Some of what's talked about is anecdotal, but the discussion is quite relevant to consideration and development of policy about privacy, predators, teens, children etc. as recently raised in the WHOIS debate, though WHOIS is not mentioned. At-Large NomCom Seats

Since a number of questions and statements have been made about the NomCom seats, who appoints them, what do those appointed have to do / what are the time requirements, etc. I wanted to put everything about this subject into one email for everyone. WHO APPOINTS? The ICANN Bylaw provisions as it relates to this: The ALAC shall [....] after consultation with each RALO, annually appoint five voting delegates (no two of whom shall be citizens of countries in the same Geographic Region, as defined according to Section 5 of Article VI) to the Nominating Committee. This means that the ALAC must consult the region on who to appoint. The ALAC have asked each region to forward a name, or more than one name, to them before the end of August. The ALAC will then select from amongst those names submitted the single individual for each region to the NomCom. WHO IS ELIGIBLE? Of the currently sitting NomCom members appointed by At-Large, only Sebastian Ricciardi is eligible for a second term. All other ALAC- appointed NomCom members are term-limited. HOW DO THE REGIONS DECIDE WHAT NAME(s) TO FORWARD? This is entirely up to them. Regions could decide to have formal elections to choose one name, or three names, or any number of names to forward to ALAC; they could ask for volunteers and send the entire list to ALAC. It is completely up to the region. I provided the Secretariats with the option - if a region so chooses, and because it was clear to me that some regions might be holding an election - of using the voting system which At-Large already has. I made this offer not to suggest any course of action, but simply to make it easier to manage a vote. There is no obligation to use this tool, just as there is no obligation to hold a vote. There is no set way to hold the selection if the tool is used; the tool itself is very flexible and can, for example, produce 1 'winner', just as it can be setup to provide a ranked list of the whole candidate pool in order of preference. WHAT DOES BEING A MEMBER OF NOMCOM INVOLVE? Below is an excerpt from an email from Adam Peake of the NomCom: Timeline of the 2007 committee might help: * Announcement of Formal Call --1 February 2007 * Deadline of Formal Call for Full Consideration -- 1 May 2007 * Deadline extended until 18 May 2007 23:59 UTC * Review and Evaluation -- May to early July * Face-to-Face Meeting and Selection -- early July 2007 * Results Announced to ICANN Secretary -- before 2 October 2007 * Selected candidates take their positions as the conclusion of the ICANN General Meeting 2007, 2 November 2007 The 2007 NomCom held it's first meeting after the Sao Paulo ICANN meeting (December 8 and 9). The 2007 AGM in LA is earlier, so the 2008 schedule may move forward a month. The commitment is essentially: To be able to attend one ICANN meeting (i.e. LA), ideally for the full meeting (from Monday Oct. 29) but at least to be there for the NomCom session which will be the afternoon of Friday Nov 2, and all day Saturday November 3. NomCom's final task is the selection meeting, a requirement for all members. The meeting usually takes 3 full days. The location and date will be decided by the NomCom. Usually the location is wherever's easiest for the majority, or the chair's choice. Likely timing is June or July 2008. So the NomCom works from November 2007 to mid-summer 2008. Work during the period from the first face to face meeting to the end of recruitment includes approx 6 conference calls of the full committee. i.e. around one call every 6 weeks. Members should recruit candidates, and how much time they take doing that is a personal choice. But it can take some hours. If each member recruits 5 candidates then there would be over 100 candidates in the pool. Took a lot of effort to get 90 candidates this year, and people worked hard at recruitment. The main work (time) begins once recruitment has finished. All candidates will give the names of 3 or 4 people who provide references. Chasing these references (making sure people submit them) can take some time. Each candidates submits a statement of interest (SOI), essentially an application form these a usually 4-5 pages. 90 SOIs is 2007, add 3 or 4 references for each candidate and it adds up to a lot of reading. Members should be familiar with all candidates. There is a burst of activity as the date of the selection meeting approaches. NomCom usually breaks into sub-groups that evaluate candidates in detail. There might be 3 or 4 2-hour teleconferences during this period of about 3 weeks. Some NomCom members, particularly those not very familiar with ICANN may be asked to attend one of the other ICANN meetings held in the early part of 2008. But this is not required, and is for the chair to decide. Overall, the NomCom is a reasonably light time commitment by ICANN working group standards. However, the commitment toward the end of the process is intense. Dear Colleagues: I'm very pleased to tell you that we have today proven that it is possible for a teleconference to be simultaneously interpreted in multiple languages without disruption of the flow of the meeting. Verizon has a little-known interpretation option available. What this does is provide a subconference of the main conference, where those who speak, for example, French, are linked to the main conference by the interpreter. The interpreter hears the main conference in English and interprets this into French; the French-speakers hear only the French interpretation. When the French speakers wish to speak, the flow reverses - and the English main conference hears the interpreted English of the interpreter, while the interpreter hears the French speaker. It does require some discipline on the part of those on the conference: 1) Each speaker needs to say their name - the interpreter then says the name of the person whom they are interpreting, so those on the subconference know whom they are 'listening' to. 2) Conference attendees need to avoid overtalking - multiple people speaking at the same time - by asking to take the floor. 3) It works best if those not speaking for a while mute their line to preserve the clarity of the call 4) Last, but not least - participants need to speak slowly, to allow the interpreters to keep up. Verizon do not supply the interpreters, by the way; this is done by a separate service. We used Paragon, who provide some of the written translation services for ICANN at the moment. I'm personally breathing a big sigh of relief as we have one At-Large region - Latin America and the Caribbean - who have a large number of participants that do not speak English well, and they want to start holding monthly meetings to work on policy but have been holding back until we tried this service out, as the language barrier combined with a telephonic connection and a highly technical subject matter would have been too much of a barrier. I did speak to the French speaker from my call today and was told that she was able to feel like a full participant in the work of the ALAC for the first time and was overjoyed. If any of you want to know more about how to make this work, please let me know. asking advice on intros to better broadband

