John and all, I fully agree with Evan's statement that full compliance with the RAA's is necessary and that ICANN hasn't seen to that unless after the fact. Further, I as Danny, Wendy, and others as part of the RAA-WG pointed out time an time again, that several new clauses to address glaring problems/issues need to be added to amend the RAA's as well. These should be well known as to what they are by now. John, no offense personally to you but it would seem obvious that the GAC reps. also represent users/citizens in a broad and somewhat removed sense as well, although they are appointed not elected representatives. So as pleasing or displeasing as this may be, we should all bare this in mind in respect to the GAC. North America - Pre ICANN meeting consultation

New GTLD Policy and Implementation Planning - Objections

Dear All: After the briefing yesterday, there is a lot of interest in what kind of objections it will be possible to register to new GTLD applications, and the way in which objections can be handled. The discussion on this as you know has moved forward today :) As you may know, the New GTLD Policy was developed by the GNSO over a considerable period of time. The objections element was the subject of intense debate and negotiation. I have asked internally to see what information is available to give some context to this area of the policy, in order to help ensure that everyone has a common understanding. This would especially help those of us (myself included!) who were not participants in the negotiations that led to these provisions of the policy the GNSO adopted. I will let you know what I can find for you. I know there are strong feelings on this subject. Many of you will be present in Paris for the New GTLD Policy and Implementation Planning Briefing. This will be recorded in spanish, french, and English. We are also translating the powerpoint used during the briefing. I feel sure that the additional information will help everyone evaluate the objections element to the policy - though that does not mean that it will necessarily change any opinions about these parts of the process. I hope these efforts will prove useful. I do encourage everyone to listen to the briefing from yesterday once we post it (which should be imminently). Speaking of legitimacy, once you apply I can't WAIT to see the Due Diligence report on you and your "organization". So, put your money where your mouth is and apply! I sincerely look forward to it. In case you did not get this Email today, please find below the Email sent by the At-Large Staff Dear All: You will have received At-Large Staff¹s (Frederic Teboul¹s) recent email asking some questions of you as a member of the At-Large community and some of you have already replied. As there have been a few questions about the message, we would like to provide some additional information. Firstly, we want to emphasize that this effort is meant to be a collaborative process we are asking you to provide information so that we can combine your answers with others in the At-Large community and create a summary of the community¹s views on how its involvement in ICANN can be better supported. We will share the aggregated input with you, along with an analysis of the trends that we see, and our thoughts on how we might collectively Staff and community - respond to the Regional At-Large Organizations¹ needs to support greater involvement in ICANN. After community discussion and concurrence, an Action Plan will be publicly posted and implemented. To be clear, the questions you have been asked to respond to relate only to the At-Large community and its involvement in ICANN. To avoid any confusion, we are re-stating the questions below, and would appreciate receiving your thoughts. This exercise is part of Staff's ongoing effort to better serve the At-Large community. It is not related to the completely separate and independent ³ALAC Review² currently being conducted under the auspices of the Board as part of their process for reviewing all ICANN structures. We know you are all busy and that you volunteer for your At-Large group and ICANN in your spare time. On reflection, we therefore think the original deadline was overly ambitious. It would be a great help if we could get a good set of responses on or before the end of the Paris ICANN meeting (25th June). This will allow us to move on to the next steps in the process mentioned above in due course.
