Discussion on outline of Country and other Geographic Names Forum Input from community needed Helsinki: new format, allowing for a broader debate where we bring together all discussions. a. Purpose b. Format Suggested Moderator: Brad White, however he is not available. To ensure impartiality, we see now a moderator from ccNSO and GNSO, to ensure diversity. Chair needed as well. Suggestion: Cheryl as Chair, representing ALAC. Members of WG are there to answer questions, and will not be chair nor moderator. Chair would do an intro, setting the scene. Why we are doing this, andthen over to the 2 moderators. They will introduce the panel. Will be asked specific questions by the moderator. c. Topics Intro by Paul Szyndler Contentious e.g. "All groups must harmonise their approaches." There are other examples too, to get feedback from the room, the phrases are intentionally controversial. Interactivity is important: cards distributed to sense the temperature in the room. Green: support. Red: objection, and yellow: neutral. This is not purely a session for us as a working group. But we are the facilitators. We are testing a new model. Meeting B is the policy forum. Broader understanding of what is going on, and accumulate all conversations we are aware of. Final message: needs to be a clear " and now what". The chair will note everything that happened during the session. ---- Alex Schubert said that GNSO is waiting for input from us. However, it seems we are waiting for input from others? Carlos mentioned that a different session was discussed in the Subsequent Rounds session. (Mo & Tue). Should we make sure that all different positions are being heard? Chair and 2 moderators need to be aware of all the different positions. We spoke for instance bilaterally to the GAC. the chairmanship of this group is also cross-community in nature. Essential that all of the views are heard, but that is part of the prep. session. Moderator can draw out a counterview if someone is monopolising the conversation with 1 particular view. Susan Payne. How do we ensure that we flash out all the different view points? Some people are less forthcoming. Annebeth mentioned that it is easy to use the temperature cards, to have a feeling in the room, without the need to speak through the microphone. Moderators need to be informed of the different viewpoints. Role of the moderators is to seek different members in the audience, and to as questions to particular people, to make this as interactive as possible, for as many people as possible. d. Communication & Outreach No great concerns about the format, thus we can start working on the outreach. Verifying who will be in Helsinki. Briefing paper that expands on the strawman questions. This would be sent out to the community, directly to stakeholders within particular groups. Staff and co-chairs will contact the moderators. Once confirmed, a briefing will be prepared and organised pre-Helsinki, and in Helsinki. e. Next Steps Chairs and Moderators to be defined. 3. Closure Also included is a draft outline for the session in Helsinki. Discussion of this topic is the main agenda item. Briefing country /territory / geographic names forum in Helsinki. Please note the following The forum is no longer running in parallel with the Right Protection Mechanism session. Following discussions, the latter has been moved to Monday afternoon. - The session will move to the GAC room - Chair of the GAC (and others) expressed a need to be informed about the session asap. Goal/Purpose of the session The topic / theme should be very high-level. Proposed title is: "The eternal debate: country, territory and geographic names in the DNS" Moderator/facilitators TBD Use two moderators: ccNSO person and GNSO person. For their role see format. Note if the WG wants to go for two moderators, they need to be briefed properly and in time. This will need to start before the Helsinki meeting. Chair of the session: TBD Role of the chair: introduce the session, ensure timing etc. Summarize session at the end (action-items, main outcomes/conclusions, which would then feed into the work of the CCWG CTN If the moderators will be from the ccNSO and GNSO, it is suggested that the chair will be from ALAC. Format The chair would set the scene with regard to all of the various initiatives (Use of Study group report). No speakers on each (like the GAC group or even our WG) as that makes it too "heavy". After the high level is provided, the moderators take over and ask particular audience members (to be identified) to answer questions, and then invite the audience to share there views (The best analogy is the "Q&A" current affairs show in Australia - http://www.abc.net.au/tv/qanda/) It is also intended to use the ADOBE Room to send questions to the moderators Topics to be covered We intentionally use