Dear all, As one of the newest member of the group, let me ask a question - and apologies, if it’s already been discussed.. The question being, has there been any discussion of existing - internet funding initiatives (a quick list below) - their focus area, their processes, opportunities for coordination and collaboration , and best practices that this ccwg might want to incorporate into our work and recommendations? The US State Department’s Bureau of Democracy, Human Rights and Labour (DRL) annual funding call is , in my opinion, a good example for us to review and comment as it has many of the sections, description of process, review criteria and - Eligibility requirements that, to a certain extent, would also have to be followed by ICANN or spun-off US based entity that might be created. Present proposed approach i. Acknowledge those comments that are in support of the proposed recommendations or recommend minor updates ii. Deliberate on comments identified as requiring further deliberation, as an example. · Before going to the Public Comment Review Tool, let's capture what was discussed during our last meeting: we ended with the public comments. We received some feedback that the initial report was not emphasising that the community should be reviewing the model, and decide on the structure of the auction proceeds. Some new ideas were raised as well. Leadership and staff analysed the comments, and will present the analysis during today's call. · Modified version of the public comment review tool, which we shared prior to the new year. Break down the comments, along the lines of the sections of the initial report, and the questions and recommendations. · Further thinking about how to further facilitate your consideration. How to deal with input? Focusing on next step. Potential changes to the report might be needed. · We added a column : analysis of the type of change suggested, and possible action. For those items where the CCWG is asked to consider certain perspectives, to assess what the next step might be for the CCWG. For those comments where no change was suggested, staff has put in the right column "thank you for the input, we appreciate your support for the recommendation". · Way to develop a workplan for the next phase: we can line up the items that require further consideration. · example page 8: this recommendation is suggesting to consider enhancing option A. Staff labeled this a "new idea”, and put together some preliminary recommendations. · Concerns were raised that the comments are not helping us, since after 2 years of operation we did not come up with a report that was decisive and detailed enough · There was a letter from the Board during/after the Barcelona meeting. For this particular Board letter we added a summary in this document. A reply should be formulated. Action item #1: Group to revise the public comment review tool and to share thoughts on the recommendations made by the leadership team. Action #2: Leadership team and CCWG to fomulate answer to the Board's latest letter. 4. Next steps / proposed timeline * Chair Ching Chiao suggests to give the group 2 weeks to further comment. * Is a next public comment rounded needed? * Chair suggests we have a better idea by the next meeting whether a next public comment period is needed or not. However, a second round means further delays in delivering the end results. * Others say a second public comment round is inevitable due to the fact that our report asks too many questions, without taking any decisions, or that a second round would be needed more to the extent that we are not able to integrate the feedback from the community into the existing report. * Some concerns were raised regarding what the group wants to achieve, other than a new comment round. The group needs to be more focused, and show a lot of progress, otherwise a second round will not be looked positively upon. * Marika suggests for the group to work through to the comments and make updates as needed. Once the report has been updated, make the assessment whether the changes are fundamental enough to warrant a second round of public comment. Might be premature to say so now. * Working Methods There are substantial number of items that have been identified for further consideration. What is the best way of dealing with this? Go through those items collectively? Would offline work be helpful, e.g. via a google doc? Are smaller teams helpful here? A number of approaches are helpful to consider there. That helps us to work out a draft timeline leading into the final report, or a next report. Action item #3: Chair suggests staff and the leadership team to spend further thoughts on how to help focusing the group on the leadership recommendations. * Marika suggests the group to focus on reviewing the comments, and to flag concerns with the recommendations. Staff can put together clusters of topics that need to be addressed, including new ideas, so that the review can kick off. * How to go through these questions? plenary style? 2-week meeting cycle, with set of questions and how to address whether changes are to be made to the report? Plenary style will take a lot of time. * how is the CCWG supposed to deal with submissions where there are concerns? especially if there are checks and further study to be made of the submission idea the CCWG will need to explain how those concerns where already considered and considered addressed, or consider how these concerns can be addressed, whether that is through further checks, further study and/or updates to the report / recommendations. In certain cases it may be a new concern that the group didn't think about yet, in other cases, it may be a concern that the group already considered and addressed as part of its recommendations. the group should focus on the review of comments and how that affects the recommendations, and only after that think about whether additional public comment is needed * categories in the public comment review tool, 3rd column: [Support], [Concern]: to flag anything that is not agreement, and not a completely new idea, [New idea] 5. Plans for ICANN64 a. Monday 11 March – 13.30 – 15.00 local time b. Wednesday 13 March – 17.00 – 18.30 local time Some concerns regarding the 2nd slot. Challenging for many SO/ACs. Staff to verify whether there is an alternative slot for the second one. We are most likely still in public comment review phase in Kobe, it is important for people to attend. 