Dear SCI members, No objections were received to the change below and included in the attached Word and PDF documents as of the deadline of COB Monday, 20 June. Thus, the proposed revisions are deemed accepted by Full Consensus. As requested, staff will proceed to initiate a Public Comment Forum following Helsinki. Staff also has conveyed to Amr the SCI’s request for him, as the GNSO Council Liaison, to provide a written update on the SCI’s activities to the GNSO Council. This is in lieu of a face-to-face update in Helsinki and does not affect the timing or ability of the SCI to initiate a public forum on the proposed revisions to the GNSO Operating Procedures. Staff will forward to the SCI any comments received in the Public Comment Forum as they come in and will prepare a summary of comments, if any. Staff also will prepare for the SCI’s review a draft motion adopting the proposed revisions for the GNSO Council to consider at its meeting on 01 September. Note: With respect to the Chair and Vice Chair election procedures, as discussed last week the SCI and staff have determined that if these revisions are adopted at the 01 September meeting they will be in place in time for the necessary steps to occur leading up to and including the election at the Annual General Meeting at ICANN 57, 3-9 November 2016. Hello Anne and everyone, FYI – at ICANN56 the Council will discuss the impact of the revised Bylaws on the GNSO’s roles and obligations, including the processes that will need to be in place to effect the GNSO’s new status as a Decisional Participant in the Empowered Community. The specific question of how the GNSO Operating Procedures (which as you note is what the SCI is tasked to review) fit into that broader discussion is therefore expected to be part of the Council’s deliberations – the context here being that there will also be new and expanded powers that go beyond the GNSO Operating Procedures. As such, staff believes that for now the SCI can just follow the Council’s discussions on the overall topic in Helsinki. The process of implementing the new Bylaws will take some time, so it’s expected that the Helsinki discussions will be only the start of that process. I hope this helps. Dear SCI members, During today’s meeting SCI members agreed with the minor grammatical change suggested by Amr and that this change should be notified to the SCI list. The change is included in the attached document, for clarity updated with today’s date, as follows: Change the final sentence in #3 to "Should a House fail to designate an interim Vice-Chair, the Designated Interim Vice-Chair from the other House will serve as an Interim Vice-Chair alone until a new Chair is conclusively elected." Change “the House” to “a House” and strikeout “with the vacant Vice-Chair position”. If there are no objections received by COB Monday, 20 June, this change will be considered to be accepted. As discussed on the call, the next SCI call will be scheduled as needed if there are comments in the Public Forum that will be initiated following Helsinki on the revisions to the GNSO Operating Procedures, or if an issue request is received from the GNSO Council. Kind regards, Julie Julie Hedlund, Policy Director CONSENSUS CALL: Chair/Vice Chair Elections: Notes: · Consensus Call: Confirmation "yes" from IPC and NCUC, no objections received. · Grammatical issue was noted (and previously flagged by Amr) in the last sentence in #3 and will be corrected and notified to the SCI list. · It was agreed that while Amr will provide an update on the SCI activities via the GNSO Council list (with staff providing a draft email), there will be no need for an in-person update in Helsinki, nor will this update preclude the proposed revisions being sent out for public comment. · Following the Helsinki meeting staff will initiate a public forum on proposed revisions to the GNSO Operating Procedures. · It was noted that the SCI will meet if there are comments in the forum, but otherwise staff will prepare the motion for the GNSO Council to adopt the revisions to the GNSO Operating Procedures at its meeting on 01 September, which will allow time for the procedures to take effect in time for preparations for the Annual General Meeting on 3-9 November. · It was further noted that there are no other issues from the GNSO Council for the SCI at this time and none are anticipated. I did assure the commenter that Amr would be reviewing the language with Council for input before it goes out for public comment and that if there are any problems, SCI would reconsider as directed by Council. I apologize for having to miss the call. We do have a “yes” from IPC as to the Consensus Call. See one comment re possible typo below (as mentioned, I did not find this.): To clarify, is 3 intended to require that each House appoint a Vice Chair? It currently says each House appoints a 'Chair', which doesn't make sense. If 3 is intended to refer to appointing Vice Chairs, I assume that applies also to 4? Assuming the above, I have no serious concerns (although I am frightened by the prospect of as many as 14 days without any Chair or Vice Chairs and hope we never cross that bridge). Anne E. In December 2015 the SCI created Subteam B to discuss and draft possible new procedures. The Subteam members were: Anne Aikman-Scalese, Angie Graves, Wolf-Ulrich Knoben, and Sara Bockey. The Subteam submitted its recommendations to the SCI to consider at its meeting during ICANN 55 in Marrakech, Morocco on 05 March 2016. On 02 June the SCI discussed the draft revisions and asked staff to submit them to the SCI for a Consensus Call. If there are no objections or changes received in two weeks by Thursday 16 June, the language will be presumed to be accepted by Full Consensus. Sorry to hear this Anne, this has happened to a few community members, albeit not the majority. Are you able to download the ics attachment from the main email invitation? This is our back up solution for those who unfortunately cannot access the direct Outlook appointments. Our tech support has looked at this closely and continues to. A lot depends on individual members’ inbox settings which have become a lot more specific over the years, we have therefore had to do with a “one solutions fits most” strategy which is the one we currently have. I would encourage members who do not receive the direct Outlook invitation to search for the email invitation in their inboxes and download the ics attachment. First as direct appointments, and immediately afterwards, as ics attachments, as some members’ calendars did not accept our direct appointments. The direct appointments however, still do need to be accepted by the recipient, before appearing on the recipient’s calendar. We have asked tech-support for work arounds and they have tried many solutions. The mailing server we use, mailman, is the best suited for most calendars, but not all. Here is the reply from tech support: "Nathalie- Sending from the Outlook Policy Calendar is not the issue here. The issue arises from using mailman lists to perform calendaring tasks. Different email systems (think Gmail vs. Yahoo vs. Exchange) handle the attached calendar items sent via mailman differently. This is a particularly a problem with updates to already placed calendar items. Most email systems will manage it just fine, but some important ones don't: specifically gmail.” The way forward here I believe is to always download the ics attachment, which takes seconds, to hyour calendar, to ensure the invitation is o there. As a reminder, the direct appointment and the ics attachment are always sent as a first invitation to the meeting, NOT with the reminder.
