Hi all, There was some confusion last week as to the timing that we would use for the up-coming elections. This was discussed on today’s conference call and it was decided that we would have a two week nomination period for all elections, starting today and ending midnight Aug. 23. On the following week, we will hold on-line elections. Just to remind everybody, the positions we are talking about are: 1. ALAC member – two year term 2. Chair – 1 year term 3. Secretariat – 1 year term 4. Nom Com Delegate – 2 year term If anybody would like to volunteer/nominate someone to any of these positions, please post on-line. If anybody is interested in the Nom Com position, they should send in their qualifications for the position as well. So far, we have one nomination for Gareth Shearman for ALAC and one for Evan for Chair. I will stand for Secretariat only so long as nobody else wants the position. New blood is always sought! Voting members of the NomCom are appointed for a one year term, and may be re-appointed for a further term of one year subject to the requirement under the ICANN By Laws that a voting member may only serve a maximum of two consecutive years. Individuals representing ALAC who served on the 2009 Nominating Committee are listed below. Those individuals who have now completed two consecutive terms and may not be reappointed are marked with an asterisk * Khaled Koubaa (Africa)* Hong Xue (Asia, Australasia and Pacific) Matias Altamira Gigena (Latin America and Caribbean)* Desiree Miloshevic (Europe)* Ross Rader (North America)* ICANN's Nominating Committee has historically held two face-to-face meetings each year. For the 2009 Nominating Committee, we were able to have the first such meeting after ICANN's Annual General Meeting in Cairo. According to the Chair of the NomCom, accelerating the schedule of the first meeting compared to previous years was really enormously helpful in allowing the Committee to function in an orderly and effective manner. TIMELINE At its 4th August 2009 Meeting, the ALAC defined the following timeline for filling these appointments: * Nominations Open (in each RALO): 5th August * Nominations Close (in each RALO): on or before 25th August * Nomination Acceptance Deadline: on or before 1st September * RALOs to transmit all accepted nominations, with a recommendation of a preferred candidate if the RALO wishes to provide one: on or before 1st September * ALAC Voting Begins: 7th September * ALAC Voting Ends: 14th September * Notification to NomCom of Appointees: 15th September QUALIFICATIONS: Article VII, Section 4 of the Bylaws states that Delegates to the ICANN Nominating Committee shall be: * Accomplished persons of integrity, objectivity, and intelligence, with reputations for sound judgment and open minds, and with experience and competence with collegial large group decision-making * Persons with wide contacts, broad experience in the Internet community, and a commitment to the success of ICANN; * Persons whom the selecting body is confident will consult widely and accept input in carrying out their responsibilities; * Persons who are neutral and objective, without any fixed personal commitments to particular individuals, organizations, or commercial objectives in carrying out their Nominating Committee responsibilities; * Persons with an understanding of ICANN's mission and the potential impact of ICANN's activities on the broader Internet community who are willing to serve as volunteers, without compensation other than the reimbursement of certain expenses; and * Persons who are able to work and communicate in written and spoken English. Nom Com members are expected to: * engage in affirmative outreach and recruitment of excellent candidates * read the submitted and gathered information about each candidate under consideration * participate in Nom Com teleconferences * work diligently with Nom Com colleagues toward an overall consensus on the best possible group of candidates to be selected * adhere to the Code of Ethics - each Member undertakes a written obligation to this effect. The nominating committee typically holds two meetings, one soon after the committee is formed, and usually held concurrent with an ICANN meeting, and meeting later in the year when the committee makes its selections. * Given the recruitment nature of Nom Com's work, it will be particularly helpful if members have extensive personal networks of contacts from outside, and within ICANN, that will support effective recruiting. Furthermore it will be valuable for such delegates to also be prepared to develop cross-constituency understanding to build consensus. Successful appointees from the ALAC must be willing to attend the first face-to-face Nominating Committee meeting. This meeting is expected to occur in Seoul during 31 October - 1 November 2009. Nom Com Delegates are welcome to attend the entire ICANN meeting also during 25 - 30 October, but hotel costs and expenses for the non-Nom Com portion of the meeting would be at the expense of the individual. Hi all, Well, its also the time of year to do Chair and Secretariat elections. I would propose that we hold these simultaneously to the ALAC election (get it all over with at once). So, if we all agree to the two week time-frame, we would be accepting nominations/volunteers for these two positions starting at our meeting on Monday and going for two weeks – if that is what everybody wants. Voting Procedures for our ALAC Position - Call for Election