contentious ideas (like strawpeople) - "all of the groups of ICANN must harmonize their approach to geo names", "country names belong to countries", "three letter codes are just that, and no country has presumptive rights to them". The more incendiary, the better. Second theme could be: “the need for a harmonized framework is overrated”. This would bring in SSAC, and others who have a concern about that the differences in policies: use different definitions, overlaps etc. Associated to this, the moderators should be given plenty of examples that the former Study Group used and that DO relate to the WG - .com, .cym, .cs (to show dynamics of the ISO 3166-1 list) The moderators should use a lot of audience voting and "temperature of the room" for example through the ADOBE voting tool or show of cards. Note, even a 1/3 positive, 1/3 negative and 1/3 unsure is still a good outcome, highlighting how divisive the issue is. It should be ensured that the session is NOT only about progressing the specific agenda of the WG. It is OK if the debate is more general than the WG's charter (hence title of the session) We need to formulate a "final message". We don’t know where the conversation will go and we must not steer it. But there needs to be a clear "and now what?" at the end. This could be something like “Is there a need for a harmonized framework”. Communication & Outreach 1. Discuss and inform the WG at the Monday call (co-chairs) 2. Who of the WG members will be present in Helsinki and attending the session? 3. Inform and invite community (in particular GAC). ISO 3-letter country codes

Hello everybody, I am Timo from Estonian Internet Foundation the ccTLD of Estonia (.ee), fresh observer in this WG. We have had some thoughts on the 3-letter ISO country codes for some time already playing with an idea how to use it. The CENTR survey some time ago on the topic of releasing the 3-letter codes as gTLDs made us move a bit quicker and form our ideas to a vision. It was a suprise when we found out that 3-letter codes are not reserved currently for countries but for future use. When we replied to the CENTR survey we had an impression that countries just do not see the value in 3-letter codes for them selves - to avoid confusion for registrants and unnecessary competition on ccTLD level. So we were quite positive in our answers toward releasing the codes as unused resource. But everything changed for us when we found out that even countries cannot have these under any condition. I know we were not the only ones under this false presumption as this topic has not been much discussed before and I would like to give my contribution to this debate. For starters we think that current status quo of just holding back the 3-letter codes like any other such reserved lists (AGB etc) is not ideal. It is unused resource that is of value and after making the new gTLD revolution it seems logical to put these in use as well. But we do not support releasing the country codes as gTLDs as the first step. We support doing this in two steps - making the 3-letter codes available to countries and after everyone that has an idea or sees an importance in securing the domain for that particular country the rest of the codes should be made available to everyone in some future gTLD round. The reasoning for this is simple - generally 3-letter codes are more closely related to the country name than 2-letter codes. And this is a big risk for these ccTLDs for obvious reasons like false association. We do not see the .com example as a precedent for releasing all others as well - this is traditional gTLD, has well known meaning and should be considered as exception in this case. After the release of IDN country code TLDs there are now three letter ccTLDs out there as well so there is no clear differentiation between ccTLDs and gTLDs by looking at the number of letters in TLD. Furthermore some ccTLDs are operated as gTLDs (.me, .tv, .io etc). So this argument is no good as well. In short we see the two step release of 3-letter ISO country codes as an alternative to the current status quo, a compromise to break the stalemate and move things forward. Dear All, Please find below the notes taken during the meeting of the CWG on the Use of Country and Territory Names as top-level domains, on Monday 23 May at 21 UTC. Agenda 1. Welcome 2. Preparation for community meetings in Helsinki 3. Any other business 4. Next meeting Notes and Action Items 1. Welcome Meeting chaired by Carlos. We are in the process of finishing the arrangements of the F2F in Helsinki. Today we are concentrating on those preparations. 