6. Confirm next meeting 13 February 2019, 14:00 UTC. 7. AOB Reconfirmation of the membership. Not intended as a new call for volunteers. Ensure that we have a good participation level. Remind SO/ACs that is important that members actively participate, especially when we come to a consensus call. We posted our Draft Operating Plan and Budget for Fiscal Year 2020<https://www.icann.org/news/announcement-2-2018-12-17-en>. Long-term financial planning and fiscal responsibility is necessary, and can only be achieved when the ICANN org, Board, and community work together to properly plan. In FY20, we continue to anticipate minimal growth in funding; it is forecasted at $140.1 million, up 2% from FY19. Expenses are budgeted below funding at $137.1 million. As a result of the budgeted increase of the Reserve Fund, the budgeted funding is slightly higher than last year. We've budgeted to contribute approximately $3 million (2 to 3% of the total budget) to the Reserve Fund, which will not have any negative impact to planned work. Annual allocation to the Reserve Fund will be the standard approach, at least until it is replenished to the minimum target level. This simply is the right thing to do. Constituency and fellowship travel support will remain at the same level as FY19, as will the ICANN org staff, which stands at approximately 400 people. To ensure the best support for the community's work, we have controls in place to hire or replace staff only when clearly required, but we still ensure the best support for the community's work after driving efficiency improvements. We've also brought the timeline for Public Comment forward to begin before the end of 2018. We've extended the comment period to 53 days to give you more time to review the documents. You will find five detailed documents, with content broken into six modules by topic: Contractual Compliance and Consumer Safeguards, Direct Policy Support, DNS Marketplace and Identifier Ecosystem, Technology and DNS Security, Engagement, and Reviews. The FY20 planning cycle is the final year of the current strategic plan, which makes it a transition year, as we are developing the 2021-2025 Strategic Plan in parallel. During FY20, we will use the new strategic plan to plan for FY21. You, the community, play an essential role in planning for the year ahead. We need and want your feedback and input. High-level overview of public comment review tool * The staff report was published. The public comment period is now formally closed. * Certain comments provided via the public comments focused on a charter question or on a recommendation, whereas others were more "free format". In the Review tool, which is being displayed in the AC room, you will note that the comments were broken into pieces and added to certain sections, based on their focus. * Most of the comments were focused on recommendations, annexes or charter questions. Lay-out: * top - dark blue: overall topic. * Column 1: number of the comments, for easy future reference * Column 2: the excerpt from the original text (word for word), * Column 3: the contributor, * Column 4: standard template. No analysis has been done yet. The WG can code these comments (concerns, divergence, agreement, new idea) while doing the analysis. There is room foreseen for the WG to specify how it intends to deal with the comment. The colour-coding is simply intended to help the group setting up for the analysis. * Grey: high-level overview of what the comments refer to. High-level summary, no judgement or analysis here. 4. Next steps for reviewing public comments 4 types of comments: * comments received related to our questions * completely new comments: some comments are not related to the questions we asked, or to previous discussions by the CCWG. We need to identify those points, and discuss how we intend to deal with them. * Some of the comments relate more to the implementation phase. We need to identify those comments, and come to an agreement that those topics refer to the implementation phase. * Referring to what was implicitly included in the Initial Report, but not explicitly stated out Action item #1: Following a proposal by the chair and co-chair: the leadership team and staff will do a first analysis of the comments received, by grouping them into categories. (comments related to our charter questions/recommendations; new comments; comments that relate to the implementation phase; comments related to what is implicitly stated) * If the final recommendations are very different compared to the initial report, we need a new public comment period. * what the CCWG was discussing was a structure where members of the community would be the ones that would be reviewing and deciding. The Inital Report was silent on that. We considered that as being implied, but it should have been mentioned in a more explicit way, said Elliot. The comments received via the public comments process covered with how to deal with the COI and separation from the Org. The fact that the CCWG assumed it should be community group reviewing and deciding addresses many of the comments, both directly and indirectly. * Erika confirmed this concern is being recorded, and that it will be addressed, since many of the comments refer to this. Caveat: we have not made a concrete recommendation. * A group member expressed his surprise that the CCWG did not think about those comments while it was doing the work. * Becky Burr and Maarten Botterman confirmed that the board has sent comments which say that it is imperative that the evaluation be independent. The Board had contemplated this as being an independent experts board, applying the criteria developed by the community. There are other ways to have this independence. Emphasis is on the critical nature of the independence of the evaluator. 2 assumptions: * Chair confirms an explicit understanding among the CCWG that the community is involved. We did not discuss how this involvement happens. * Chairs confirms there shall be an independent review. Various combinations are possible here. Note that Marika is currently OOO and ICANN offices are closed next week. Re-opens again on 2 January. Timeline for initial analysis to be determined shortly. 5. CCWG meeting schedule * may depend on the initial analysis, does it make sense to meet every 2 weeks? fixed time? or do we need a different meeting cycle? * Leadership thinks it would be good to deliver clarification on the topics brought up under the public comments by the Kobe meeting. Suggestion to do most of the work ahead of Kobe, and have a half a day meeting in Kobe to finalise the work. * Do we need a second public comment period? Some group members prefer not to have one, some say it cannot be avoided. Action item #2: Secretariat to share a poll via the mailing list, to determine the preferred time for the future calls, under the assumption that calls will happen every 2 weeks. 6. Next steps for work plan towards Final Report The need for a second public comment period depends on the content of the next report. Noting feedback from the Board received from the public comment period: "If the report changes significantly as a result of Public Comment, the Board would encourage a second period of Public Comment to make sure that the community and beyond have opportunities to comment on any material changes to the approach and options set forth in this draft before submission to the Chartering Organizations for adoption." 7. Reconfirmation of membership attendance is dropping. do we need to reconfirm membership, to remind people about the important work? Comments from the group that there is no need to reconfirm membership, that it would be hard to bring new members up to speed at this stage. Others mentioned that there is a lot of work still to be done, and we should ensure the CCWG has adequate resources. Action item #3: reconfirmation of membership to be discussed again at the end of the next meeting. 8. AOB Scheduling of future meetings needs to be verified against the work by other groups as well.
