GNSO Council elections and ISPCP conference call

Dear ISPCP members As you're aware a decision was taken to extend the nomination period for the GNSO Councillor's election. During the extended period additional nominations were made and submitted to the ISPCP list. We now need to proceed with the election process with the aim of concluding that prior to the meeting in Senegal. However as we already have an ISPCP Constituency call planned for Wednesday 5th October at 13.00 UTC, I'd like to propose the voting period should start after that call, commencing Thursday 6th October, and ending Wednesday 12th October at 23.00 UTC. That will enable us to discuss the process in more detail and still make the required deadline with ease. You'll receive call-in details for the Constituency call later today and I would encourage everyone to join. As well as discussing the election process we also need to firm up arrangements for the Constituency meeting in Senegal. Regards Tony

Dear ISPCP members Following closure of the nomination period on 22nd September, only one candidate had been nominated and seconded, Wolf-Ulrich Knoben. That leaves the other Council position open. I'm aware from conversations with many of you that the level of commitment required to participate effectively as a GNSO Councillor often appears a little daunting, but it is an extremely important role. On that basis I'd like to propose that the nomination period is extended by one week, now ending on Thursday 29th September at 23.99 UTC. If required the election would then follow, commencing Monday 3rd October, ending Friday 7th October at 23.99 UTC. That still enables us to meet the requirement of announcing our new Council representatives prior to the Dakar meeting and provides the additional benefit of allowing further discussion and consideration by those members eligible to stand for this important position. Unless anyone raises an objection on the list, we will proceed with this revised timetable. As before, please send all nominations to the ISPCP list. If you require more information or wish to discuss any points related to standing for election you are also welcome to contact me off list. I´m very pleased to nominate Jayme Wagner from Brasil to the GNSO Council. During last years Jayme worked very hard in the Brazilian Internet Steering Committee as representative of the ISP´s and in parallel have a very positive participation in the ICANN activities , being present in the most of the international meetings and taking strong decisions on the project of the new Constituencies organization among oothers. Each house is responsible for determining how to nominate its candidate." To allow for the possibility of a timely Council election process in Dakar, each house is asked to submit its nominee for Council chair for the term beginning at the end of the 2011 ICANN annual meeting not later than 12 October 2011. Nominees shall submit a candidacy statement in writing to the GNSO Secretariat (gnso.secretariat(a)gnso.icann.org) as soon as possible after they have been selected by their house and not later than 22:00 UTC on 14 October 2011. A candidate for GNSO Council Chair does not need to be a member of the house selecting the candidate. Should the non voting NCA be elected as chair he/she would be a non-voting chair. The two houses may, separately, select the same candidate from the nominee pool if they so wish. House nominations for Council Chair should be sent to gnso.secretariat(a)icann.org. The GNSO Secretariat will send each House's nomination to the Council list as soon as it is received. Voting Procedure The candidates from each of the houses shall have the opportunity of meeting with Council Members during the GNSO working sessions on Sunday 23 October 2011. (remote participation possible) Voting will take place during the Council meeting in Dakar on Wednesday, 26 October 2011. In order for this to happen, the Council meeting will be split in two parts: · Full Open Council meeting with the current Council. · Seat the new Councillors. I think we could support the motion - unless any ISPCP member having Ry/Rr interests is against * "requesting an issues report to evauate whether a minimum baseline of registration abuse provisions should be created for all in scope ICANN agreements". Strong opposition from the contracted parties house can be expected. Any comments?