2. Preparation for community meetings in Helsinki Bart prepared an overview/mindmap for the Wednesday afternoon session, taking place between 15:15 - 16:45 local time. Still pending: a potential meeting between the co-chairs of this WG and the GAC WG. Could be potentially on Tuesday, right after lunch. As for the Wednesday afternoon cross-community session, we will discuss today the following aspects: - GOAL of the session - potential TOPICS - FORMAT - ORGANISATION GOAL: Based on discussion in the last call and after consulting with the co-chairs, the goal is to present an overview of the geo name initiative in general. What is it trying to achieve for the broader community? Explore the feasibility of a harmonsied approach. What is such a harmonised approach, who are the interested parties, and why is it needed? Heather added that we indeed need to make a note of other potentially overlapping activities in the ICANN environment. Alexander S. invites for an RFP : what string do other applicants want to apply for in the next new gTLD round? In certain niches (e.g. community TLDs), the application rules resulted to be not feasible. Bart Boswinkel confirmed that the aim is to come up with a harmonised work. Carlos: one of the biggest challenges is to keep our discussion connected with other initiatives. Have discussions with other processes. PDP on subsequent rounds takess note of all the questions asked here. In the new gTLD round, there is the issue of competition: looking at successful and failed applications Limited work of this group: 2-char and 3-char. TOPICS: Should somehow come back in the format. provide a general lay of the land. What does it mean, to have a fragmented approach, or a harmonised approach? Include the concerns raised by SSAC. Geo vs country & territory names.Probably interesting for GAC, new gTLDS. ccTLDS who have deep concern on use of country and territory names. Core 3-char code differences. Timing: Heather: question regarding timing. Overlap with the GNSO RPM PDP WG. We might loose certain people towards the end of our session. ccNSO scheduled this on wednesday afternoon. Originally, there were 2 alternatives: Tuesday afternoon, or wednesday afternoon. ccNSO meets GAC on Tuesday from 15:15 until 16: 15 followed by session on SOP. Only available slot was Wednesday afternoon. Knowing there are parallel sessions, but from ccNSO perspective, this was the best alternative. Carlos: we welcome good conversation between both organisations, ccNSO and GNSO. 1,5h in this framework is much appreciated, even though there are conflicting sessions. BB: meeting is not limited to ccNSO and GNSO. Others are invited to attend. Clear intention to have a true cross-community session, including the SSAC topic. Marika: suggestion to having this session as a sub-topic on Tuesday afternoon. Jaap discussed the concern of the SSAC: Many people claim having a say in Top Level Domains. e.g. dot onion. TLD to be reserved, but not used for DNS protocol.ISO3166 list, IETF ... None of these groups are talking to each other. Each group develops its own policies, according to the caffetaria-model: you pick what you want. 3-letter codes and geographic names are unrelated. SSAC is trying to come up with a study: wo does what. ISO3166 does not even mention supernational areas such as (dot) amazon. Feasibility of a harmonsied approach in a broader context is being explored here. FORMAT practicalities. How do we bring the different topics forward and how to engage the audience? Those who are interested, but not experts, should be able to follow too. Suggestion to have Panel discussions, in speed panels. Discussions on 1 or 3 core issues, that need to be identified. Presenters to be identified, and moderator too. Suggested way forward: Brief discussion, and then engage community as much as possibly by asking specifiic questions, and then have the sense of the temperature in the room. Thus you can discuss different topics relatively quickly, and engage the community. Heather raised again the issue that you risk to miss certain GNSO people due to a conflicting session. BB: we need to get back to WG. if it is embedded in another session, the ccTLDS may not be interested. Moreover, you only have 10 minutes time if you embed it on Tuesday, instead of the 90 minutes time the ccNSO can offer. Final schedule arrangements are due to ICANN no later than Wednesday. ORGANISATION: The cross-community forum on Wednesday afternoon, under auspices of the ccNSO, is still open for discussion, due to schedule overlapping issues raised by the GNSO. Does the WG want to continue with this 90 min session on Wednesday afternoon under auspices of the ccNSO, or go instead for an embedded 10 min session on Tuesday? An answer to this question needs to be provided no later than Wednesday, when schedule arrangements are due to ICANN. Once this is clear: - People on call need to agree on the format, - the core topics need to be identified. - session chair, presenters, moderators, speed panelists need to be identified and contacted. 3.
