As a reminder, GA meetings will take place on Tuesday, 3 March between 9 a.m. and 1 p.m. The purpose of this message is to: - Request you to send us your GA agenda (Deadline: 31 January) - Ask whether you would like any Staff Briefings during your GA - Highlight relevant text from your RALO's Operating Principles and MOU - Establish your document needs for your GA (Additional Document Deadline: 13 February) AGENDA Could you please send us your draft GA agenda by 31 January? Given that the Summit will provide considerable discussion on policy issues, we request that the GA agenda focus on organizational issues. However, the agenda is of course ultimately to be decided by you in conjunction with your ALS representatives. Agenda items suggested during the NARALO meeting of January 12: - Ideas - better information sharing strategies - issue mapping (Dharma) - Operating procedures - flag those that have not worked well in the past (Darlene) STAFF BRIEFINGS ALAC has requested that RALO chairs/secretariats consider holding a short briefing by ICANN Services Staff to discuss registrar/registry RAA non-compliance during their GA. Can this item be added to your GA agenda? We will arrange for appropriate ICANN Staff to attend your GA for this purpose. At-Large staff are very interested to have the opportunity to speak with your ALS participants about how we can help them with engaging with At-Large activities to a greater degree. For example, what are their specific policy interests? What can be done to facilitate NARALO's engagement? What tools would you like to see developed? Would you like to include such a discussion during your GA or during an informal session? Are there any regionally specific policy issues that may be of interest to your ALS participants? New Top Ten Abused Registrars

Folks, We have just published our follow-up report on the top ten abused Registrars. Much has changed since our first report in May 0f 2008. Who is not on the list is just as interesting as who is on the list. We have issued this report with the assumption that these numbers indicate problems at certain registrars and not necessarily malfeasance. However, 83% of the spammed domains since June or 2008 are held by just 10 Registrars. We contacted each of the Registrars in advance with a list steps they need to take to fix some of these problems, including specifics about the customers who are wreaking the most havoc. Each Registrar (and this is true for any Registrar) was extended an offer of assistance in clearing out problems and removing abusive registrants. So far none have responded to our offer or recommendations. This list may or may not surprise some of you: 1. XIN NET (Second Time at #1) 2. eNom 3. Network Solutions 4. Register.com 5. PLANETONLINE 6. RegTime 7. OnlineNIC 8. SpotDomains (domainsite) 9. Wild West 10. HICHINA Web Solutions Before going into specifics of each case, compare this to the list from May, 2008: 1. Xin Net Bei Gong Da Software 2. Beijing Innovative Networks 3. Todaynic 4. Joker 5. eNom, Inc. 6. MONIKER 7. Dynamic Dolphin 8. The Nameit Co/AITDOMAINS.COM 9. PDR/Directi 10. Intercosmos/DIRECTNIC With the exception of Xin Net and eNom all the other cited Registrars dropped off the list. Why? They were either forced to take action or took action of their own accord. Joker and Beijing Innovative Networks (DNS.COM.CN) were issued breach notices by ICANN, the others were impacted by the public disclosure and modified their behavior. What does this tell us? For one when the system functions as designed we get results. Secondly we can see that a so-called impossible situation can be altered in fairly short period of time. OnlineNic, again

Last month we discussed the OnlineNic situation. >From the minutes: "This is an ICANN accredited registrar that was convicted of cyber-squatting. ICANN should de-register them. Danny would like our rep at the ALAC meeting tomorrow to forward the view that appropriate enforcement action must be taken. Beau has seconded that. All in agreement." Of course, to date, the ALAC has done nothing to specifically address the NARALO concern regarding OnlineNic's accreditation status. No surprise there as the ALAC is as close to useless as one could imagine. Now we get yet another report that OnlineNic has been hit with yet another lawsuit (fourth one by my count) for trademark infringement -- see http://www.rfcexpress.com/lawsuit.asp?id=43567 One has to wonder how many more lawsuits it will take before ICANN recognizes that it has a very bad apple that must be removed from the barrel.
