Hi Phillipe, Thanks for your response. I believe the survey was originally designed to reflect the criteria used in the call for volunteers, which is also focused more heavily on GNSO/PDP knowledge than GAC knowledge, as these are the criteria the SSC is expected to apply in evaluating applications. In going back to the call for volunteers and application form, I did notice that there is a question in the application form that is not reflected in the survey: " Please describe your familiarity with GAC processes, including GAC engagement in GNSO policy development." Would it be helpful to add a question to the survey that says something like "Based on the application materials and your own knowledge about the candidates, please rate the candidates' familiarity with GAC processes, including GAC engagement in GNSO policy development." ? For question 5, would it be clearer to add the following text proposed in parenthesis: "Based on the application materials and your own knowledge about the candidates, please rate the candidates' availability to participate in GAC meetings during the course of ICANN meetings (in person, if physical meetings are held, or otherwise remotely) and also, where applicable, intersessional meetings." ? I took a look to see if SurveyMonkey allows for this type of weighting, and unfortunately, it doesn't seem to support capturing that additional layer or nuance quantitatively. There is an open text box at the end of the survey, however, so if members wanted to do so, they could comment on their confidence in their responses, based on their own level or knowledge of the candidate and/or the level of detail that the application materials provide. This could be taken into account qualitatively as the Working Group discusses the candidates and reviews the poll responses. It is also possible to add additional text boxes if that would be helpful. Follow-up on yesterday discussion

Hi all, Thanks for a productive discussion yesterday on the SSC call and thank you to those who flagged that there is an ambiguity in the text of the call for volunteers that was adopted by Council. Council leadership had a discussion about the ambiguity, the RySG’s interpretation, and the next steps suggested on the SSC call. Working with staff, we did some additional research to confirm both the intent of original recommendations coming out of the GAC-GNSO Consultation Group (whose outputs serve as a basis for the role and associated documentation) and the call for volunteers process as implemented in previous years. While the current text in the call for volunteers may be less clear than it should, we understand that the Consultation Group’s intent, as reflected in its outputs and implemented through previous application processes, is that applications should be channeled through SG/Cs and not be submitted by individuals. Based on this, we have directed staff to clarify the process and provide a one week extension to SG/Cs, and have approved the following message to be sent to the SG/C leaders: "There has been a request to clarify who may submit applications for the role of GNSO Liaison to the GAC. The leadership of each Stakeholder Group / Constituency has the opportunity to submit the application of one or more candidate(s) it supports for the role, but it is not required to submit any applications. Consistent with the original recommendation of the GAC-GNSO Consultation Group and previous practice, applications will not be accepted from individuals for this process. If an individual attempts to submit an application, they will be requested to contact the leadership of their SG/C. The deadline for submitting applications has been extended to 7 September 2020 to accommodate SG/Cs who may need additional time to consider candidates before the deadline." SSC practices regarding recordings, meeting notes, and other selection process materials: -- As a default the SSC errs on the side of transparency. -- This means calls are recorded and posted on the wiki. -- Meeting notes are taken but some details are not captured, although they are in the recording. -- Posted to wiki unless the information needs to be private, in which case we can post on a private wiki. -- We will use a survey tool and the results will be posted to the wiki. 3. Review of assignment – GNSO Liaison to the GAC (https://community.icann.org/display/GSSC/GAC+Liaison+-+2020) -- This is an interesting role. -- Need to know what is going on in the GNSO Council and the PDPs, but also the internal work of the GAC. -- In the meetings the person will be very busy, especially at ICANN meetings – two or three places at the same time. -- Question: Is anything missing in the Call for Volunteers in the description of the role? Answer: All of this text was adopted by the Council when the role was launched as part of the consultation process between the GAC and the GNSO. So it has been released in the same form. Any changes would have to be adopted by the Council. This is a formal document. -- Question: How much is a GNSO role and how much is a GAC role – what percentage? Is this a non-voting role? Answer: 80 percent of the time should be spent in the GAC room at ICANN meetings. Yes, it is a non-voting role. Between the meetings there isn’t much GAC work. Between meetings it is more GNSO and at ICANN meetings it’s more GAC. Can attend closed meetings if invited. -- Between the meetings the person can participate in the national pre-meetings, before the ICANN meetings. -- Question: Now that meetings are virtual, are there things that have become more difficult? Answer: Depends on the person coming in and how familiar they are with the GAC and the members. You need the network. If you are less familiar you need to be talking to people, which is harder now. But the meetings are easier because there are fewer conflicts. -- Now there is much more engagement between the leadership teams. The next year the role will likely be redefined and the new person will be involved in that. 4. Selection process Proposed Timeline: * 20 Aug – 1 Sep: SSC develops a survey tool with a series of questions reflecting qualifications and criteria established in the call for volunteers * 1 Sep: Deadline for SG/Cs to submit applications on behalf of candidates. * 1 Sep – 7 Sep: SSC members individually review applications and complete the survey tool with their assessment of the candidates. * 7 Sep – 7 Oct: SSC meets and collectively reviews all the applications and any other materials relevant to the selection process, discusses survey results, and seeks to reach full consensus on a recommendation. * 8 Oct: Target date for finalizing full consensus recommendation (motion deadline for 21 Oct GNSO Council meeting is 11 Oct). -- A week for the SSC members to review the applications and complete the survey tool. -- Goal is to reach full consensus on a single candidate. -- Goal is for the GNSO Council to consider at its 21 October meeting. Selection Process: -- Survey tool is used for the evaluation. -- Need to decide what will be in the tool, based on the 2017 process: https://www.surveymonkey.com/r/Preview/?sm=OFikUjTbv3tn4wK_2B5Sra1TjWONWOqE… -- SGs/Cs will be submitting candidates up until 01 September. Candidates should only come via the SGs and Cs. -- Need to make it clear that only candidates coming via the SGs and Cs are eligible. This came up internally among staff and it is our understanding that the applications will be sent through SGs/Cs. If a person sends in an application as an individual the GNSO support staff will direct that person to submit via the SG/C. -- Could put a question into the survey tool? That the person is supported by an SG/C. Could use it as an evaluation factor/criteria. -- Applicants could come outside of SGs/Cs, and the SGs/Cs would be asked to endorse their candidates. -- No individual applications have been received. -- In 2017 it was enforced that the candidates had to submit via the SGs/Cs. So taking candidates outside of SGs and Cs would be a change. -- Just a note that the call for volunteers does not say that SG/Cs need to submit only a single applicant and also doesn’t say that by submitting an application it is providing a formal endorsement.   -- Question: Do we want to include language ability in the survey tool? Answer: We might put that as an evaluation criteria in the form. But we can’t verify those skills. ICANN GNSO SSC wake-up

Dear Standing Selection Committee members, As you might have noticed, the GNSO Council has tasked the SSC with recommending a candidate for the incoming GNSO Liaison to the GAC. The call for volunteers opened at the end of July and will close 1 September. We should schedule an SSC meeting in the second half of August to go over the assignment and agree on the selection process. The staff will soon send out a doodle poll to find a suitable time - I am aware that a lot of people, especially in Europe, might still be on vacation, but hopefully enough of us are around. As I am sure you are aware that we are actually looking for a successor for me in the GAC liaison role, I am also asking anyone who feels my involvement is a conflict of interest or are uncomfortable with me being involved to speak up, either to the whole SSC or confidentially to Carton or the staff. I do remember that when I was selected 3 years ago, I was a member of the SCC and recuse myself - but appointed the then-current holder of the position, Carlos Raúl Gutiérrez, to represent me instead.
