Information needed for NARALO At-Large Structures (ALSs) Newsletter

@All: I am in the process of developing a monthly Newsletter for the region. The purpose for the Newsletter is to keep everyone abreast of individual ALSs updates and to provide another channel of communications that goes beyond our monthly conference calls, emails, and Skype chats. This newsletter will feature recent news, past and upcoming events (picture are very welcome), and any updates that you would like to share with the group. I’ll be keeping this newsletter down to two pages and envision the first iteration to come at the beginning of May 2015. Please send me any images, brief updates, or event information (past, present, or future) that you would like featured in the May newsletter. Updates should be kept down to two or three lines. For event information please send me the pertinent event details or point me to a calendar so that I can pull it from there. I look forward to receiving and sharing all of our ALs news! There is no doubt that it could have been more precise to ensure no confusion from that perspective, but I am afraid it would have led to it being even more confusing to most other people. Darlene, as the person that oversaw the NARALO leadership changes to accommodate Garth's leave-of-absence, I have a reasonable amount of confidence that no rules have been violated. On 10 December 2014, Garth requested a leave of absence. See http://atlarge-lists.icann.org/pipermail/na-discuss/2014-December/008462.ht…. As there was not a NARALO Teleconference scheduled until mid-January, on 10 December 2014 I requested a Call for Consensus to effect the changes. Specifically: Evan would become Acting Chair Judith would become Acting Secretariat See http://atlarge-lists.icann.org/pipermail/na-discuss/2014-December/008465.ht…. A scrupulous count of ALSes supporting the Consensus Call was kept, and on 16 December 2014 Staff announced that a decision had been reached and the changes took effect. See http://atlarge-lists.icann.org/pipermail/na-discuss/2014-December/008498.ht…. Note that the Operating Procedures make reference to the person "fulfilling the role of Secretariat" not being Chair. Once the changes took effect, Evan was no longer fulfilling the role of Secretariat and so could legitimately act as Chair. As per Garth's request, the changes were to last until the NARALO Teleconference scheduled for today, at which point they were reversed. A second ALAC selection process

In view of Glenn McKnight's recent resignation of his position as ALAC Member effective at the end of the ICANN 54 meeting scheduled to be held in Dublin *(* http://atlarge-lists.icann.org/pipermail/na-discuss/2015-April/008652.html *),* his ALAC position has become available for the completion of his term – AGM 2015 until AGM 2016. As described in my "Adieu" message ( http://atlarge-lists.icann.org/pipermail/na-discuss/2015-April/008640.html <http://atlarge-lists.icann.org/pipermail/na-discuss/2015-April/008640.html> ), I suggested that this slot be filled by Alan, and received numerous comments supporting this plan of action. In light of this, I now open nominations for this position, and nominate Alan Greenberg. I made a message to this effect yesterday, but did not sufficiently explain the required process in alignment with our procedures. I am proposing that we waive our normal 30 day nomination period so that this selection can be complete on 9 of May, in time for our normally scheduled May NARALO meeting. Hello all, I will announce this formally on the call in a little while but I will NOT be seeking the NARALO Chair again this year. I have a number of reasons. First, my absence was well covered for by Glenn, Evan and Judith. It would not be appropriate for me to seek the chair again after being out of service for so long especially when others are proving themselves valuable and capable. Regarding Eduardo's comment (wearing my hat as the drafter of the last several Operating Principles revisions), the Operating Principles are silent, so as long as there is not a significant number of objections, I would think that it would be deemed to have been decided by consensus. Without Further Adieu

Hello fellow NARALOers, As some of you may have seen by now from my social media messages and a post in the ALAC Skype chat, I have taken on a major career change. I am moving to Geneva and will be supervising a network of technology centres around the world for the United Nations High Commission er for Refugees. It's a fantastic opportunity that gives me the opportunity to help repair lives and give new skills. It's also much further away from Internet Governance than what I have been doing of late , and the nature of the work will make it increasing difficult for me to attend to the normal duties of At-Large leadership. As it turns out, the timing of this has worked well since Garth Bruen is returning from his leave of absence this Monday. And because of the ARIN meeting this weekend (which I am attending thanks to the CROPP program) I may not even be able to fully attend the entire NARALO call on Monday. As a result, I am tendering my resignation as NARALO Secretariat, effective immediately. With Garth back and Judith already in place as Interim Secretariat while I have filled in for Garth, I know that things are being left in good hands. I have already indicated to Constituency Travel that I will not be attending the Buenos Aires meeting. ... Now, as I move on I would like to address the selection of new leadership positions for the North American Region that will be opening very shortly. Specifically, I would like to recommend to the region some changes in advance of the coming selection process. I am proposing -- with their awareness and consent -- that: - Glenn leave his ALAC position and become a candidate for Chair of NARALO - Alan leave his Nominating Committee appointment on ALAC and be selected by NARALO to take over the remainder of Glenn's term on ALAC My rationale for this unusual request is as follows. In what I have seen of Glenn's capabilities within At-Large I believe that his talents -- which are extensive in the realms of outreach, inclusivity, an increasing community involvement -- are best focused by leading NARALO than from within ALAC. In the case of Alan, as you know he is Chair of ALAC, and he is phenomenal at the task. However, it is highly unlikely that the NomCom would choose him for a second straight ALAC term ; so I am concerned ab out Alan's ability to be ALAC Chair for multiple term s, which is hindered by following the NomCom path. The ALAC has benefited greatly from previous Chairs who have been able to serve multiple terms and then also stay on long enough to mentor their successor. I would like to give Alan the best possible opportunity to do this. So it is the combination of these two points -- NARALO's need for Glenn, and the ALAC's need for stability and continuity through Alan -- that has led me to suggest the above two changes, in addition to the various placements that need to be addressed in the coming weeks. It is my understanding that both Glenn and Alan are comfortable with the above proposal, and that Garth has indicated that he does not intend to stand again for Chair. So I ask for your support of them in advancing these changes, to supplement the regular leadership selection process that is to come. When the appropriate time comes I will be happy to make the appropriate formal nominations. ... So it's à bientôt, but not au revoir. I'll still be involved in some working groups, seeing through things I started, but not as Chair. The ALAC Chair has a (flexible) tradition of trying to stay out of the "politics" of selections, both for the ALAC and RALOs. I am going to violate it in this case, and will explain why. NARALO has a sort of tradition of using the NomCom delegate as a staging area for volunteers to get actively involved with ICANN. That is, we have taken people with relatively little active involvement and recommended to the ALAC that they become NomCom delegates. This is a sharp contract to what most other groups do - choose their NomCom delegates from among their most seasoned veterans - those very familiar with both the sending body and ICANN as well (politics and all!). And they often send the same person multiple times (of course factoring in the NomCom term limit rules). This has several potential results: - The person has a pretty steep learning curve related to ICANN overall and given that; - Depending on the person's history, they may not have a strong background in At-Large in general (although generally a long-time background participant); - They do not have a strong history of regular engagement with ALAC and often tend to "disappear" into the NomCom (and I am quoting a former NARALO NomCom delegate here!) All of these can make the person less effective in their NomCom work and less effective in achieving good results from an At-Large perspective. Given those issues, we have been REMARKABLY well served by our recent NARALO-recommended delegates, and nothing I am saying is a criticism of those people. But I think that we need to re-think our methodology. I would like to nominate Eduardo Diaz as our NomCom delegate. He has previously served on the NomCom for two years, and as a departing ALAC Member, has strong ties with ALAC and At-Large, and particularly NARALO. Overall, he has the history and perspective to be a very strong NomCom delegate.
