PROPOSED CHARTER REVIEW

Dear SSC members, The leadership team has noticed that few questions have come up recently about the SSC charter that didn’t have clear answers. The charter has not been reviewed and revised since 2018, and it may be time to look at whether some updates are needed. If the SSC agrees that review and revision are appropriate, we can request a charter review of the GNSO Council (next steps outlined below). To get the conversation started, the leadership team has made a few notes in the current version of the charter here <https://docs.google.com/document/d/1KxpNrhmHhygx5Z29guAwpYC0TsNThrft/edit>, commenting on items that the SSC may want to review and potentially propose revising. If the SSC agrees that these and potentially other items should be considered further, we can take the following steps: - SSC leadership notifies Council leadership that it would like to initiate a charter review - After confirming with Council that there are no concerns, Council leadership responds that the SSC can proceed - SSC reviews the charter and proposes revisions, then submits the updated charter to Council - Council votes to approve the updated charter If there are any objections to going forward with a charter review, please respond on the list by Friday 4 March. Absent any objections, the leadership team will reach out to Council leadership to start the process. Dear SSC members, As a follow-up to today’s call, the SSC has reached preliminary agreement to recommend Chris Disspain as the GNSO Nominated ICANN Fellowship Program Mentor. If you object to this recommendation, please respond on the mailing list no later than Wednesday, 2 February at 21:00 UTC. If no objections are received, the SSC will consider this to be a full consensus recommendation and submit it to the GNSO Council. The leadership team noted that there are a number of new members. * Leadership team and staff developed a brief document based on the charter and other established documentation. * Helpful for SSC members to review the document and provide comments or questions to staff, if any. Selection Process: GNSO nominated Fellowship Program Mentor – see further information on candidates and the selection process here<https://community.icann.org/display/GSSC/GNSO+Appointed+Mentor+-+ICANN+Fell…> - Review of Poll Results (see attached) Highlights: * 9 SSC members (all) responded. * Need to agree on a candidate by full consensus. * Comments seem to be clear to everyone. Discussion of Candidates * Both good candidates. * Could look at the Expression of Interest document as a guideline for the evaluation of candidates. The core elements are expected to be met by the candidates. * The multistakeholder model at ICANN is quite unique, so important to have experience working within the ICANN ecosystem. When it comes to the actual process and the skills and experience we should be led by those. Chris Disspain has this experience. Consensus Call: * SSC operates by full consensus. * Chair takes into consideration the comments on this call and on the list. Chair puts forward decision and asks if there are any objections. * Typically a preliminary decision is made and then we will put it out to the mailing list and ask if there are any objections. If no objections are presented then it is considered full consensus and the decision is provided as such to the Council. * If a decision cannot be made at this meeting the SSC can meet again. * Agreement of all voting members on the call that the best candidate is Chris Disspain. * Noting that the consensus call is not a vote per se. Next Steps: * Staff to ask on the list if there are any objections to putting forward Chris Disspain as the candidate for the GNSO nominated Fellowship Program Mentor. * Staff to draft a placeholder motion (without the name) for the GNSO Council meeting on 17 February 2022 for Tomslin to submit by Monday, 07 February (document and motion deadline).
