Motion on the Proposed Process for GNSO Endorsement of Nominees to the AoC Accountability and Transparency RT as amended. WHEREAS, in furtherance of ICANN's responsibilities under the Affirmation of Commitments, applicants are being sought to volunteer to serve on the review team for Accountability and Transparency <link to http://www.icann.org/en/announcements/announcement-03feb10-en.htm >; WHEREAS, the Accountability and Transparency review team will include members endorsed by the GNSO in its efforts; WHEREAS, the GNSO Council desires to adopt a one-time process to provide endorsements for applicants to serve on the first Accountability and Transparency review; NOW THEREFORE, BE IT: RESOLVED, that the Endorsement Process described in the attached document http://gnso.icann.org/drafts/gnso-endorsement-nominees-process-proposal-10f… is hereby approved; RESOLVED FURTHER, that each Stakeholder Group and the GNSO Council Nominating Committee appointees should immediately commence their selection processes in accordance with the Endorsement Process; RESOLVED FURTHER, ICANN Staff is directed to post and distribute the Endorsement Process as widely as possible to all GNSO related groups in an effort to inform qualified applicants of the important work of the Accountability and Transparency review team; RESOLVED FURTHER, the Council shall form an Evaluation Team made up of one Councilor from each SG plus one Nominating Committee Appointee in its meeting on 18 February to assess the responses and report to the Council list not later than 10 March or 14 March; RESOLVED FURTHER, ICANN Staff is directed to schedule a Special Council Teleconference call on 15, 16 or 17 March at a time that maximizes Councilor participation for the purpose of finalizing GNSO endorsements; RESOLVED FURTHER, the Affirmation of Commitments Review Drafting Team is requested to continue its work to develop a longer-term process for Council consideration in April. A Special Meeting of the ICANN Board of Directors was held via teleconference 19 February 2010 @ 03.00 UTC. Chairman Peter Dengate Thrush promptly called the meeting to order. In addition to Chairman Peter Dengate Thrush the following Directors participated in all or part of the meeting: Rod Beckstrom (President and CEO), Dennis Jennings (Vice Chairman), Harald Tveit Alvestrand, Raimundo Beca, Steve Crocker, Rita Rodin Johnston, Raymond A. Plzak, Rajasekhar Ramaraj, George Sadowsky, Mike Silber, Jean-Jacques Subrenat, Bruce Tonkin, and Katim Touray. Gonzalo Navarro sent his apologies. The following Board Liaisons participated in all or part of the meeting: Janis Karklins, GAC Liaison; Ram Mohan, SSAC Liaison; Thomas Narten, IETF Liaison; Jonne Soininen, TLG Liaison; Vanda Scartezini, ALAC Liaison; and Suzanne Woolf, RSSAC Liaison. This is a preliminary report of the approved resolutions resulting from the Special Meeting of the ICANN Board of Directors, which took place on 19 February 2010. Agenda Discussion regarding Upcoming ICANN International Meeting Rod Beckstrom, Doug Brent and Geoff Bickers led a presentation to the Board on the following topics relating to the upcoming International Meeting in Nairobi: a) the additional measures taken by the Kenyan hosts and ICANN to enhance security; b) the current registration and cancellation figures, particularly noting those who have declared they will not attend; c) the full agenda planned for the meeting, with a commitment to move ahead on relevant decisions; d) the demands and challenges to providing enhanced remote participation tools, to support those who will not be able to attend in person; the need for ongoing monitoring of the security situation; and, e) the ongoing communication with the community. The Board then took the following action: Review of Plans for ICANN's 37th International Meeting in Nairobi ================================================================= Whereas, the ICANN Board approved holding its 2010 Africa meeting in Nairobi during its May 2009 Board Meeting (see resolution 2009.05.21.09); Whereas, the ICANN Board has reconfirmed its commitment to hold the 37th International Meeting in Nairobi, during its January 2010 Board Meeting (see resolution 2010.01.22.01); Whereas, ICANN has continued to receive external information and questions regarding security and has conducted internal reviews and external reviews of the current security conditions following on from recent events in Nairobi; Resolved (2010.02.18.01), the ICANN Board has reviewed and confirms the plans for its upcoming 37th International ICANN Meeting in Nairobi; Resolved (2010.02.18.02), the ICANN Board directs the CEO to continue to communicate widely with the community and provide information regarding the meeting; Resolved (2010.02.18.03), the ICANN Board directs the CEO to report back to the ICANN Board following the 37th International Meeting on the use of the adjustments and approaches relating to enhancement of ICANN's meetings. 