Sorry for the delay in sending this, but the last days of the ICANN meeting were rather hectic. To be clear, the ALAC position (supported by 11 members with 1 objection and three members not voting) was to support use of the Auction Proceeds to replenish the reserve. The ALAC did qualify that with a caveate to use no more than 25% of available auction funds in this way. So if the .web funds are excluded, the Board action was in excess of the that specified by the ALAC statement, and if .web is factored in, it was well below. I prefer to go back to work and quickly advance the public comments about the "models" and then try to advance toward an implementation process/develoment. I don't mean this to sound as negative as it may sound -- but if we get diverted away from our own work, we will deny the benefit of the $100M which can do a lot of good, once we get a mechanism and then an implementation program in place. I suspect that a lot of good can be done with $100M, and we haven't even shown that we know how to manage that level of available funds. And if the .web funds become available that is another $130M+. This is only my view. And I hope you will not think that I am looking for a debate. I am not. I will listen, but my purpose in posting was merely to note that if all of us read all the submissions on replenishment of the Reserve Fund and follow the Budget comments, there has been support for tapping some of the Auction Funds, as well as some who objected. I personally respect that the Board is taking this step and at this time. Maarten Botterman attended the meeting and Chris Disspain was present for a short period at the beginning of the meeting.* *To replenish the Reserve Fund, the Board resolution will request a contribution from ICANN ORG on an annual basis (8 years), total $32 Million, and an immediate contribution from Auction Proceed, total $36 Million. Erika, Thanks for informing us of the meet you had with the icann chair and details of the board resolution . as a newcomer to this CCWG, a long time participant at ICANN and a background in working with donors to support and promote internet related projects related to security and policy development I see this action as an important precedent. It sends a signal that if it that if we can’t get things moving quicker - in a timely fashion that is consistent with ICANN’s mission, in a way that follows legal frameworks for US entities, and addressing real needs , then the funding might be spent for us. That’s a real concern that should not be underestimated While I recognize a lot of important work and discussions have been undertaken by this ccwg, we have also taken a period of time that is far too long given the great needs that exist to maintain a stable, secure and interoperable internet I look forward to meeting some of you in Barcelona, hopefully at the gala tonight as well working with you virtually in the coming weeks. *Dear All -I'm forwarding you a reply from the Board concerning a question we asked a while ago. The question we asked was the following "What is the Boards perspective on whether ICANN the organization or a constituent part thereof, such as an SO or AC, can be an applicant under any circumstances." The letter brings up some new ideas (project evaluation panel), limits some options of SOs/ACs for potential applications and in 1. b. the Board points out that ICANN would not be required to apply for proceeds (in case there's a need) but would have a "fiduciary obligation to use the funds to meet the organization's obligations". We have to publish our draft report on October 8th, insofar we have no time to discuss this letter and its implications.I therefore recommend the following approach: We add a sentence to the Initial Report under the relevant charter question that says something like “the CCWG received this input (include link) from the ICANN Board in relation to this charter question but has not had time to review or discuss this input. It will do so in conjunction with other input received in response to the public comment period. And, we will annex the letter and/or include it in a footnote.
