Main points from ISPCP Conference call 9th February 2010 1. Update from GNSO Council The GNSO Council voted on a proposal to launch a PDP on registry/registrar vertical integration The ISPs voted against the proposal because of its timing, but the motion was passed. The first meeting of the group formed to progress that work is scheduled for today. GNSO Council are also discussing the formation for the AoC Review Teams and in particular representation from the GNSO community. Volunteers to serve on the review teams are being sought via the public appeal and also from within the GNSO Constituencies. The GNSO have also requested a one week extension of the nomination process. One nominee is required from each of the two GNSO Houses. Concern exists that the call for nominations was launched prior to the conclusion of the open consultation on the process. It was noted that Olga Carvalli has been nominated on behalf of the NC's. The ISPCP will make a call for volunteers. Future Board elections for representatives from the GNSO were discussed, noting that Bruce Tonkin's term ends April 2010 and Rita Rodin's in June 2011. Tony Harris was requested to initiate discussion on this issue within the CSG Executive Committee. 2. Update on issues from GNSO WG's Jaime Wagner reported on progress made within the Prioritisation Working Group. An open meeting planned is planned for Nairobi although final output from the group has yet to be agreed. Tony Holmes reported on the work of the High Security TLD Group where early discussions have resulted in a much better understanding of the problem space, but limited solutions. Tony Harris reported on both the GNSO OSC team and the PPSC Group. The OSC are now working towards the finalization of their report. Although some difficulties remain its envisaged completion is still possible by the end of March. This is required if the timetable for GNSO reform is to be met. The work of PPSC is nearing completion despite a number of issues remaining unacceptable to the IPC in particular. Tony Harris has taken over the lead role in this group for the ISPCP following Greg Ruth's retirement. The ISPCP will reconsider representation on this working group after the Nairobi meeting. 3. Issues for the next GNSO Council meeting No specific issues were raised at this meeting. Another call will be scheduled prior to the Nairobi meeting. 4. Preparation for the Nairobi meeting Tony Harris agreed to Chair the ISPCP meeting in Nairobi. Tony will also undertake outreach efforts with the local ISP community in advance of that meeting. It was agreed the ISPCP would notify the Business Constituency they would welcome a proposal for the BC to organize the Cross Constituency meeting in Nairobi on the understanding that the ISPCP would then assume that role at the next meeting in Brussels. 5. ISPCP comments on the Affirmation Reviews A copy of the draft ISPCP comment on the Affirmation Reviews has been circulated for comment. A quick response is required as this will need to be submitted to ICANN by the 10th February Date of next call TUESDAY 2nd MARCH commencing at 14.00 UTC

The Policy Staff will provide a briefing on Thursday, 25 February, summarizing policy issues across the different ICANN Supporting Organizations. Attendees of the previous Policy Update session, held just before Seoul, reported that the session helped them crystallize their thinking on important issues and made them feel more fully informed as they participated in the international meetings. The Policy Staff will provide the upcoming briefing online at two times, to accommodate various timezones. Dear all, As you remember, on 11-Jan ICANN has posted a Call for Applicants for the Position of Volunteer Review Team Member with a deadline of 17-Feb. According to recent Mail exchange an extension may be granted by 1 week. A WT of the GNSO council is preparing the related application process with regards to potential GNSO applicants. I'd like to keep you informed about the council actions under discussion: * two separate endorsement processes: 1) one for the first review team that has a very short window; 2) one for the long term that could be applied for endorsementof volunteers for future RTs. * ASAP: - notify GNSO community members that the GNSO endorsement process is under development and encourage volunteers from the GNSO to submit applications via the ICANN process - request that SGs, Constituencies and other GNSO groups encourage volunteers from their communities to submit applications via the ICANN process. * 10 Feb: - finalize a draft one-time process for the first Accountability and Transparency RT and distribute to the Council with a motion for Council approval; - publicly post and distribute draft process GNSO groups; - send draft process to ICANN Staff and request that it be sent as soon as possible to all GNSO volunteers with a request that they complete the GNSOrequest for information and send it to the GNSO Secretariat by 17 Feb or as soon thereafter as possible but not later than 22 Feb * 18 Feb: - Council approval of the one-time process; - Council review & discussion of nominees identified to date; - form an evaluation team made up of one Councilor from each SG plus one NCA to rate the responses and report to the Council list not later than 23 Feb; Request that the AoC Review DT continue its work to develop a longer-term process for Council consideration in March or April. * 24 Feb: Hold a brief Council teleconference call to review volunteers and finalize the list of volunteers endorsed by the GNSO for the 2010 Accountability and Transparency RT. Proposed Details for GNSO Endorsements under discussion: The GNSO Council will endorse up to six volunteers for the 2010 AoC Accountability and Transparency RT as follows: Endorsement requires a simple majority vote of each house. Assuming there are volunteers who receive the necessary Council votes, at least one volunteer should be endorsed from each house. No more than two volunteers should come from the same geographical region. Volunteers must not all be of the same gender and at least 1/3 of each gender should be represented if possible. In cases where more than six total or more than one from a SG receive at least a simple majority from each house, ties will be broken as follows, in the order presented: 1) geographical and/or gender diversity; 2) the total votes received; 3) the Council non-voting NCA will be asked to break the tie. I suggest to discuss this at our next call on 10-Feb as well as potential ISPCP member volunteering. Have a nice weekend Wolf-Ulrich

The consultants published an on-line survey <http://www.items.fr/icann_survey.php> a while ago which targets both ccTLDs and all other components of the ICANN community. Its scope is to collect mainly qualitative information which will be used by consultants to fulfill their mission; anonymity will be preserved when publishing. The survey will close on February 15th. Unfortunately, very few responses have been received from non-ccTLDs components of the communities; please consult the ccNSO review webpage <http://www.icann.org/en/reviews/ccnso/> where the ongoing activities are published. As representation of the public interest embodies one of ICANN's key principles, we would really appreciate if you could please participate in the survey and thus help the external reviewers produce a useful and workable report.