10 Board members voted in favor of the resolutions. One board member voted against the resolutions, and three abstained from voting. One Board member was not available to vote on the resolution. The resolution carried. Following on from a board member suggestion to withhold cost information while the Nairobi meeting is still being prepared and planned, the board members also approved a resolution to redact one resolution (2010.02.02.18.04) from the preliminary report until after the Nairobi meeting. The redacted resolution was regarding specific funding authorization for enhanced public participation. General Counsel & Secretary, John Jeffrey agreed that this redaction could be made consistent with Article III, Section 5, Paragraph 2 of the ICANN Bylaws, thus allowing the amount to be withheld until the arrangements are made and the resolution can be posted in the formal minutes of this meeting. Staff will continue to communicate widely with the community regarding the Nairobi meeting in line with the Board's direction and guidance. Meeting adjourned 4.35 UTC.

The date of 7th February was proposed by GNSO so as the Council can consider candidatures while in Nairobi, with the request to not delay it any further, while Chris underlines the value of Nairobi for the identification of candidates. I think that both remarks are fully legitimate, even if your different needs make it difficult to find a compromise. Dear ISPCP members As you are no doubt aware ICANN has posted a call for applicants for the position of volunteer Review Team Members. The GNSO Council will endorse up to six volunteers for the 2010 AoC Accountability and Transparency Review Team. This is a very important issue for all members of the ICANN community and its essential the ISPCP support this initiative. I would like to ask you all to seriously consider volunteering to stand for a position within the Review Teams . If you are interested please respond to the ISPCP list by February 16. Tony

The types of threats outlined in that communication are difficult to assess. ICANN is now reaching out to different parties in Kenya and elsewhere to see if it is possible to better assess the situation, and of course will share any further information with you. Sammy Buruchara, Chairman of the ICANN 2010 Local Steering Committee in Nairobi has already provided the following information: "In relation with the Security threat by Al Shabaab to US Embassy and KICC, I wish to on behalf of ICANN 2010 Local Organizing committee and on behalf of the relevant Kenya Government Security Agencies state the following: The Kenya Government is aware of the Security Threat by Al Shabaab on KICC and on the United States Embassy in Nairobi. Our security organs that include National Security Intelligence Service (NSIS) and Kenya Anti-Terrorism Police have been alerted and will make appropriate security responses to deal with this threat. Through their network of security agents, they have made contingency plans to thwart any possible terrorist plot that will target Nairobi City, including KICC and all the Hotels in which delegates will be hosted, and the US Embassy. I wish to assure ICANN Community that the Kenya Government is committed to ensure your safety during the ICANN event and will take necessary security measures to guarantee the safety of all participants during the Conference." In the most transparent manner possible, ICANN will continue to share information as it becomes available. Just like you, we're processing this information, and seeing how and if we need to update procedures and plans for the upcoming meeting. Sincerely, Doug Brent Information from U.S. State Department "As of early February 2010, individuals affiliated with al-Shabaab al-Islamiya were planning suicide bombing attacks on the US Embassy and Kenyan International Conference Center in Nairobi, Kenya. The individuals were targeting the KICC because it was deemed the largest and oldest building associated with the Kenyan government. The US Embassy was targeted for its support of the Kenyan government. As of early February, the individuals planning to carry out the attacks were living in Somali communities in Kenya. We have no additional information regarding the possible individuals involved in the plot, timing, or method of the attack. This is all the information we have at this time, and we will continue to keep you updated if there are any potential updates."
