URGENT: Issue related to the ICANN63

The gist is that we ended up with the ICANN63 Engagement session in conflict with the RyG session on Innovation in Top-Level Domains and the RySG is asking us to move. So I am adding Paul, the RySG Secretariat, GNSO-Secs and Tanzanica as well a RDS-WHOIS2 Leadership. The RDS-WHOIS2-RT Engagement session was initially placed in conflict to the Welcome Ceremony on Monday morning. That was judged to not be acceptable. We were then offered a session later that day, in opposition to an EPDP session. That was problematic at the very least for the two RT members who are also EPDP members (myself and Stephanie Perrin). That EDPD session was later designated as a HIT session, but was problematic before in any case. There did not seem to be a lot of other opportunities and the Ry session time-slot in question was one that looked viable if not optimal. As far as I recall, the SO/AC/SG... leaders group agreed that no sessions would be officially non-conflicted, but that we would schedule them early enough so that when the rest of the schedule was set, we would know what, if anything, was in conflict. At this stage in scheduling, moving the session is problematic: others may now be planning their detailed agenda based on the current schedule, and it is far from clear that there are other viable options. I agree that there is a possibility of confusion on the part of ICANN63 attendees and propose the following to circumvent this. Speaking solely on my own behalf, I would suggest that we make sure that the Engagement Session description makes it clear that this is NOT a GDPR or EPDP session, and that at the start of the session we re-iterate this to allow people who are there due to a misunderstanding can go down the hall to another session. My two Vice-Chairs are seeing this for the first time and can comment if they wish, and I will raise the issue with the entire RT (with representatives from the GNSO/GAC/ALAC/Board) for their thoughts. Also, the Innovations session planners hope that GAC reps and others who have misgivings about new gTLDs will attend their sessions and come to see how the 2012 round was beneficial and future rounds should be, too. Regarding your suggested update to Data Accuracy findings section, I reread the report and there seems to be a difference between what appears in the Executive Summary and what stands in the body of the report (see below). I have included your suggested edits in the slides deck. “Data Accuracy: WHOIS1 Recommendations #5-9 dealt with several issues related to RDS (WHOIS) accuracy. The implementation of these recommendations resulted in a significant effort on behalf of ICANN Org and there is now a better understanding. However, there are still many gaps in our understanding of accuracy issues. Although the syntactic accuracy of data has improved, it is less clear what the impact has been on whether the data allows identification of and contact with registrants. GDPR may ultimately obscure accuracy even more by making it more difficult to assess whether the data within the RDS (WHOIS) repository is accurate or not. Syntax and operability accuracy have been improved. * RDS (WHOIS) identity accuracy checks have not yet been implemented within ARS project, not clear whether the data allows identification of and contact with registrants. * Considerable ARS-generated tickets closed with no action because the RDS (WHOIS) record changed in a relatively short period of time (4-5 months). * Registrar’s contractual obligations for RDS (WHOIS) accuracy have only been passively enforced. * RDS (WHOIS) accuracy for domain names that utilize Privacy and Proxy Services is unknown. * GDPR may ultimately obscure data accuracy within the RDS (WHOIS) * Not implemented: 1 rec. * No metrics-based assessment of RDS (WHOIS) data quality improvements. Planning/Reports • WHOIS1 Recommendations #15-16: addressed the need for planning and reporting to carry out and track implementation of WHOIS1 recommendations. • Partially implemented: Plans and reports were done. • Not as complete/useful as intended, the reports were more activity-based than outcome-based, without sufficient underlying facts, figures and analyses. Dear review team members, Congratulations, we are pleased to let you know that the Registration Directory Service (RDS)-WHOIS2 Draft Report was published for public comment: * Announcement : https://www.icann.org/news/announcement-2018-09-04-en * Public comment page: https://www.icann.org/public-comments/rds-whois2-review-2018-09-04-en The Executive Summary will be translated in the 5 UN languages, translations will be available on Friday 7 September. Community will have the opportunity to submit their input until 4 November 2018, either via email or using the suggested template<https://www.icann.org/en/system/files/files/draft-rds-whois2-review-comment…> available on the public comments page. A webinar will be scheduled for 17 September 2018 at 15:00 UTC and 21:00 UTC for the review team to present its Draft Report. Participants will have the opportunity to provide feedback and ask questions directly to the review team. Two calendar invitations were sent earlier today to the review team for each session. At ICANN63, review team members attending the meeting will update and seek Community’s input on the Draft Report at the Engagement Session, and during any potential discussions that will be scheduled with community stakeholder groups.
