (11) LinkedIn Group members. Association for Community Networking (AFCN) In its 19 January 2007 application it named a number of individuals in leadership positions, in an advisory council, and a voting membership of almost 150, and excerpts from its corporate by-laws. The website afcn.org is a drupal lacking any content, hence the members and governance process do not appear on the public portion of this website. It is entirely possible that this is a transient condition. Canadian Association for Open Source (CLUE) See the prior note. Coalition Against Unsolicited Commercial E-mail (CAUCE North America) The members do appear on the public portion of this website. A board of directors and three supporting members are identified, as is the governance process. There are, through a twitter feed, informative references to ICANN. I was unable in scan of the past twelve (12) months of tweets and retweets of third-party tweets, to find one referencing ALAC or NARALO. Full disclosure: I have personally met with several persons associated with CAUSE including current and past members of the board of directors, through a variety of venues, ICANN being one. Communautique The members and governance process appear on the public website. While no ICANN, ALAC or NARALO references are evident, there are references to the internet and society. Foundation for Building Sustainable Communities (FBSC) The members do not appear on the public portion of this website, nor does a governance process. There are, through news posts, informative references to ICANN, though none to ALAC or NARALO. Greater Toronto Area Linux User Group (GTALug) The members and governance process appear on the public website. This group actually holds meetings, has an accessible mailing list archive, and has content relevant to ICANN, ALAC and NARALO specific policy issues. ISOC Colorado The members and governance process do not appear on the public website, a membership may be inferred from a linked in group. This group actually holds meetings, and has content relevant to ICANN, ALAC and NARALO specific policy issues. ISOC NY The directors and bylaws appear on the public website, membership does not. The archive of the general discussion mailing list, to which members are subscribed upon payment of membership fee, is not publicly accessible. This is the formal call for Statements of Interest on various elected positions within NARALO. The election procedures for ALAC, NomCom, Chair and Secretariat are detailed below. Note that the nomination process for ALAC, Chair and Secretariat start today. If you would like to nominate someone or to put yourself forward for election, please post on the list - previous nominations will not be considered. Open Positions NARALO Chair : Currently held by Garth Bruen. Current term ends on 20 November 2013 at the end of the 2013 AGM. New term starts 21 November through the end of the 2014 AGM. Garth is eligible for re-selection. NARALO Secretariat: Currently held by Darlene Thompson. Current term ends on 20 November 2013 at the end of the 2013 AGM. Actually, according to the NARALO operating procedures, the process is a bit more formal than that. Regarding the selection of the unaffiliated rep, the procedures also cover that, and as one of the final acts as this year's rep, I will oversee the process. As a reminder to anyone who is interested, to be an unaffiliated member of NARALO, one must submit a Statement of Interest indicating that he/she meet the following criteria: - be subscribed to the NA-Discuss list; - be a permanent resident of one of the countries/territories in the North American region as defined by ICANN; - not be a member of a certified ALS. Such an unaffiliated membership continues until or unless one of the criteria is fails to be satisfied (ie leaves the list, ceases to be a resident of NA, or is a member of an organization that is or becomes a NARALO ALS). I note that membership in ISOC Canada, which has just become an ALS, is an example of a reason for losing unaffiliated status. Ramping up for the election - General Procedures

Hi all, As we will soon be having elections, I am just passing on to you some general procedures about how these are run. Specifics on actual elections timings, positions that are available and re-election qualifications will be sent out soon. Who can run for these positions? Paragraph 9 of our Rules of Procedures state that: “The candidates shall be unaffiliated individuals or members of different ALSs and must live in the region.” So, basically, any member of any of our ALSs or individual members can run in these elections. Who can nominate? Our Rules of Procedures are silent on this matter but it has always been seen as good form to have a nomination and a seconder from two different organizations, however this is not a rule. People can also run without nominations. Who can vote? Each active ALS in the NARALO is entitled to one vote. As well, the individual members are entitled to one vote from their membership. Our Rules of Procedure are clear on what makes an ALS active or not. Paragraph 16 states: “When an ALS representative does not vote in 3 consecutive NARALO elections or does not contribute a comment on ICANN policy through collaboration on the At-Large discussion lists in 12 consecutive months, it automatically loses its voting rights and active status within the NARALO.” Staff is presently compiling a list of active ALSs so that we can know which have voting rights and for quorum.
