She's been lurking on the list since before Durban and somehow none of you have managed to scare her off. ; > She has a breadth of experience in IT management and user research. We've been working together on a research project for several months now and I've found her to be smart, even-handed, and reliable. She's new to Internet policy, but keen to learn more. Capacity Building Working Group Report

Hi all, We’ve just finished a Capacity Building Working Group conference call and here is what we discussed. Please feel free to comment. Survey It was discussed as to whether the Capacity Building (CB) survey should go out separately from the ATLASII survey since the CB survey is rather long. However, both surveys are urgent. Some felt (as I did) that this would be confusing to the ALSs – being hit with two surveys almost simultaneously – and that the response rate would suffer. It was decided that the CB survey be shortened and then combined with the ATLASII survey in order to prevent this. This should be finalized by the end of next week. It will be mandatory for each ALS that wishes to go to the Summit to complete this survey. Capacity Building for the Summit We need to provide periodic learning modules to the ALSs in preparation for the Summit and also to respond to specific needs for specific programs/needs. We still must decide on the frequency of the modules coming out. We will use all tools available for CB (mailing lists, webinars, etc.). We will be defining these needs and defining the programs to address the needs. We will then give these to the ICANN Academy should they wish to use them. This will avoid duplication in work and be more efficient. Teamwork It was felt that we need to ensure that the CBWG work very closely with both the ATLASII WG and the Secretariats Group. We need the efforts of all three groups working together for the Summit to be successful so that the ALSs will be ready for the Summit. The Secretariat group needs to be on board to encourage their ALSs to respond to the survey. We also need to define a deadline for the survey and ensure that it is in line with the deadline for the ATLASII survey. This number reflects a growing interest for ICANN leadership positions, and also the strong outreach efforts by the 2013 NomCom. I want to thank all candidates and encourage those whom we could not select this time, to keep up their interest in ICANN.**** The 2013 NomCom was committed to striking a new balance between the imperative for confidentiality and protecting the privacy of the candidates, with the need to ensure that the NomCom processes are up to ICANN standards of openness and transparency. Accordingly, while maintaining strict confidentiality of candidate specific information, we held NomCom meetings in Beijing and Durban that were open to all community members, both in person and online. Finance and Budget Committee Conference Call Report

Hi all, I was just on the Finance and Budget Committee conference call. Rob Hoggarth, Senior Director, Policy Development Support, ICANN and Janice Douma Lange, Outreach/Engagement Manager were leading the call. The call mainly addressed the requests made by the regions for the Fast Track for this fiscal. Basically, the request from Garth Bruen for funding for outreach efforts (https://community.icann.org/download/attachments/38045783/18-NARALO+FY14+Bu…) was denied. However, they used two overarching themes when looking at all requests, which are: - Outreach should be handled by ICANN staff with consultation with the region - Grants – to be coordinated and managed by staff and not by the community There was also an announcement of a new Regional Outreach Pilot Project. There will be regional funding for resources for outreach however there still needs to be a conversation about implementation. The actual announcement with details about this program be made in the next couple of weeks. There is also a reluctance from ICANN to start supporting "new" travel - which would be travel to other events in order to promote the region. There also needs to be more guidelines for requests and more work with staff to hone them better. Staff will be working on this. The idea is to build programs that all groups can benefit from while also doing regional strategies to address specific needs. They’ll never have the budget to accept every request but if all work together, most can be covered. One problem that affected us this fiscal was that the strategic plan did not come out in time so it was very difficult to put in requests that were in line with it. Requests had to be based on the previous strategic plan. Sylvia raised the point that better communication needs to happen between staff and the regions so that this doesn’t happen in the future and they will be working on this. So, although our request was denied (which is disappointing to say the least) ICANN is attempting to address our requests by improving the system over-all. D Darlene A.