Hi Everybody, A few of us are pulling together "basic basic" information on why people should get involved in changing/developing/watchdogging their communication systems. These "basic basic" booklets will be on the web. Portions of them, such as charts and such, will be formatted for printing out and for power point presentations. They will be free for anyone to use. Our audience is the general public in the US or those who work with the general public in the US to expand knowledge and involvement on these issues. The project has a specific focus on municipal and community networks: thus these tools are meant to supplement the kind of presentation you would give to a local neighborhood association or for a print out you could hand to your alderman. Those of you who do general education/outreach on broadband in your community or play along on TV please look at these blurbs below and tell me if this looks like the kind of material that would be helpful to you in your work. If it wouldn't be helpful that would also be good to know. If you do public outreach on broadband and want something in here that isn't-- please let me know!!! Conversation with Dave Piscitello

Hello, everyone... A little while ago I had a conversation with Dave Piscitello of the SSAC and Nick Ashton-Hart. The substance of the conversation was, what could WebWatch do, and/or what could be done in general, to connect consumers to some of the ICANN discussions about security and stability issues. As you know, one of the issues I am trying to confront is how to interest and educate consumers about the work ICANN is doing and what its role in Internet governance is, while trying to represent their interests as best and appropriately as possible. The conversation was to determine if there are studies WebWatch might undertake in the area of consumer protection and domain names. We also talked about some of the work SSAC is doing with the Anti-Phishing Working Group and discussed the possibility of convening some people from these groups in Los Angeles. We're also trying to address questions like, if consumers knew more about things like DNSSEC and signed domains and the like (and their cost), would consumers want to somehow pay to participate in an Internet with more secure domain names? I've also begun talking with Nick about some possibilities for consumer education, that would include creating some consumer-friendly content. Would be happy to hear your comments about this and other security issues. As soon as a public version of the SSAC August report is available we can post it here. We used the survey research to create the guidelines, then publicized them and went directly to a number of companies, some of them Fortune 500, to get feedback. * Compliance mechanism. We stopped short of creating a seal of approval, since our research showed that such seals tend to be much more popular among the community of sealholders than recognizable by consumers. In addition, seals can be faked, upkeep and policing is costly, etc. So we started a pledge campaign, with an online form, where companies and Web publishers could make a promise to uphold the guidelines. Our staff would then review the site, and pass it or fail it (about 90 percent of the failed sites made changes and improvements and re-pledged, and passed). * We listed the sites on a page on our Web site (http://www.consumerwebwatch.org/praise-worthy.cfm) and allow participating sites to link back to the guidelines page (not the page where their company is named). We still continue to get pledges and add company names to the list. * We created a national advertising campaign to promote the sites that pledged, and the guidelines themselves as a sort of consumer bill of rights. I think a similar system could be used for the registrars. Indeed, it is voluntary compliance, but the "wisdom of the masses" assists in enforcement -- we do get e-mails from consumers when they interact with a company on the compliance list that doesn't measure up. In those cases, we investigate, then publicize the investigation and the result. ARIN / Statement on the future of addressing policy

ARIN has just released a statement on the future of addressing policy. Specifically addressing the future of IPv4 addressing. http://www.arin.net/announcements/20070701.html What ARIN does is to emphasize the current policies and say they will be enforced even stronger than today if needed. I.e. there is no announcement of a change in policy. The resource-allocation policy under which ARIN operates has been produced through an open, transparent, and democratic process over more than a decade. ARIN is fully dedicated to preserving universal access and stable functionality of the Internet, and our policies do not encourage profit-driven speculation in the Internet addresses. The risk, if policies regarding review of usage of the address is not enforced for example, is that holders of large address blocks can create an artificial shortage of addresses in the market (that will exists for IPv4 addresses). By ensuring only few addresses “are for sale”, the holders of the large address blocks can make sure the price per address stays high. At least higher than what it would have been if all IPv4 addresses that are not in use (according to the usage policies the RIRs have set) would have been “available”.

I am assuming that ICANN would need the same type of framework to convince them of the LA meeting as it would for the Summit. (Ignore the parts of the message below where Nick and I are squabbling.) The proposal for a project and funding connected with it is then sent to ICANN (me). We then internally must speak about it and we come back to the requestors with either a decision or a request for more information. At no time would the community be presenting the idea to the board for funding, or presenting it to anyone else; it is sufficient that you have sent it to me. What would be helpful is if the North American regional request can be endorsed by the other four regions. It would also be useful if we can come up with a basic framework for the structure of the meetings - not agendas, but objectives from your part, and from the logistical perspective, the structure of the meetings - how many plenaries, how many meetings of each region, and any subcommittees that you think should meet, how many members they would have, and how often they would meet. I can very happily come up with a proposed structure along these lines for you - or you can do that yourself; as you wish. What you could definitely do is get the regional buy-in from the other four regions. I hope that this makes sense and that you now realise that the task which confronts you is perhaps less onerous than you had thought it might be.