Hi all, Staff has just made me aware that it is time for voting in our ALAC rep. As you know, we have two ALAC reps who each serve for two years, staggered by one year so that they don’t both leave us at the same time. The ALAC position that Robert used to hold, that is now being held by Gareth Shearman, is now up for election. Our OP states that we were supposed to have started the call for elections on July 1 (Woops! – My Bad). Since we are starting this a tad late, I would suggest that we follow the guidelines set out in the ALAC Rules of Procedures which are as follows: Suggested Election Procedure for ALAC Representatives Since the RALOs have few details about the procedure by which they elect their ALAC members, it is suggested that the election process for ALAC representatives use the following procedure: 1. Call for election: The regional Secretariat will make a call for election (no later than 15th August 2009) 2. Nomination Period: nominations shall be accepted for four weeks after the Secretariat calls for nominations (up to 12th September 2009) 3. Acceptance deadline: the nominees need to accept their nomination no later than seven days after the nomination period ends (19th September 2009) 4. Election deadline: The election shall begin no later than one week after the end of the acceptance deadline (26th September 2009) and end not later than two weeks later (10th October 2009). Therefore, votes would actually be cast between 26th September to 10th October 2009. Voting Mechanism We would suggest that the online voting system used previously in various regions at www.bigpulse.com <http://www.bigpulse.com <http://www.bigpulse.com/> > (and which is used for all ALAC votes including for ALS Applications). The staff would administer these votes through the system, in all cases allowing independent verification via a URL located on the BigPulse servers which would provide the results of votes held. There are two regions NARALO and LACRALO which have adopted detailed Rules of Procedure for meetings. As LACRALO has already conducted its election, it needs do nothing further; NARALO has the elections procedures specified in its ROPs. I would, therefore, like to open the period for nominations starting today. We then have four weeks to accept nominations/volunteers. SO, anybody who would like to nominate someone or would like to volunteer for this position, please put names forward to the list for discussion. ALAC Representative Election Call: NARALO

Dear All, We recently sent out an email to the global list and Secretariat list with a summary of the regional provisions governing the ALAC elections and a proposed timeline for the regional elections. This email is to provide you a detailed overview of the situation in NARALO and assist you with the organization of the elections. There will be one NARALO ALAC representative up for election this year as Gareth Shearman's term ends at the close of the Seoul meeting. With regards to the election process, the NARALO Operating Principles state that the start of nomination period shall be "on or before 1 July" and that the length of the nomination period shall be 30 days (Operating Principles 11). Additionally, the election date is to be "sufficiently in advance of ICANN's annual meeting" (OP 11). The Operating Principles also state that ALAC representatives may not serve more than two consecutive terms (OP 10). Detailed provisions for elections and voting during meetings can be found under: See: https://st.icann.org/naralo/index.cgi?ralo_organizing_documents Given the NARALO instruments' specific provisions governing the election process, and aware that the required nomination start date of 1 July has passed, it is suggested that the following election process shall be adopted: 1. Call for election: The regional Secretariat will make a call for election (no later than 15th August 2009) 2. Nomination Period: nominations shall be accepted for four weeks after the Secretariat calls for nominations (up to 12th September 2009) 3. Acceptance deadline: the nominees need to accept their nomination no later than seven days after the nomination period ends (19th September 2009) 4. Election deadline: The election shall begin no later than one week after the end of the acceptance deadline (26th September 2009) and end not later than two weeks later (10th October 2009). Therefore, votes would actually be cast between 26th September to 10th October 2009. We would suggest that the online voting system used previously in various regions at www.bigpulse.com <http://www.bigpulse.com> (and which is used for all ALAC votes including for ALS Applications). The staff would administer these votes through the system, in all cases allowing independent verification via a URL located on the BigPulse servers which would provide the results of votes held. You are of course free to adopt a different process. To facilitate this election, we ask the NARALO Secretariat to send us a note prior to 15 August 2009 specifying election procedures the region would like to adopt.
