For those who don't already know this, the African ALS Community finished their MoU with ICANN and it went off to the Office of the General Counsel late last week. The European ALS community will also be meeting in Lisbon and are committed to finishing work on their MoU and Bylaws there - making three (!) new RALOs at one ICANN Meeting. We could not complete the selection of new ALAC members and officers, but agreed with the selection schedule, including the nomination starting shortly, for a week, etc. The official announcment should come any time soon together with the minutes of our meeting. As one of "interim" members of ALAC together with Ms. Hong Xue from AP region, I personally feel greatful to all the support and active involvement of all ALS members here in our region, as well as staff support, and also all the friendly advices and suport from larger ALAC friends in other regions and othe ICANN community memebrs. Nom-com designated Siavash did the great job of charing the session of the entire day. Special thanks to Siavash! SESSION DESCRIPTION Telecommunities Canada is exploring ways to increase public participation in “Internet Governance” issues. One opportunity we see involves working with and through the Internet Corporation for Assigned Names and Numbers (ICANN). ICANN is a private sector, non-profit corporation with technical management responsibilities for the Internet's domain name and address system. In understanding the interests of individual Internet users (referred to by ICANN as the "At-Large" community) they rely on an At-Large Advisory Committee (ALAC). ICANN is in the process of encouraging the formation of the North American Regional At-Large Organization (NARALO) to be a forum and coordination point in North America for public input via the ALAC. Response to the Ombudsman's report

It appears that the Ombudsman's "report" has been posted publicly. Here is my personal response: The Ombudsman is quick to extol the virtues of Ombudsmanship (Report, p.15), but slow to put them into practice. He praises the flexibility and equitable alternatives open to an ombudsman, as distinct from a court of law, then treats the At-Large Advisory Committee like the hostile target of a grand jury investigation with no opportunity to respond. Using selective quotation from interim drafts circulated on internal lists, he paints a skewed picture of the Committee's processes and conclusions, and therefore misses some of the key facts in the dispute. The Committee does not deny responsibility for some delays. At the same time, the Committee was often barred from more rapid response by its ICANN-appointed staff, who unilaterally blocked Committee publication of vote results and then sent notifications to applicants without offering the Committee any opportunity to review or correct them. Dear all: Since a query was raised about the possibility of the Nominating Committee having a potential role in the appointment of NA ALAC Reps, I wanted you to see the reply by Dan Halloran in respect of this point. The quotation is my question; his outdented text below is the reply. Please note that the query below that is in reference to when ALAC members must be elected post-RALO formation; I've included this here, as it may be of use: -------- > If a region wishes to adopt a procedure to require consensus in > choosing its two regional ALAC members whereby, if consensus cannot > be reached, the decision is referred to an entity external to At- > Large, can they do this? The Bylaws specify that the NomCom picks 5 out of 15 ALAC members, and it would not be appropriate to grant the NomCom more selections by ceding them from the RALOs. Also the ALAC is responsible for picking 5 out of 17 members for the NomCom, and we need to avoid any drift towards "circularity" in all these committees. (Perhaps something could be worked out with the NomCom where they would share information about willing and qualified but not-selected candidates?
