A preferable approach would be one that documents the issues, and comments in an open and transparent fashion. Keeping the discussion on the list, or an open site like a wiki and/or a blog would be , in my opinion the way to do it. The Toronto meeting this past June identified that there is a large gap in knowledge about ICANN in Canada . More specifically user groups in Canada have "heard" about ICANN, but really don't know much about how it operates nor how modalities for engagement and involvement are structured. Further outreach, engagement and background information is needed before organizations can decide if they wish to engage in the formation of a NA RALO. Is a NA Ralo being rushed, or now - well, that's the question. What to do ... well, let's hear from both sides , and then let people decide on their own if "past issues" in fact still exist - or if we are in fact dealing with a better and more open ICANN. Individual participation

I've edited the wikis to allow individuals who are not members of ALSs to serve in ALAC positions. I would also open discussion on whether we've accounted for all the other ways unaffiliated individuals might participate. For example, if the RALO made an outreach effort, it could wind up with many more individuals participating as individuals than are members of any ALS, and it might make sense to increase the number of assembly seats proportionally. Dear All: I am happy to inform you that each of the regional URLS: www.afralo.org For Africa www.apralo.org For Asia-Pacific www.euralo.org For Europe www.lacralo.org For Latin America /Caribbean Islands www.naralo.org For North America All now point to the regional Wikis which began to come online in November/December 2006. This means that the ALS community in each region will be able to edit and manage the regional online home and the information it contains, whilst members of the public will be able to see the regional online home sites with the information which the region itself has decided should be made available. All ALSes should have received user accounts - if anyone does not have access to your regional site please let us know at staff(a)alac.icann.org. Of course ICANN At-Large staff will help to maintain sections related to forms, minutes of meetings where we are involved in taking minutes, providing FAQs, etc - in consultation with the regions themselves. It seems to me, with the views stated below, that having a XXX TLD would be a good thing, then. If things play out as below, it would make content blocking by parental control software that much more effective. Nothing is perfect, of course, but it might improve things somewhat. Within a year after its introduction, I am fairly certain you will see legislation in the United States requiring that content deemed offensive to minors be served only from host computers addressed by .XXX domains. Back in 1990s, the U.S. Supreme Court struck down the infamous "Communications Decency Act," but in a concurring opinion Justice O'Connor opined that a future law which zoned offensive content into a specific place (i.e.,.XXX) might be acceptable. After the U.S. passes such a law, other countries will do the same. Then the countries that have such laws will try to convince other countries to adopt such laws, and we'll see treaties, trade agreements and other international mechanisms for getting everyone on the same page. (Sort of like the way we've seen the U.S. and Europe pressure other IP rights.) But I don't think you can do this before you have the TLD, especially not within ICANN fora, or else it will never get done. The programme is aimed at young professionals from diverse stakeholder backgrounds in IG-related fields and is open to individuals from all around the world. Participants from developing countries are eligible to receive full scholarship support The programme includes an online training phase, a research phase, and capacity building fellowships will be awarded to a number of participants in the programme. The eight-month programme commences on 1 March 2007. The online training phase runs from March to July 2007, followed by a research phase from July to October 2007. NARALO issues

Hello all, Some remarks: 1. Countries in NARALO Using http://www.icann.org/montreal/geo-regions-topic.htm we can see that the countries in ICANN's North American region include: * American Samoa * Canada * Guam * Northern Mariana Islands * Puerto Rico * United States Minor Outlying Islands * United States * Virgin Islands, U.S. 2. NARALO's official languages To answer Bret's remarks about languages, I agree that much of the communications in the NARALO community will be in English, as email list activity will most probably continue to be in English only. I also agree that in order not to unduly limit the org or person responsible for the secretariat function (which by the way should, in my view, be funded by ICANN), they should be allowed to rely on translation services. They should, however, be sensitive to multinlingual issues and be able to answer email and accept ALS applications in the official languages we will decide on for the NARALO. I suggested English and French for our official languages because they represent the union of official languages in Canada and the US. However, given the 6 other countries that are part of our region, we may need to define other official languages, as Samoan, Spanish and Philipinos (amongst others) are spoken in these other countries and may be considered official languages in them. Or we could wait to have ALS's from those countries and see then. In any case, I suggest we limit ourselves to official languages. 3. Responsibilities of the NARALO Regarding exactly what the NARALO will do, we should refer to Section 5 of the NARALO MOU. Points 5.1 and 5.2 (outreach) could allow for very broad-reaching activities, so the NARALO's role isn't necessarily as limited as electing ALAC reps and acting as an information relay between ICANN and ALS's. ALAC Committee - Liaisons to other constituencies and processes

Hello everyone! An interesting discussion has started in the European At-Large community list and considering the nature of the conversation I thought it would be sensible to acquaint those of you not following this discussion (there are many from other regions listening in) with an element of it. For those who are not aware, the At-Large Advisory Committee has the right to appoint a number of liaisons, and in the case of the NomCom, a number of actual members, who participate in the work of the other communities and key working groups and report back to ALAC on what is happening, as well as taking the view of ALAC, and by extension the At-Large community, back to those other constituencies. These positions therefore represent important opportunities for the point of view of the At-Large constituency to be represented, though there are various perspectives about how effective these positions can be, for a whole variety of reasons, which I hope those who have views will express for a more complete and rich debate. A question was raised about who is eligible to fill these positions: members of the ALAC only, or anyone. ICANN's legal staff were asked to provide a view on the subject, and have done so, making clear that since the Bylaws do not require membership in the ALAC in order to, for example, be the ALAC Board Liaison, it is for the ALAC to decide the manner in which these positions are appointed, elected, or otherwise filled. This is in line with ALAC practice, having had Bret Fausett, a non-ALAC member, as GNSO Liaison for some years now. The discussion has moved on to a request that there should be set rules of procedure with respect to these appointments, so that the community could see transparently who was being nominated, how they were being nominated, and on what basis selected. The ALAC did resolve to compile draft procedures relating to these matters, with Vittorio Bertola volunteering to take on this task. There are quite a few liaison positions. The posts are as follows: (5) seats on the Nominating Committee (out of a total of 17 voting members) (1) liaison to the ICANN Board (1) liaison to the GNSO (1) liaison to the ccNSO Additionally the following ad-hoc appointments/liaison positions currently exist: (1) liaison to the IDN Working Group (1) liaison to the WHOIS Working Group (1) liaison to the President's Advisory Committee on IDNs The provisions of the Bylaws with respect to these matters can be found at: http://www.icann.org/general/bylaws.htm. Article XI,s2(4) contains provisions related to the ALAC. Provisions related to the appointment, revocation of appointment, and/or reappointment appear in various places in the Bylaws in respect of the ccNSO and the GNSO, but in both cases, the ALAC may appoint, reappoint, or revoke an appointment, of its liaisons as it pleases and no term is defined for either. Note that there are particular provisions for the Regional At-Large Organisations to provide input into the appointment of the five voting seats on the Nominating Committee - with RALOs in later stages of formation in many regions, you may wish to consider how to provide input to ALAC with respect to these positions in due course. There is one seat per Geographic Region as defined by ICANN.
