You're welcome Seth. I don't doubt for a second the existence of a healthy IP Section, either of the Bar Assn or at Richardson, and it occurred to me that while the IP Sections are already amply represented in the GNSO, the Cyberlaw Sections, as well as the sundry LSAs are not, and each would be a reasonable ALS candidate organization with purposes reasonably congruent with ICANN's purpose in having a RALO composed in part of organizations meeting the criteria for certification as ALSes. I suggest finding a temporary home on the net, wordpress or something, and asking Staff to update the record in https://community.icann.org/display/NARALO/NARALO+ALSes to reflect the loss of hiip.org a new home on the net. Dotless domains

In an attempt to getting NARALO back onto discussion of domain name issues that we are mandated to understand (hopefully enough to comment upon in the public interest), I would like to bring your attention to the issue of "dotless domains". Ie, "http://domain" or "http://example" Dotlesss domains were explicitly ruled out of the new gTLD expansion, according to 2.2.3.3 of the Applicant Guidebook. The SSAC has come out strongly against them, in this round or any others, in SSAC-053. Yet Google wants to designate .search as dotless<http://techcrunch.com/2013/04/10/google-wants-to-operate-search-as-a-dotles…>, having applied originally based on the premise that it would not be. Apparently, the issue is still being considered and has not been abruptly rejected as one might have thought. I am still learning about the issue, though at first glance I am puzzled by any move that would seem to retroactively contravene the application rules. I further don't see any great benefit to the public interest that would offset the SSAC's concerns about stability. At the last NARALO face to face letter it was suggested that perhaps NARALO as a body may want to endorse it. The short explanation is that for the past zillion years (in Internet time) the only use of dotless names has been private use on internal networks, and there's a lot of software that assumes that's what they are. Adding global dotless domains would be really flaky. Typical example: http://blah/ means a local host called blah, not the .blah domain. The GAC objected to Google's having .search as a private domain, so Google concocted a dotless hack and sent it to ICANN, who are currently scratching their heads. There are several other applicants for .search so even if ICANN were to decide Google's application was OK, they'd still have to slug it out with the other applicants. NOMCOM June Update

This is to share with you our June 2013 NomCom Report Card. Why is this report card important? Because it is this report that shares about the following: - the 2013 Nominating Committee has completed the first of the traditional three work phases; - at the close of the 2013 application period on May 15, 2013 at 23:59 UTC, NomCom had received 110 Statements Of Interest. This is more than in any one year since 2003 (when 110 SOIs were also received); - the 2013 NomCom has received 12 applications from Africa, 30 from Asia/Australia and the Pacific Islands, 32 from Europe, 18 from Latin America and the Caribbean Islands, 18 from North America. 27 candidates are female and 83 are male. - it is now that the recruitment phase is complete, and the NomCom has moved on to the evaluation phase. A very important work to be done still lies ahead of us and we are all committed to complete successfully and professionally this work on time! My non-technical PoV on the issue finds the issue of dotless domains to be a mind-boggling intersection of search and DNS, which already seem to be converging (from an end-user PoV). Consider Google's Chrome browser (and the Chromium open source version -- which I use -- that forms Chrome's core). It does not make a distinction between a domain name and a search term entered into its single entry field. If you enter "search.com" it will convert that to "http://search.com", but if you enter "search" it will return a Google list of matches (as if you went to google.com and entered "search"). However, if you type "search" into the URL entry field of a non-Google browser (Firefox, Explorer, Safari) results are unpredictable. There are separate windows in these browsers for URLs and searches. What Google is proposing would *force* non-Google browsers to resolve "search" typed in the URL field to "http://search", a dotless domain owned and controlled by Google. It is no wonder that both Microsoft<http://blogs.msdn.com/b/mthree/archive/2013/04/15/gtld-041513.aspx>and Mozilla <http://forum.icann.org/lists/sac053-dotless-domains/msg00035.html>have also spoken out in support of SSAC 053 (and against dotless domains). But it does beg the question of why ICANN hasn't rejected Google's plan (or at best, punt it to the next round) given the sound bases for opposing it. I happen to hold the personal PoV that while the DNS is increasingly valued by the domain industry, its value to the end-user public is decreasing. Alternate roots, QR codes, increasingly sophisticated search engines, social media home pages -- all of these provide end users and content providers with ways to get the content they want without directly typing "memorable" Latin-script domain names. These methods address challenges such as contention, international character sets, trademark infringement and single country control. As just one example, there have been Chinese-language searches on Baidu many years longer than there have been good working Chinese IDNs. I believe that the expansion of the gTLD space -- as currently scheduled by ICANN -- will IMO further erode public trust in the DNS and turn people away from directly using domains at just the time the domain namespace is growing. In this scenario, it is understandable that Google (in its own interest) would seek dotless domains in order to further its dominance of search space even should domain use by end users erode. I do not, however, see public interest in this. IMO the issue is premature for discussion at the next NARALO meeting unless there is time left after existing business.
