Minutes, Recordings, and Transcripts of At-Large meetings

Dear colleagues: As many of you know, there have been difficulties and delays with minutes of At-Large meetings being posted expeditiously or in a consistent way. This email is to update you on a standardised process going forward which should greatly improve records-keeping and resolve all these issues. Henceforward, we will be handling these duties in a different way, so that they will be posted much more quickly: 1) We will be recording meetings at ICANN International meetings onsite. The recordings will then be immediately available, instead of waiting for the conference service to make them available (we have also had technical problems and delays with accessing recordings from the conference service, especially in respect of very long meetings such as are regularly a feature of international meetings). For teleconferences, these recordings will be posted, as has been the case for several months now, as soon as we have access to them. 2) The recordings will be sent directly off for transcription; generally the transcripts will come back in a matter of a few days - at which point they will be posted. 3) Very summarised minutes will be produced which give only: those attending / not attending, decisions taken, voting results, and agenda items tabled for discussion at a later meeting - because they are so summarised, you can expect these meetings to be available within minutes after the meeting concludes. To update you on the secretariat-activities left over from the Lisbon meetings: We are in the process of uploading recordings of the African and European regional meetings, and also the ALAC meetings, from the Lisbon ICANN meeting. These recordings will be transcribed as well, and having sourced an affordable transcription service, we are now in the process of getting the transcriptions done. Both transcripts and audio recordings will be posted as they become available. Please accept our apologies for the delays in these administrative tasks from Lisbon in particular. The volume of meetings - the European meetings alone ran to more than 24 hours of meeting time - has done us the favour of exposing the lack of scalability of our previous procedures, but this has also provided an opportunity to improve the accessibility of meeting results and information. LOCATIONS: All of the material related to meetings of the community will continue to be posted on the wikis. Hi, I would subscribe to the ALS list but since I'm not an ALS, I didn't think I should until some future time when status of individual delegates became more clear. :-) I'm not sure if there are any unaffiliated users currently out on the NA-Discuss list to acclaim either Wendy or myself as a "confirmed" delegate to represent individual users. Is there any way we can tell if there is anyone else on the list who is unaffiliated at this time? If there's an unaffiliated user out there could you please caucus with Wendy and/or me? As I said on the conference call, we haven't really tried to engage individuals at all, so far.... If I get a vote, and it's not clear if I do, I would vote no on the Operating principles and yes on the Code of Conduct. The no on the operating principles is just to explore the bicameral idea a bit more. I just think it deserves a good look. In my opinion we could still vote again on the OP by the end of May and if all goes well still announce in San Juan. Selection of our Chair and Secretariat

Hello all, [I am cross-posting because not all voting delegates subscribed to NA-ALS are subscribed to NA-DISCUSS.] In the event that our Operating Principles are adopted (the voting period ends today), we are to select our Chair and Secretariat by this Friday. As per our OP, the Chair will be a person; the Secretariat may be a person or an organization. No other restrictions apply, so they do not have to be from a certified ALS. You are invited to either self-nominate or propose others before this Thursday 23:59 PST. If our OPs are adopted today, we will vote for our Chair and Secretariat on Friday. The persons/organization with the most votes for each seat will win. The responsabilities of our Chair are (lifted from our OP): * The Chair shall act as moderator and facilitator of the work of the NARALO. * The Chair shall be empowered to issue Calls for Statements of Interest for service on the ALAC and to sign and receive any official correspondence to and from ICANN or the At-Large Structures. * The Chair and Secretariat shall be ineligible to serve on the ALAC or ICANN's Nominating Committee in any year in which they serve for NARALO. * In the event that the Chair determines that rough consensus does not exist for the selection of one or more candidates for ALAC seats, the General Assembly will vote. In the event of a tie, the Chair will cast an extra vote. * Rough consensus, as determined by the Chair, will generally be used within the NARALO to manage its current affairs (e.g. producing recommendations to ICANN). * The NARALO Chair is empowered to suspend or restrict a person's posting rights when the content that person has posted is inappropriate and represents a pattern of abuse. The Chair defines and determines what is inappropriate content on a case-by-case basis. Our definitions are not limited to this list. If the Chair suspends posting rights or deletes a comment or link, he will say so and explain why. When determining the duration of the suspension, the Chair is encouraged to take into account the overall nature of the postings by an individual and whether particular postings are an aberration or typical. There are three candidates, but only two posts. The information on the Euralo wiki being out of date, you should go to the mailing list archives instead. To summarize, some are advocating that the representatives should be selected based on their experience, while others wish to enforce hard quotas for geographic diversity. Strangely, there are no such provisions in the Euralo bylaws. The MoU only states that “The selected representatives must be members of different ALSes, must have their principal residence in different countries of the region and their nationalities must be different, save always that the EURALO may define additional diversity requirements“. At this stage, no additional criterias have been discussed, let alone approved. If a consensus cannot be found, as it will probably be the case, elections will need be held. Whatever the results are, disappointment will follow for sure.
