USG seizes another 70 websites

(Extracts from a new ICE release detailing seizure of another 70 sites.) http://content.govdelivery.com/bulletins/gd/USDHSICE-4918fc The 70 websites seized are part of Project Copy Cat, an iteration of Operation In Our Sites (IOS), and closely mimicked legitimate websites selling authentic merchandise and duped consumers into unknowingly buying counterfeit goods. Many of the websites so closely resembled the legitimate websites that it would be difficult for even the most discerning consumer to tell the difference. During this operation, federal law enforcement officers made undercover purchases of a host of products, including baby carriers, professional sports jerseys, language and fitness DVD sets, and a variety of clothing, jewelry and luxury goods from online retailers who were suspected of selling counterfeit products. In most cases, the goods were shipped directly into the United States from suppliers in other countries. If the copyright holders confirmed that the purchased products were counterfeit or otherwise illegal, seizure orders for the domain names of the websites that sold the goods were obtained from federal magistrate judges A new twist in the websites seized in Project Copy Cat involved the appearance of Secure Sockets Layer (SSL) certificates. SSL certificates provide authentication for financial information, meaning consumers should be able to trust that they are sending information to the intended server and not to a criminal's server. Trusted SSL providers should only issue SSL certificates to verified companies that have gone through several identity checks. In addition to providing authentication, SSL certificates also provide encryption, enhancing the security of credit card numbers, usernames, passwords and other sensitive information. These websites, however, displayed SSL certificates, further duping the consumer into thinking they were shopping on a legitimate website, potentially putting customers' financial information at risk. These 70 domain name seizures bring the total number of IOS domain names seized in the last two years to 839. This enforcement action coincides with the two-year anniversary of the 2010 launch of IOS. Since then, the seizure banner has received more than 103 million individual views. Of the 769 previous domain names seized, 229 have now been forfeited to the U.S. government. The federal forfeiture process affords individuals who have an interest in seized domain names a period of time after a "Notice of Seizure" to file a petition with a federal court and additional time after a "Notice of Forfeiture" to contest the forfeiture. If no petitions or claims are filed, the domain names become the property of the U.S. government. At the risk of being branded an interloper, a few words on the nomination of Evan for the ALAC seat from NARALO. Since my time in the ICANN ecosystem and with the exception of Dev, Evan has been my most frequent collaborator. He does a prodigious amount of work on our behalf, is passionate about this business we're collectively engaged in and gives it his best shot, always. I cannot tell how many times my instincts and positions have been developed and enhanced by his consultations and contributions. I can attest his leading roles in the Future Challenge and the Applicant Support initiatives. NARALO would be hard pressed to have a more effective campaigner and representative. SOI - Secretariat

Hi all, I would like to stand for Secretariat again. Our Rules of Procedure state: "The Secretariat will have administrative and informative functions. It will be responsible for maintaining a working communications system and for ensuring the information flux about the issues under discussion between the NARALO participants." This is mainly a "procedure" job but I rather enjoy doing it. I have kept information flowing to the group and have always polled the group for decisions that might affect it as I have always believed that this should be a ground-up process and have tried to encourage feedback whenever possible. I have always encouraged and promoted participation within the NARALO and the information flux flowing to and from the other regions. I am an active particiant on the following WGs: - Future Challenges - Rules of Procedures - Metrics I also wrote the proposal to ICANN for our GA in Toronto with specific wording that requested that our $25K not be allocated to just 6 people but to allow us the flexibility to allocate the monies to our maximum advantage so as to bring as many people together to Toronto as possible (and we have received this approval). IMPORTANT - NARALO Elections

Hi all, Well, its "that time of year" again! As per our Rules of Procedures, the Secretariat is to issue a call for SOIs for elected positions on July 1 of each year. I was going to do this on Monday's meeting but since there seems to be confusion on that matter, I won't allow that to cause us further delays. We need to elect three positions: ALAC, Chair and Secretariat. The current ALAC seat that is now coming up for election is the one that Evan is holding. Evan has ran for one term and is eligible for a second, if he chooses to run. The Chair and Secretariat positions are elected on a year-by-year basis. Our ROP states that we are to allow a 30 day period to collect Statements of Interest for these positions during the 30 day period after this announcement. The deadline for accepting SOIs, therefore will be Aug. 5, 2012. If you are interested in any of these positions, please send your SOI to the list to be gathered. We do not have any specific format for such SOIs - people generally just state what position that they are interested in and what they might bring to the position.
