Notes and Action Items - SSC meeting - 16 February 2018

Kind regards, Emily ----------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- ACTION ITEMS: Action Item 1: Staff will circulate an amended motion with Rao Naveed Bin Rais named as the recommended candidate as well as proposed language indicating that the SSC recommends Scott McCormick for any future vacancies on the SSR-RT for a GNSO representative. Action Item 2: Staff will research how NomCom operates in terms of privacy of deliberations and share on the mailing list. Action Item 3: In the section of the SSC charter “Membership Criteria” change “If an SSC member is a candidate for a position for which the SSC is expected to carry out the selection process, the member in question will recuse him/herself from the deliberations and decision-making process concerning that specific position” to “If an SSC member is a candidate for a position for which the SSC is expected to carry out the selection process, the member in question will recuse him/herself from the procedures for deliberations and decision-making process concerning that specific position.” Action Item 4: Staff will request additional input on the mailing list for the following items: * Under Review Team Appointment Principles, proposed text for bullet 8 reads “The SSC shall communicate to the GNSO Council the selected candidate(s), including proposed ranking where applicable. The SSC shall notify candidates of its recommendations to the GNSO Council at the same time that it notifies the GNSO Council of its recommendations, making clear that the recommendations are subject to GNSO Council consideration. The level of consensus reached by the SSC on the selected candidates will also be communicated as well as any minority views, should these exist.” Is it appropriate to keep the text “as well as any minority views, should these exist” given that the SSC operates by full consensus? Should this text be clarified to state that the SSC should communicate minority views if consensus is not possible to reach? * Does the SSC want to notify candidates from the current selection process of the SSC’s recommendations at the same time that it notifies the GNSO Council of its recommendations? Or does the SSC want to defer this practice until future selection processes? NOTES: 1. Welcome/Agenda review/SOI updates - No SOI Updates 2. SSR2-RT candidate selection - Review of poll results. - Two members indicated that they would switch their votes to the candidate supported by the majority of members. As a result, the group appears to have consensus in support of the lead candidate, Rao Naveed Bin Rais. Members noted that the Scott McCormick is also a strong candidate for this position. - It is not yet clear if additional selection processes will take place to choose additional GNSO representatives to the SSR2-RT. - Members supported the proposal to indicate in the motion that if another slot becomes available for a GNSO representative on the SSR2-RT, the SSC would recommend Scott McCormick for this position. 3. Proposed revisions to SSC Charter - SSC reviewed current language on the charter section “Transparency” and went over the outstanding question of whether the SSC wants to recommend, as standard SSC practice, delaying publication of email archives, call recordings, and other records of deliberations until the selection process is complete. - One member stated that she originally supported keeping materials confidential until a decision is made, but now thinks this may be too complicated and possibly not necessary. - Another member suggested that SSC materials should include disclaimers that SSC recommendations are preliminary and the results are not final until the Council confirms the selection. From the chat: Lori: We are talking about individuals and qualifications and if could find a way to keep things closed until the recommendation I would support it. Lori: But nom com isn't Lori: arent we more like nom com Lori: I would mirror nom com Renata Aquino Ribeiro: yes could be a good idea to observe nomcom Maxim Alzoba: my personal opinion that NomCom is too much secrecy - Clarification of Maxim's chat comment: the privacy practices used by the NomCom may be too much secrecy for the SSC, given that it has a different function and position compared to the NomCom. - Several members supported researching how the NomCom operates in terms of information confidentiality to see if this is a possible model for the SSC. - The SSC can further discuss on-list how to proceed once it has received input from the NomCom. -SSC reviewed proposed edits in the text of the revised charter. Several issues (see action items) will be discussed further on the mailing list. 4. AOB - None.

Dear SSC members, The deadline has now passed for SSR2-RT Co-Chairs to provide input on the SSR2-RT candidate selection process. We received input from Denise Michel and did not receive a response from Eric Osterweil. Denise asked that the SSC keep her input confidential. Therefore, it has been added to the password protected section of the wiki: https://community.icann.org/x/IhS8B. Please let me know if you are having trouble accessing this page. The final poll for this selection process is now open: https://www.surveymonkey.com/r/VW65Y69. Please complete the poll by Friday 16 February at 13:00 UTC, one hour before our next meeting, which will take place on Friday 16 February at 14:00 UTC. New draft poll and scheduling for upcoming call

Dear SSC members, Following our call yesterday, staff had an action item to prepare a draft poll that will open after we have reached out to the SSR2-RT Co-Chairs for feedback on characteristics of a desirable candidate. Please take a moment to review the draft poll and send any comments by Monday 12 February at 22:00 UTC. This poll will open for voting next week: https://www.surveymonkey.com/r/VW65Y69. The SO/AC leaders feel that this selection process must be completed before the SSR2-RT can resume. The GNSO would not like this selection to hold up re-starting the Review Team, therefore a recommendation should be made as soon as possible. - One member noted that in addition to poll results, diversity should be a consideration for this process, including geographic region and SG/C. - Affiliation of SSR2-RT members nominated by the GNSO: Denise Michel (BC), Norm Ritchie (unaffiliated), James Gannon, the member who stepped down, is NCUC-affiliated - Affiliation of candidates for the vacancy: Rao Naveed Bin Rais (NCUC) and Scott McCormick (BC) - Question: Is it possible for the SSC to recommend training for members? - Response: The Council can recommend that the Review Team members have access to training in areas relevant to the work, but it may not be appropriate for this group to make recommendations for specific training for specific candidates. - SSAC was concerned with technical and security skills on the team and that more individuals with this skill set may be needed. - Suggestion: Perhaps it would be helpful to ask Norm and Denise what types of skills/types of person would be most valuable to the SSR as they have direct experience with what is needed. It may also be helpful to rach out to James Gannon as he was there from the start. - Alternately, the SSC could focus outreach to current leadership (Denise and Eric). SSC members on the call generally supported directing the inquiry to the co-chairs. 3. Proposed revisions to SSC Charter (time permitting) - There was not enough time to cover this topic on the call. - Regarding deadlines, the SSC could have this item for discussion at the upcoming meeting, if feasible, but for formal consideration, it would need to be submitted with a motion by the deadline for the following meeting. 4. The GNSO Council has tasked the GNSO Standing Selection Committee with identifying and recommending a replacement candidate for this position. The SSC has reviewed the skills matrix prepared by the Review Team to assess skills present among existing SSR2-RT members. The SSC is hoping that you can provide additional input on skills that are still needed on the Review Team. As the Co-Chairs of the Review Team, you also likely have firsthand knowledge of the types of background or experience that would be most valuable in a new member of the SSR2-RT. In particular, the SSC would like to know if the SSR2-RT is more in need of a person with an academic perspective or one with hands-on practical experience. If you have input on this, can you kindly provide this feedback by Monday 12 February at 22:00 UTC? A response by this time will ensure that your feedback can be taken into account in the selection process.
